Notes to Consolidated Financial StatementsYear ended December 31, 2010(tabular columns in thousands of dollars)(v) Roads and Works:The mandate of Roads and Works is to provide quality road, trafficand water resource systems maintenance and operations to theresidents and businesses of <strong>Oakville</strong>. This program is responsiblefor the maintenance and operation of the Town’s transportation,traffic and water resources system. This area is also responsiblefor winter control for the Town and Region of Halton.The Engineering section manages the infrastructure planning andimprovements program which provides for the detailed planning,design and construction of <strong>Oakville</strong>’s transportation and waterresources infrastructure programs. Through cost effective andresponsible means, it involves environmental assessments,studies, public and agency consultations, engineering designs andapprovals, tendering and administration for projects and servicesincluding roads and traffic, bridges and culverts, sidewalks andcycle ways, storm drainage, storm water management, creekchannels and shoreline projection. This department is alsoresponsible for the provision of parking and parking enforcement.(vi) Transit:The mandate of <strong>Oakville</strong> Transit is to provide a safe, reliable,convenient and efficient public transit services withinthe urban area. This program is responsible for designingand delivering a range of transit services within the urbanboundaries of the Town of <strong>Oakville</strong>.(vii) Planning, Development Services and Economic Development:The mandate of Planning Services department is to strive forexcellence in creating a livable community for present and futuregenerations. This program creates the policy framework andimplementation tools required to shape the future of the community.The mandate of Development Services is to ensure that new urbanpublic infrastructure, built through the development processes,meets or exceeds the town’s standards and requirements. Theyare responsible for ensuring that the Town’s land developmentstandards are achieved on all development applications.The mandate of Economic Development department is to create abalanced environment that fosters economic growth, job creationand live/work opportunities. This program has a number offunctions that involve the local business community as well asother stakeholders within and outside of <strong>Oakville</strong>. Collectively,these functions work to build a positive economic environment thatresult in business retention, expansion and attraction, which willdrive assessment and job growth in the town.(viii) Other Services:Other services reflects the operations of the Downtown<strong>Oakville</strong>, Bronte Village and Kerr Village businessimprovement areas.Certain allocation methodologies are employed in the preparationof segmented financial information. Taxation and payments-inlieuof taxes are allocated to the segments based on the segment’sbudgeted net expenditure. User charges and other revenue havebeen allocated to the segments based upon the segment thatgenerated the revenue. Government transfers have been allocatedto the segment based upon the purpose for which the transfer wasmade. Development charges earned and developer contributionsreceived were allocated to the segment for which the charge wascollected.The accounting policies used in these segments are consistent withthose followed in the preparation of the consolidated financialstatements as disclosed in Note 1.Town of <strong>Oakville</strong> 2010 Annual Report | 40
