FLORIDA NATIONAL GUARDCAMP BLANDING TRAINING SITE<strong>210</strong>-5 RANGE CONTROL STANDARD OPERATION PROCEDURESCHAPTER 3Responsibilities, Special Requirements, Limitations, And Environmental Protection3.1 RESPONSIBILITIES: This section contains the responsibilities, precautions, duties and actionsnecessary for troop protection.3.1.1 <strong>Range</strong> <strong>Control</strong>:3.1.1.1 The PTD is responsible for the development, preparation, coordination, supervision andimplementation of range and terrain regulations on the CBTS military reservation. The <strong>Range</strong>Branch Chief and <strong>Range</strong> <strong>Control</strong> Officers are authorized to act for the PTD in theimplementation of this regulation.3.1.1.2 A Dud, Training Area or <strong>Range</strong> Safety Briefing will be conducted by a <strong>Range</strong> <strong>Control</strong>Officer or NCO for all Officers, Non-commissioned Officers, and civilians acting as OIC's orRSO's that are responsible for conducting live fire training and weapons testing orunits/organizations utilizing the training areas. These briefing will normally be scheduled eachSaturday at 0700 hours or by appointment established in RFMSS. A briefing statement will besigned by all attendees who meet the requirements of AR385-63 to perform duties of Officer inCharge (OIC) and <strong>Range</strong> Safety Officer (RSO). An OIC and RSO appointment order will beturned in to <strong>Range</strong> <strong>Control</strong> prior to the scheduled briefing. The OIC and RSO will sign a <strong>Range</strong>Certification statement for each range being utilized.3.1.1.3 Firing of Non-military Rockets and Laser Beams: The PTD is designated as the officialrepresentative of the Post Commander in maters pertaining to the firing of non-military rocketsor laser beams at CBTS by students groups and other non-federal civilian groups. No firing ispermitted without specific approval. Procedures may be obtained from the PTD Officer byrequest.3.1.2 Officer-in-Charge (OIC): Before commencing operations, training or firing, an OIC (as defined inChapter-1, 1.2.9 and 1.2.5.2) will be appointed in writing by the command/activity concerned. The OICmust be physically located on any range that is live firing. Responsibilities of the OIC include, but arenot limited to:3.1.2.2 Confirming that the range/training area to be used is properly scheduled and thatrequired appointment orders are presented to <strong>Range</strong> <strong>Control</strong>.3.1.2.2 Verifying that the particular firing to be conducted is permitted on the range or in thetraining area scheduled for use.3.1.2.3 Ensuring a qualified <strong>Range</strong> Safety Officer for each firing range has been appointed toperform the action outlined in this chapter (Para # 3.1.3.) The ultimate responsibility for safetyrest with the OIC.3.1.2.4 Ensuring that the OIC and Officers, Non-Commissioned Officers and civiliansresponsible for the conduct of live fire ranges have attended the <strong>Range</strong> Safety Briefing.CBTS <strong>210</strong>-5 <strong>Range</strong> <strong>Control</strong> Standard Operating ProceduresRevision Date: <strong>01</strong> Oct 20<strong>01</strong>Page - 14 -
