ProposedChangeReferenceCS REFERENCE CHANGE SOURCEA3094 Netherhamp<strong>to</strong>n Road, between existing employment use <strong>to</strong> the east and the lives<strong>to</strong>ckmarket <strong>to</strong> the west. The site is located at the edge of Salisbury city, within Netherhamp<strong>to</strong>nparish. It falls partly within the Netherhamp<strong>to</strong>n Chalk Downland LCA. It is low-lying andpredominantly flat, with a slope <strong>to</strong> the east of the site, facing north and north east. A gradualincline extends southwards <strong>to</strong> the drove track with the Cranborne Chase and West <strong>Wiltshire</strong>Downs Area of Outstanding Natural Beauty Boundary boundary a short distance away.Another distinctive ridgeline runs east west through Harnham Hill and its western bluff intrudesin<strong>to</strong> the north east corner of the site. To the north of the site sits arable land forming part ofHarnham Water Meadows. The site consists of large arable fields with an open feel and fairlyminimal hedges and trees.Objectives for the developmentMinor change <strong>to</strong>Submission Documentpreviously containedwithin <strong>SWCS</strong> 13 A<strong>Council</strong>’s suggestedchange <strong>to</strong> map asagreed with MrLipscomb and Pre-Vision Planning duringEIPTo develop 400 new homes and 10 hectares of employment land. The development will be ofa high quality, which delivers an appropriate sense of place in accordance with the south<strong>Wiltshire</strong> Design Guide 'Creating Places', in a manner which compliments complements theexisting community at Harnham and makes a significant strategic contribution <strong>to</strong> meeting thelocal housing needs of south <strong>Wiltshire</strong>. Specific issues <strong>to</strong> be addressed are:Minor change <strong>to</strong>Submission Documentpreviously containedwithin <strong>SWCS</strong> 13 A• Delivery of a local centre and community facilities for the Harnham Area• Delivery of a development that conserves and in places enhances the naturalenvironment, including the River Avon SAC.• Protection of views in<strong>to</strong> and out of the Cranborne Chase and West <strong>Wiltshire</strong> DownsAONB.• Potential <strong>to</strong> incorporate the medieval drove road in<strong>to</strong> the site layoutSite Constraints• Significant level views of the cathedral across the water meadows. The southern par<strong>to</strong>f the site is particularly visible in views <strong>to</strong> and from the cathedral.• An urban gateway in<strong>to</strong> Salisbury on the A3094: site would form a first impression ofSalisbury on approach from the westPage 46 of 70
