to promote public awareness of environmental issues through educational programmesand the dissemination of information; to undertake analysis of environmental impact ofsectoral legislation, regulations, policies, plans, strategies and programs throughstrategic environmental assessment; to oversee the preparation and implementation of<strong>Environmental</strong> Impact Assessments required for investment in the sector; and inconjunction with the Ministry responsible for local government, to provide environmentaladvice and technical support to district level staff working in the sectorCommittees on EnvironmentThe national environmental policy of 1997 requires the establishment of PolicyCommittee on the Environment at the Regional level, composed of DistrictCommissioners within the Region and chaired by the Regional Commissioner. ThisCommittee deals with matters of regional interest affecting the environment; andprovides policy guidance or proposes policy measures and actions.District, Ward and Village Committees facilitate the works of the Regional PolicyCommittee on the Environment on the environment under the auspices of District, Wardand Village Councils, respectively.• 6.8 The EIA Process in TanzaniaThe process for undertaking EIA and other assessments in Tanzania is presented in the<strong>Environmental</strong> <strong>Management</strong> Act, 2004 part VI sections 81 to 103 and it’s subsequent inthe <strong>Environmental</strong> Impact Assessment and Audit Regulations, 2005 –G.N. No.349 of2005, regulations 12 to 43.Steps for conducting <strong>Environmental</strong> Impact AssessmentSteps 1: Project Registration and Screening1. Developer or proponent submits a dully filled registration form and project brief tothe NEMC as per Regulation 7.2. NEMC shall then undertake a review of the project brief in accordance withRegulation 8.3. NEMC undertakes the screening of the proposed project in accordance withRegulation 9 and undertakes the screening in accordance with any guidelinesthat the Minister responsible for Environment may issue for this activity.Steps 2: ScopingThe developer, proponent, environmental experts or firm of experts shallundertake a scoping exercise in order to:(a) identify the main stakeholders that will be negatively or positivelyimpacted by the proposed project;(b) identify stockholder’s main concerns regarding the proposed project,(c) identify main project alternatives;(c) identify likely impacts, data requirements, tool and techniques for impactidentification, prediction and evaluation;(i) identify project boundaries in terms of spatial, temporal and institutional aspects;49/114
