The Sea Turtle <strong>Conservation</strong> Project initiated by the Ministry ofEnvironment <strong>and</strong> Forests, in collaboration with UNDP in November 1999, with a totalallocation of Rs 1.29 crores, has been completed <strong>and</strong> the report published by the <strong>Wildlife</strong>Institute of India. The Project has identified <strong>and</strong> made an inventory map of the breedingsites of sea turtles, developed guidelines to safeguard the species <strong>and</strong> minimize turtlemortality caused by human activities. It has also prepared tourism guidelines <strong>for</strong> ecotourismin sea turtle areas <strong>and</strong> has developed national <strong>and</strong> international cooperative <strong>and</strong>collaborative plans of action <strong>for</strong> Sea Turtle <strong>Conservation</strong>. A significant achievement ofthe project has been the use of satellite telemetry to trace the migratory route of OliveRidley turtles in the seas, <strong>and</strong> the sensitization of fishermen <strong>and</strong> the State Government ofOrissa to the use of the turtle excluder device (TED) by the fishing trawlers, to checkturtle mortality in fishing nets9.2.9 A National Institute of Coastal <strong>and</strong> Marine Biodiversity atKanyakumari.Marine biodiversity has immense potential <strong>for</strong> contributing to the economy of India as alarge part of India’s population subsists on the resources available to them along thecountry’s long coastal region, in 53 coastal districts of 10 maritime States <strong>and</strong> 6 UnionTerritories including the Andaman <strong>and</strong> Nicobar <strong>and</strong> Lakshadweep. Marine biodiversity<strong>for</strong>ms the main employment as well as material generating resource. However, thescientific aspects of the management of marine biodiversity have not received theattention it deserves.The Ministry of Environment <strong>and</strong> Forests has initiated the process of establishment of aNational Institute <strong>for</strong> Coastal <strong>and</strong> Marine Biodiversity. The <strong>Wildlife</strong> Institute of India,Dehradun, has been entrusted with the task <strong>for</strong> development of the Institute. An ActionPlan <strong>for</strong> 2003-2004 <strong>for</strong> the establishment of the Institute has been drawn up by the WII,an amount of Rs 20 lakhs has been provided to it <strong>for</strong> initiating action <strong>for</strong> this purpose.A proposal <strong>for</strong> allocation of 20 hectares of government l<strong>and</strong> at Kanyakumari has beensent to the Government of Tamil Nadu <strong>and</strong> it is under their active consideration.9.2.10 UNF–Unesco World Heritage ProgrammeThe Government of India had received funding support <strong>for</strong> preparing capacity building<strong>and</strong> awareness projects <strong>for</strong> the four world heritage natural sites, namely, N<strong>and</strong>a Devi,Kaziranga, Manas <strong>and</strong> Keoladeo National Parks. The Project Document has beencompleted <strong>and</strong> the funding support from UNF-UNESCO is expected. The World HeritageCommittee has encouraged India to prepare the tentative list of its outst<strong>and</strong>ing naturalsites <strong>and</strong> submit details <strong>for</strong> future nominations. Recognition as World Heritage sites helpsin improving conservation values <strong>and</strong> status, socio-economic development throughenhanced funding support, increases eco-tourism activity <strong>and</strong> conservation awarenessamong the masses. It enhances the significance of the site in the eyes of the people <strong>and</strong>the government.9.2.11 Indo-Russian Inter-Governmental CommissionThe Working Group on Environment <strong>and</strong> Natural Resources is an important componentof the Indo-Russian Inter-governmental Commission. In its meeting held in April 2003 atMoscow several important decisions were taken which included the Siberian Crane121
