cultivation areas <strong>and</strong> categorizing them a agricultural l<strong>and</strong> with adaptive<strong>for</strong>est management in the fallow period.b) Strengthen <strong>and</strong> capacitate customary institutions <strong>for</strong> improved local levelgovernance, management of tribal, community-based natural resources, <strong>and</strong>tenurial access <strong>and</strong> control.c) Reorient existing credit policies to be sensitive <strong>and</strong> proactive to situationswhere common property regimes apply.d) Encourage coordination among different government agencies that haveresponsibilities <strong>for</strong> aspects of shifting cultivation especially <strong>for</strong>estry,agriculture, rural development.[194] Propagation <strong>and</strong> sale of medicinal plants in the North-East would be a verypromising proposition to provide to the l<strong>and</strong>-owner in the region an alternative tojhuming. A special ecologically sustainable programme needs to be undertaken inthis regard.[195] Bamboo is the most versatile crop of the North-East <strong>and</strong> its management <strong>and</strong>protection can be best served if the propagation, cultivation, management,harvesting, value addition <strong>and</strong> marketing is done through a “mission mode” <strong>and</strong>the m<strong>and</strong>ate is with the Ministry of Environment <strong>and</strong> Forests, Government ofIndia. Bamboo is a fire-succession plant <strong>and</strong> grows profusely in the North-East.There must be facilities <strong>for</strong> its commercial usage.[196] Agro<strong>for</strong>estry is another very viable alternative. But to ensure its success thereshould be no hindrance to the harvest, transportation <strong>and</strong> sale of the produce.Mizoram has taken up teak plantation on a large scale. But the farmers must beenabled to extract this tree without waiting <strong>for</strong> government clearances.[197] ICAR <strong>Centre</strong> at Barapani has developed many models <strong>for</strong> agro-climatic zonesettled agriculture, with horticulture / poultry etc. to make livelihood selfsustaining<strong>and</strong> remunerative. This activity needs to be encouraged <strong>and</strong> supported.[198] The Central Government <strong>and</strong> the North-Eastern Council must play a much moreproactive role in <strong>for</strong>est conservation <strong>and</strong> in the phasing out of shifting cultivation.This would include greater financial allocations, more schemes <strong>for</strong> af<strong>for</strong>estation,regeneration, eco-development, agriculture, animal husb<strong>and</strong>ry <strong>and</strong> developmentof local arts <strong>and</strong> crafts.[199] Village Councils <strong>and</strong> individuals have donated l<strong>and</strong> <strong>for</strong> the setting up of parks<strong>and</strong> sanctuaries, <strong>and</strong> in some instances have sold <strong>for</strong>estl<strong>and</strong>s as well. Murlem <strong>and</strong>Dampa in Mizoram, Mehow in Arunachal Pradesh <strong>and</strong> Nokrek in Meghalaya aresome examples. This trend must be encouraged <strong>and</strong> the local people should beassociated with the protected areas <strong>and</strong> must derive economic benefit from themthrough tourism, etc. The people of Murlem are prepared to add another 50 sqkm to the Murlem National Park if an alternative road to the village wasdeveloped <strong>for</strong> them <strong>and</strong> some eco-development activity was initiated.[200] Wherever possible, Community Reserves under the Wild Life (Protection) Act beset up on community l<strong>and</strong>s <strong>and</strong> sacred groves (called Lyngdohs in Meghalaya)<strong>and</strong> the concerned tribal community should be involved in its conservation <strong>and</strong>management <strong>and</strong> a sense of pride in these protected areas should be inculcated.In this respect;159
