Denver Municipal Airport System Rules and RegulationsSource: Official Web site <strong>of</strong> Denver International Airport (bus<strong>in</strong>ess.flydenver.com)<strong>130</strong> OPERATING VEHICLES IN THE SECURED AREAExcept as specifically provided otherwise <strong>in</strong> this Part, all <strong>vehicles</strong> and operators <strong>in</strong> the SecuredArea shall comply with the Regulations <strong>in</strong> Part 70, “Traffic and Public Safety”. In addition, thefollow<strong>in</strong>g regulations apply to traffic <strong>in</strong> the Secured Area as def<strong>in</strong>ed <strong>in</strong> Part 20 <strong>of</strong> the DenverMunicipal Airport System Rules and Regulations:<strong>130</strong>.01 Vehicle Insurance RequirementsPrior to apply<strong>in</strong>g for an Airport Vehicle Permit, a Certificate <strong>of</strong> Insurance must be provided to theAirport. Sponsor<strong>in</strong>g companies must ensure that all their vendors and contractors meet andrema<strong>in</strong> compliant with <strong>in</strong>surance requirements.<strong>130</strong>.01-1 Bus<strong>in</strong>ess Automobile Insurance. The owner <strong>of</strong> a vehicle request<strong>in</strong>g access tooperate <strong>in</strong> the Secured Area must show pro<strong>of</strong> <strong>of</strong> and ma<strong>in</strong>ta<strong>in</strong> Bus<strong>in</strong>ess Auto LiabilityInsurance until the Airport Vehicle Permit expires. The <strong>in</strong>surance must cover thevehicle(s) and <strong>in</strong>dicate that the owner shall become legally obligated to pay damages asa result <strong>of</strong> bodily <strong>in</strong>jury or property damage <strong>in</strong>curred by the driver <strong>of</strong> the vehicle up to thelimits <strong>of</strong> liability specified for each occurrence. Such coverage must <strong>in</strong>clude allautomotive equipment, <strong>in</strong>clud<strong>in</strong>g any rented, leased or privately owned <strong>vehicles</strong> used <strong>in</strong>the performance <strong>of</strong> work necessary to provide the delivery <strong>of</strong> services or supplies, and toconduct Airport-related bus<strong>in</strong>ess <strong>in</strong> the Secured Area. Limits <strong>of</strong> Coverage shall be notless than the amounts outl<strong>in</strong>ed below for specific types <strong>of</strong> access.<strong>130</strong>.01-2 All <strong>vehicles</strong> operat<strong>in</strong>g on the airfield without an escort must have a m<strong>in</strong>imum <strong>of</strong>$10,000,000 <strong>in</strong> comb<strong>in</strong>ed s<strong>in</strong>gle limit automobile for bodily <strong>in</strong>jury and property damageliability per accident. All electric carts/<strong>vehicles</strong> used exclusively <strong>in</strong> the service tunnelsmust have a m<strong>in</strong>imum $1,000,000 comb<strong>in</strong>ed s<strong>in</strong>gle limit coverage. All electric cartsoperat<strong>in</strong>g <strong>in</strong> the Term<strong>in</strong>al or Concourses must have a m<strong>in</strong>imum $1,000,000 comb<strong>in</strong>eds<strong>in</strong>gle limit coverage. Vehicles exclusively go<strong>in</strong>g from Gate 2 to the Glycol Plant orexclusively from Gate 2 to the Antenna Farm may be eligible to carry a m<strong>in</strong>imum <strong>of</strong>$1,000,000 comb<strong>in</strong>ed s<strong>in</strong>gle limit coverage <strong>in</strong>stead <strong>of</strong> the $10,000,000 m<strong>in</strong>imum. TheAirport Vehicle Permit holder shall be required to present a current Certificate <strong>of</strong>Insurance prior to <strong>in</strong>itial permitt<strong>in</strong>g <strong>of</strong> company <strong>vehicles</strong>. In the event <strong>of</strong> reduction <strong>of</strong>coverage due to the erosion <strong>of</strong> the aggregate limits, the Airport Vehicle Permit holdershall immediately take steps to have the coverage re<strong>in</strong>stated. Thereafter the companyAuthoriz<strong>in</strong>g Agent will certify with each vehicle permit application that the companycont<strong>in</strong>ues to hold Bus<strong>in</strong>ess Auto Liability Insurance that meets or exceeds therequirements outl<strong>in</strong>ed <strong>in</strong> this section. Upon notice that a Company no longer meets therequired Bus<strong>in</strong>ess Auto Liability Insurance requirements, Airport Security shall notify thecompany that its Airport Vehicle Permit(s) shall be term<strong>in</strong>ated.<strong>130</strong>.01-3 Any company conduct<strong>in</strong>g an escort is responsible for ensur<strong>in</strong>g that the vehiclebe<strong>in</strong>g escorted has adequate <strong>in</strong>surance coverage and assumes excess liability notcovered by the owner <strong>of</strong> the vehicle as a result <strong>of</strong> an occurrence dur<strong>in</strong>g the escortprocedure. carrier <strong>in</strong> advance to cover all escorted <strong>vehicles</strong> <strong>in</strong> an amount not less than the m<strong>in</strong>imumcoverage required for the escort<strong>in</strong>g permitted vehicle.<strong>130</strong>.01-4 If an Umbrella Liability Insurance or Excess Liability Insurance policy is used toreach the limits <strong>of</strong> liability required by the limits <strong>of</strong> Bus<strong>in</strong>ess Auto Liability, coverage shallnot be less than $10,000,000 with respect to the comb<strong>in</strong>ed s<strong>in</strong>gle limits established foreach accident or occurrence. The umbrella or excess liability <strong>in</strong>surance coverage shallnot exclude any coverage afforded under the primary policies.<strong>130</strong>.02 Airport Vehicle Permits<strong>130</strong>.02-1 All Airport Vehicle Permit requests are processed, reviewed and verified byAirport Security prior to issuance <strong>of</strong> the appropriate Airport Vehicle Permit.<strong>130</strong>.02-2 Requests to operate privately owned <strong>vehicles</strong> (POV) <strong>in</strong> the Secured Area mustbe accompanied by a “demonstrated need” as determ<strong>in</strong>ed by the company and certifiedby the Authoriz<strong>in</strong>g Agent via the Vehicle Permit Application.<strong>130</strong>.02-3 All <strong>vehicles</strong> operat<strong>in</strong>g <strong>in</strong> the Secured Area must display an Airport VehiclePermit. Vehicles will also display a company logo with letters at least four (4) <strong>in</strong>ches highon both sides <strong>of</strong> the vehicle or display a 2’ x 3’ orange and white checkered flag on therear <strong>of</strong> the vehicle at a height <strong>of</strong> twelve (12) <strong>in</strong>ches or greater above the highest po<strong>in</strong>t <strong>of</strong>the vehicle. All electric carts must display a company logo or letter<strong>in</strong>g at least four (4)<strong>in</strong>ches high on the front <strong>of</strong> the electric cart. An exception to the Airport Vehicle Permitrequirement is any vehicle (e.g. baggage tugs) driven solely on Airport property and notrequired to be licensed by the state <strong>of</strong> Colorado. Permanent and Tunnel Airport VehiclePermit decals must be permanently affixed to the <strong>in</strong>side <strong>of</strong> the front w<strong>in</strong>dshield andcentered below the t<strong>in</strong>ted <strong>area</strong>. Annual and Restricted Airport Vehicle Permit decalsmust be permanently affixed to the <strong>in</strong>side <strong>of</strong> the front w<strong>in</strong>dshield on the lower left portion(driver’s side).Temporary Airport Vehicle Permits must be placed <strong>in</strong> the left corner dash.All vehicle permits must be visible from the exterior <strong>of</strong> the vehicle.<strong>130</strong>.02-4 All electric carts operat<strong>in</strong>g <strong>in</strong> the Secured Area must display an Airport VehiclePermit which will be permanently affixed to the front <strong>of</strong> the electric cart.<strong>130</strong>.02-5 Vendors, Contractors, and Temporary Airport Vehicle Permit holders may beassigned to and may be authorized only to operate on specific route(s).<strong>130</strong>.02-6 Airport Vehicle Permits may not be transferred between <strong>vehicles</strong>. Lost or stolenAirport Vehicle Permits must be reported immediately to Airport Security.<strong>130</strong>.02-7 Violation <strong>of</strong> these Rules and Regulations perta<strong>in</strong><strong>in</strong>g to Airport Vehicle Permitsmay result <strong>in</strong> a Violation Notice and term<strong>in</strong>ation <strong>of</strong> access to the Secured Area, asdescribed <strong>in</strong> section <strong>130</strong>.13 below.<strong>130</strong>.03 Secured Area Driver Tra<strong>in</strong><strong>in</strong>g2Revised Effective January 1, 2013Denver Municipal Airport System Rules and RegulationsSource: Official Web site <strong>of</strong> Denver International Airport (bus<strong>in</strong>ess.flydenver.com)


Denver International Airport will tra<strong>in</strong> all unescorted Secured Area drivers and will test them onthe procedures and rules outl<strong>in</strong>ed <strong>in</strong> this Part and applicable FAA Regulations. Tra<strong>in</strong><strong>in</strong>g andtest<strong>in</strong>g will be provided <strong>in</strong> the English language only. Before be<strong>in</strong>g allowed to be issued anAirport ID badge with Driver Authorization, the employee must be able to successfully completeand pass the Airport’s tra<strong>in</strong><strong>in</strong>g and test<strong>in</strong>g requirements.In addition, the organization that employs and/or sponsors vehicle operators <strong>in</strong> the SecuredArea is responsible for provid<strong>in</strong>g, at a m<strong>in</strong>imum, the follow<strong>in</strong>g tra<strong>in</strong><strong>in</strong>g:(a) Demonstrate a thorough understand<strong>in</strong>g <strong>of</strong> all Denver Municipal Airport System Rulesand Regulations, Airport policies and procedures, and Airport guidance on driv<strong>in</strong>g <strong>in</strong> theSecured Area.(b) Complete a Driver Orientation with a company representative that accompanies thedriver <strong>in</strong> the <strong>area</strong>s where they are authorized to drive. The company will provide, uponrequest, certification to the Operations, Public Safety and Security Division that thedriver has received the orientation.(c) Complete familiarity and certification with a supervisor or designee perta<strong>in</strong><strong>in</strong>g to theequipment and <strong>area</strong>s <strong>in</strong> which they are allowed to operate.<strong>130</strong>.04 Driver Recertification<strong>130</strong>.04-1 Employees with Driver Authorization will be required to be recertified annuallydur<strong>in</strong>g their Airport ID badge renewal/revalidation.<strong>130</strong>.04-2 Employees must successfully pass all required Driver Authorization Tests andpresent a valid Driver’s License to complete Driver Authorization recertification.<strong>130</strong>.04-3 The organization that employs and/or sponsors vehicle operators <strong>in</strong> theSecured Area is responsible for ensur<strong>in</strong>g the vehicle operator must annually meet them<strong>in</strong>imum pr<strong>of</strong>iciency level as outl<strong>in</strong>ed <strong>in</strong> Part <strong>130</strong>.03.<strong>130</strong>.05 Drivers Operat<strong>in</strong>g <strong>in</strong> the Secured Area<strong>130</strong>.05-1 Drivers operat<strong>in</strong>g a vehicle <strong>in</strong> the Secured Area must have a valid driver’slicense <strong>in</strong> their possession and an Airport ID Badge with Driver AuthorizationEndorsement.(a) State law, C.R.S. 42-2-104, all Colorado residents are required toobta<strong>in</strong> a Colorado driver’s license with<strong>in</strong> 30 days <strong>of</strong> residency.<strong>130</strong>.05-2 Vehicle Operators are not required to obta<strong>in</strong> a Commercial Driver’s License(CDL) to operate dual-axle <strong>vehicles</strong> <strong>in</strong> the Secured Area provided the <strong>vehicles</strong> areunlicensed / unregistered, and as such cannot be driven over the road.<strong>130</strong>.05-3 Aircraft shall have the right-<strong>of</strong>-way over all <strong>vehicles</strong>.3Revised Effective January 1, 2013Denver Municipal Airport System Rules and RegulationsSource: Official Web site <strong>of</strong> Denver International Airport (bus<strong>in</strong>ess.flydenver.com)


<strong>130</strong>.05-4 Emergency response <strong>vehicles</strong> respond<strong>in</strong>g to an emergency shall have right-<strong>of</strong>wayover all <strong>vehicles</strong>.<strong>130</strong>.05-5 Vehicles may drive across or with<strong>in</strong> the ramp <strong>area</strong>s beyond the limits <strong>of</strong> theVehicle Service Road (VSR) when permission is granted <strong>in</strong> advance by an AviationOperations Manager (AOM) or designee. Emergency Response <strong>vehicles</strong> and City andCounty <strong>of</strong> Denver <strong>vehicles</strong> operated by Red or Red Stripe Badged City employees maydrive across or with<strong>in</strong> the ramp <strong>area</strong>s beyond the limits <strong>of</strong> VSRs.<strong>130</strong>.05-6 Each Secured Area Driver shall be pr<strong>of</strong>icient <strong>in</strong> the English language to theextent that the driver can:(a) Hear, read, and understand Denver International Airport’s DriverTra<strong>in</strong><strong>in</strong>g program without assistance; and be capable <strong>of</strong> pass<strong>in</strong>g therequired Driver Authorization Tests without assistance. For otherwisequalified <strong>in</strong>dividuals meet<strong>in</strong>g all other parts <strong>of</strong> this rule but requir<strong>in</strong>gassistance for the airfield driv<strong>in</strong>g video test to accommodate adisability, the sponsor<strong>in</strong>g company will notify the Airport prior to thedriver test<strong>in</strong>g and coord<strong>in</strong>ate these accommodations with airportrepresentatives.(b) Read, understand, and comply with the signs and/or other mark<strong>in</strong>gsposted <strong>in</strong> the Secured Area.(c) Hear, understand, and comply with spoken <strong>in</strong>structions and/orcorrections by Denver Police Department (DPD) <strong>of</strong>ficers, contractsecurity personnel, Airport Operations personnel or other <strong>in</strong>dividualscharged with ma<strong>in</strong>ta<strong>in</strong><strong>in</strong>g a safe operat<strong>in</strong>g environment <strong>in</strong> the SecuredArea.(d) Hear, understand, comply, and respond to spoken <strong>in</strong>structions over aradio if the job function requires driv<strong>in</strong>g <strong>in</strong> the Movement Area.<strong>130</strong>.05-7 The VSR cross<strong>in</strong>gs at SC taxiway, A taxiway (South Cargo), and the southshoulder <strong>of</strong> AA taxiway are limited to those operators with a “demonstrated need” asdeterm<strong>in</strong>ed by Airport Operations.<strong>130</strong>.05-8 The <strong>in</strong>terl<strong>in</strong>e baggage VSRs between A Concourse and B Concourse, and BConcourse and C Concourse may be used by City employees with Driver Authorizationdriv<strong>in</strong>g <strong>in</strong> a City Vehicle or by an airl<strong>in</strong>e vehicle transport<strong>in</strong>g <strong>in</strong>terl<strong>in</strong>e baggage.(a) Only City employees with a Driver Authorization endorsement driv<strong>in</strong>ga City vehicle may use the <strong>in</strong>terl<strong>in</strong>e baggage VSR between A Concourseand the Shoulder <strong>of</strong> AA taxiway.<strong>130</strong>.05-9 All <strong>vehicles</strong> operat<strong>in</strong>g <strong>in</strong> the Secured Area must be equipped with resistor-typespark plugs or any other devices which will elim<strong>in</strong>ate radio <strong>in</strong>terference from ignitionnoise.4Revised Effective January 1, 2013Denver Municipal Airport System Rules and RegulationsSource: Official Web site <strong>of</strong> Denver International Airport (bus<strong>in</strong>ess.flydenver.com)


<strong>130</strong>.05-10 All <strong>vehicles</strong> must operate with<strong>in</strong> the leasehold <strong>area</strong>, the non-<strong>movement</strong> VSRsor the <strong>in</strong>terl<strong>in</strong>e baggage VSRs. All other operations outside <strong>of</strong> the VSRs must beapproved <strong>in</strong> advance by the AOM or designee.<strong>130</strong>.05-11 New companies that receive Driver Authorization for the Secured Area mustfirst drive their assigned route(s) with an AOM or designee.<strong>130</strong>.05-12 Electric carts are prohibited from driv<strong>in</strong>g <strong>in</strong> the Secured Area, except <strong>in</strong> theservice tunnels, by tenants <strong>in</strong> their exclusive leasehold <strong>area</strong>s, or on the <strong>in</strong>ner concourseVSRs.<strong>130</strong>.05-13 Motorcycles shall not be operated <strong>in</strong> the Secured Area, except DPDmotorcycles that are authorized to drive from G5 to fuel or obta<strong>in</strong> repairs at the CityMa<strong>in</strong>tenance Facility.<strong>130</strong>.05-14 Bicycles shall not be operated <strong>in</strong> the Secured Area. Bicycles are allowed tooperate <strong>in</strong> leased aircraft hangar <strong>area</strong>s located with<strong>in</strong> the Secured Area as long as theTenant accepts full liability.<strong>130</strong>.05-15 All <strong>vehicles</strong> <strong>in</strong> the Secured Area must be properly <strong>in</strong>spected, ma<strong>in</strong>ta<strong>in</strong>ed andoperated <strong>in</strong> a manner that prevents obstruction or closure <strong>of</strong> any portion <strong>of</strong> the airfield.<strong>130</strong>.06 Vehicle Traffic <strong>in</strong> Service Tunnels and Baggage Areas<strong>130</strong>.06-1 All <strong>vehicles</strong> operat<strong>in</strong>g <strong>in</strong> the service tunnels, baggage makeup <strong>area</strong>s, or otherenclosed <strong>area</strong>s at the Airport must be electric (battery) powered or operated onCompressed Natural Gas (CNG). Receipt <strong>of</strong> an Airport Vehicle Permit for a CNGvehicle may be conditioned upon pass<strong>in</strong>g an annual emissions test conducted by theCity or its authorized agents. The City shall publish permitted levels <strong>of</strong> emission andmonitor compliance for <strong>vehicles</strong> operat<strong>in</strong>g with<strong>in</strong> the enclosed <strong>area</strong>. Vehicles equippedwith duel fuel systems (e.g. gasol<strong>in</strong>e/electric hybrids, gasol<strong>in</strong>e/CNG) are not permittedaccess to the service tunnels.<strong>130</strong>.06-2 Emergency response <strong>vehicles</strong> are authorized to drive <strong>in</strong> the service tunnelswithout operat<strong>in</strong>g on electric (battery) power or CNG <strong>in</strong> the course <strong>of</strong> <strong>of</strong>ficial bus<strong>in</strong>ess.Unless necessary for emergency response capabilities, eng<strong>in</strong>es <strong>of</strong> emergency response<strong>vehicles</strong> shall be shut down when parked.<strong>130</strong>.06-4 Emergency <strong>vehicles</strong> await<strong>in</strong>g emergency response are authorized to park <strong>in</strong>the tunnel <strong>area</strong>s while the eng<strong>in</strong>e is <strong>of</strong>f and not <strong>in</strong> idle mode.<strong>130</strong>.06-5 The maximum height for <strong>vehicles</strong> operat<strong>in</strong>g <strong>in</strong> the service tunnels at the Airportis eight (8) feet unless otherwise posted.<strong>130</strong>.06-6 Vehicles equipped with snowplows are prohibited <strong>in</strong> the service tunnel system.<strong>130</strong>.06-7 Bicycles are not allowed <strong>in</strong> the service tunnel system except when operated bylaw enforcement <strong>of</strong>ficers <strong>in</strong> the performance <strong>of</strong> their patrol responsibilities.5Revised Effective January 1, 2013Denver Municipal Airport System Rules and RegulationsSource: Official Web site <strong>of</strong> Denver International Airport (bus<strong>in</strong>ess.flydenver.com)


<strong>130</strong>.07 Limited Access Route<strong>130</strong>.07-1 Limited Access Routes (LAR) are designated routes <strong>in</strong> the Secured Area thatallow <strong>vehicles</strong> to operate on roadways to cross <strong>movement</strong> <strong>area</strong> taxiways on VSRs.Individuals are authorized to operate a vehicle on a LAR if they have: an approvedAirport ID Badge, Driver Authorization endorsement, LAR endorsement, and a“demonstrated need” as determ<strong>in</strong>ed by the Assistant Deputy Manager <strong>of</strong>Aviation/Operations or designee.<strong>130</strong>.07-2 LARs <strong>in</strong>clude VSRs allow<strong>in</strong>g access to the follow<strong>in</strong>g <strong>area</strong>s:a) EA taxiway, EC taxiway and ED taxiway on Allium Streetb) EC taxiway, P7 taxiway, and ED taxiway on Electra Streetc) L taxiway and M taxiway at 98 th Avenue (provided the vehicle can crossboth taxiways without stopp<strong>in</strong>g)d) G taxiway and B4 taxiway at 84 th Avenuee) WC taxiway, WD taxiway, and WE taxiway on Kewaunee Street<strong>130</strong>.08 Movement Area Driv<strong>in</strong>g and Vehicle Requirements<strong>130</strong>.08-1 To operate a vehicle on or across a runway the vehicle must be equipped withlights <strong>in</strong> accordance with FAA Airport Circular 150/5210-5 A/C, a two-way ground controlradio and the vehicle operator must be authorized by both the AOM or designee and theFAA Control Tower. The AOM or designee will <strong>in</strong>itially coord<strong>in</strong>ate with the FAA ControlTower for authorization to drive on or across the runway. Failure to coord<strong>in</strong>ate with theFAA Control Tower and AOM or designee may cause the immediate revocation <strong>of</strong> thevehicle operator’s Driver Authorization and/or Airport ID badge.<strong>130</strong>.08-2 To operate a vehicle on or across a Movement Area taxiway the vehicle mustbe equipped with lights <strong>in</strong> accordance with Airport Circular 150/5210-5 A/C, two-wayground control radio and the vehicle operator must be authorized by the AOM ordesignee. Failure to coord<strong>in</strong>ate with the FAA Control Tower and AOM or designee maycause the immediate revocation <strong>of</strong> the vehicle operator’s Driver Authorization and/orAirport ID badge. The only exceptions are as follows:(a) Cross<strong>in</strong>g Z taxiway on the Oakhill Street VSR, Z taxiway on theVandriver Street VSR(b) For those <strong>in</strong>dividuals with a Limited Access Route (LAR) Endorsementcross<strong>in</strong>g at designated LAR cross<strong>in</strong>gs<strong>130</strong>.08-3 An aircraft taxi<strong>in</strong>g to or from a run-up <strong>area</strong> may escort one (1) aircraftma<strong>in</strong>tenance vehicle to or from that run-up <strong>area</strong>. The aircraft and the ma<strong>in</strong>tenancevehicle must ma<strong>in</strong>ta<strong>in</strong> two-way radio communications at all times. immediately notify the aircraft operator if the vehicle cannot ma<strong>in</strong>ta<strong>in</strong> its position. Theaircraft must taxi at a speed that is reasonable and prudent for the escorted vehiclegiven the exist<strong>in</strong>g conditions. The aircraft must obta<strong>in</strong> clearance from the Ramp ControlTower and FAA Control Tower prior to beg<strong>in</strong>n<strong>in</strong>g an escort <strong>of</strong> this type.<strong>130</strong>.09 Unescorted Vehicles <strong>in</strong> the Secured Area<strong>130</strong>.09-1 Vehicles operat<strong>in</strong>g unescorted <strong>in</strong> the Secured Area must meet the follow<strong>in</strong>grequirements:(a) The vehicle must have a current Airport Vehicle Permit.(b) The vehicle must have a company logo with a m<strong>in</strong>imum <strong>of</strong> 4” letter<strong>in</strong>g on each sideor display a 2’ x 3’ orange and white checkered flag on the rear <strong>of</strong> the vehicle at a height<strong>of</strong> twelve (12) <strong>in</strong>ches or greater above the highest po<strong>in</strong>t <strong>of</strong> the vehicle.<strong>130</strong>.10 Escorted Vehicles <strong>in</strong> the Secured Area<strong>130</strong>.10-1 Vehicles not meet<strong>in</strong>g the requirements <strong>of</strong> <strong>130</strong>.09 may be escorted by a vehiclethat does meet the requirements and must obta<strong>in</strong> a Daily Vehicle Permit before be<strong>in</strong>gescorted <strong>in</strong>to the Secured Area.<strong>130</strong>.10-2 Vehicle operators escort<strong>in</strong>g other <strong>vehicles</strong> <strong>in</strong> the Secured Area must haveescort<strong>in</strong>g privileges and a Driver Authorization endorsement.<strong>130</strong>.10-3 Vehicle operators provid<strong>in</strong>g the escort must ensure that the escorted vehicle(s)and escorted <strong>in</strong>dividual(s) rema<strong>in</strong> <strong>in</strong> view and under control at all times and the operatormust be <strong>in</strong> compliance with escort protocols as def<strong>in</strong>ed <strong>in</strong> Part 20 <strong>of</strong> the DenverMunicipal Airport System Rules and Regulations.<strong>130</strong>.10-4 Vehicle operators provid<strong>in</strong>g an escort must be <strong>in</strong> a separate vehicle meet<strong>in</strong>gthe requirements listed <strong>in</strong> <strong>130</strong>.09.<strong>130</strong>.10-5 The escorted <strong>movement</strong> <strong>of</strong> an exceptionally large, tall, or slow vehicle (e.g.,large crane, vehicle carry<strong>in</strong>g an oversized load, etc.) must be coord<strong>in</strong>ated with the AOMor designee prior to start<strong>in</strong>g the escort.<strong>130</strong>.11 Surface Movement Guidance Control System Conditions<strong>130</strong>.11-1 When the FAA Control Tower declares that the airfield is <strong>in</strong> Surface MovementGuidance Control System (SMGCS) conditions the follow<strong>in</strong>g cross<strong>in</strong>gs are suspended:(a) 98 th Ave at L taxiway and M taxiway,(b) ED taxiway and P7 taxiway at Electra,(c) B4 taxiway and G taxiway at 84 th Ave,(d) Z taxiway at Oakhill Street.7Revised Effective January 1, 2013Denver Municipal Airport System Rules and RegulationsSource: Official Web site <strong>of</strong> Denver International Airport (bus<strong>in</strong>ess.flydenver.com)


(e) ED taxiway at Allium Street.<strong>130</strong>.11-2 When the visibility drops below 600 feet Runway Visual Range (RVR) only<strong>vehicles</strong> with a VHF radio and clearance from the Ramp Control Tower can cross SCtaxiway and A taxiway, and all other ramp <strong>area</strong> taxiways to <strong>in</strong>clude <strong>in</strong>terl<strong>in</strong>e baggageVSRs.<strong>130</strong>.12 Vehicle Speed Limits <strong>in</strong> the Secured Area<strong>130</strong>.12-1 A driver may not operate a vehicle anywhere with<strong>in</strong> the Secured Area at aspeed greater than is reasonable and prudent under the exist<strong>in</strong>g conditions asdeterm<strong>in</strong>ed by Denver Police Department (DPD), the AOM or designee.<strong>130</strong>.12-2 Vehicles shall not exceed the posted speed limits. Emergency responsevehicle(s) respond<strong>in</strong>g to an emergency are exempt from this rule. Where speed limitsare not posted and where no special hazard exists, the follow<strong>in</strong>g speed limits shall apply:<strong>130</strong>.13 Enforcement <strong>of</strong> Driv<strong>in</strong>g(a) 10 MPH, Inner Concourse VSRs located on the north side <strong>of</strong> A-Concourse and on the south and north sides <strong>of</strong> B-Concourse;(b) 15 MPH <strong>in</strong> the service tunnels;(c) 20 MPH around hangars, build<strong>in</strong>gs, and outer concourse VSRs;(d) 25 MPH east and west VSRs around the ma<strong>in</strong> ramp and gravelperimeter roads outside the ramp <strong>area</strong>.(e) 35 MPH on paved perimeter roads or as posted.(f) 30 MPH on the south shoulder <strong>of</strong> AA taxiway(g) 35 MPH on designated LARs<strong>130</strong>.13-1 Denver Police Department (DPD) personnel assigned to the Airport have theauthority to write traffic citations <strong>in</strong> the Secured Area for any <strong>of</strong>fense for which a citationcan be written on City and County <strong>of</strong> Denver streets.<strong>130</strong>.13-2 DPD, Airport Operations personnel and <strong>DIA</strong>’s contract security guardpersonnel have the authority to write Violation Notices on any violation <strong>of</strong> these DenverMunicipal Airport System Rules and Regulations as set forth <strong>in</strong> Part 20. Vehicles may not park <strong>in</strong> the follow<strong>in</strong>g designated <strong>area</strong>s, and may be issued a Violation Noticeor traffic citation. Emergency response vehicle(s) respond<strong>in</strong>g to an emergency are exempt fromthis rule.<strong>130</strong>.14-1 In an aircraft gate <strong>area</strong> so as to block aircraft access to that gate.<strong>130</strong>.14-2 In any location so as to block aircraft access to any taxiway or ramp <strong>area</strong>.<strong>130</strong>.14-3 With<strong>in</strong> ten (10) feet <strong>of</strong> concourse, term<strong>in</strong>al or service tunnel emergency exitdoors.<strong>130</strong>.14-4 In any <strong>area</strong> specifically marked “No Park<strong>in</strong>g” or an <strong>area</strong> <strong>of</strong> pa<strong>in</strong>ted hash markson pavement.<strong>130</strong>.14-5 In a manner or location so as to block or restrict access to a tenant’s leaseholdor designated work <strong>area</strong>.<strong>130</strong>.14-6 In any manner as to block <strong>in</strong> an emergency response vehicle restrict<strong>in</strong>g itsability to respond as required.<strong>130</strong>.14-7 Park<strong>in</strong>g is prohibited with<strong>in</strong> three (3) feet on either side (Secured Area side andPublic side) <strong>of</strong> the perimeter fence. No portion <strong>of</strong> a vehicle (e.g. bumper) can be with<strong>in</strong>this designated “clear zone.”<strong>130</strong>.14-8 Park<strong>in</strong>g is prohibited <strong>in</strong> traffic lanes, fire lanes, specifically marked <strong>area</strong>s, andwith<strong>in</strong> ten (10) feet <strong>of</strong> emergency exit doors or fire hydrants.<strong>130</strong>.15 Maximum Length <strong>of</strong> Baggage Tra<strong>in</strong>s<strong>130</strong>.15-1 Baggage tra<strong>in</strong>s operat<strong>in</strong>g on the ramp and vehicle service roads will notexceed a maximum <strong>of</strong> five (5) carts/dollies beh<strong>in</strong>d the tow vehicle.<strong>130</strong>.15-2 Baggage tra<strong>in</strong>s operat<strong>in</strong>g <strong>in</strong> the service tunnels and under the concourses orterm<strong>in</strong>al build<strong>in</strong>g will not exceed a maximum <strong>of</strong> four (4) carts/dollies beh<strong>in</strong>d the towvehicle.<strong>130</strong>.16 Vehicle Coord<strong>in</strong>ation Requests <strong>in</strong> the Secured AreaThe vehicle operator must coord<strong>in</strong>ate with the AOM or designee before enter<strong>in</strong>g the Movementor Non-<strong>movement</strong> Areas to complete work. Failure to coord<strong>in</strong>ate with the AOM or designee maycause the immediate revocation <strong>of</strong> the vehicle operator’s Driver Authorization and/or Airport IDbadge.<strong>130</strong>.17 Vehicle Weight Restrictions for Concourse Ramp Level FloorsThe Concourse A and C ramp level floor <strong>area</strong>s are <strong>restricted</strong> to repetitive wheel loads <strong>of</strong> 6,000lbs. per wheel, with the exception <strong>of</strong> the VSR drives through the subcore <strong>area</strong>s which canaccommodate aircraft pushback tugs with a maximum <strong>of</strong> 55,000 lbs. on 40,000 lbs. per wheel.Concourse B ramp level floors are <strong>restricted</strong> to tugs with a maximum weight <strong>of</strong> 100,000 lbs. on29,000 lbs. per wheel.9Revised Effective January 1, 2013Denver Municipal Airport System Rules and RegulationsSource: Official Web site <strong>of</strong> Denver International Airport (bus<strong>in</strong>ess.flydenver.com)
