APPENDIX A: <strong>Community</strong> Consultation<strong>and</strong> Stakeholder Engagement in theDevelopment <strong>of</strong> the British Columbia<strong>Policing</strong> <strong>and</strong> <strong>Community</strong> <strong>Safety</strong> <strong>Plan</strong>Engagement activitiesA unique feature <strong>of</strong> the development <strong>of</strong> the British Columbia <strong>Policing</strong> <strong>and</strong> <strong>Community</strong> <strong>Safety</strong> <strong>Plan</strong> is the level <strong>of</strong>community consultation <strong>and</strong> stakeholder engagement in the development process. Four specific engagementactivities were undertaken:•¡Regional community <strong>and</strong> stakeholder roundtablesA series <strong>of</strong> regional stakeholder roundtables were held in nine locations around the province between April2012 <strong>and</strong> June 2012. Participants included local government, First Nations representatives, community leaders,social service organizations <strong>and</strong> local police. Through facilitated discussions <strong>and</strong> small group break-out sessions,participants identified public safety issues, defined priorities <strong>and</strong> suggested potential solutions for shaping thefuture <strong>of</strong> policing <strong>and</strong> crime prevention in British Columbia.•¡Focus group meetingsTen focus group meetings were held in September <strong>and</strong> October 2012 to discuss key issues that emerged fromthe roundtable sessions, <strong>and</strong> to develop strategies to address these issues. These focus groups included: gangs<strong>and</strong> guns, police funding, multi-agency collaboration <strong>and</strong> coordination <strong>of</strong> services, crime prevention, mentalhealth, continuum <strong>of</strong> law enforcement, performance management <strong>of</strong> policing, <strong>and</strong> community engagement.Meetings were also held with First Nations with Tripartite Agreements <strong>and</strong> the RCMP Local GovernmentContract Management Committee.•¡Interactive websiteAn interactive website for public consultation <strong>and</strong> feedback was created. The blog was launched in May 2012to report on the progress <strong>of</strong> the <strong>Plan</strong> <strong>and</strong> provide opportunities for public input. Summaries <strong>of</strong> the stakeholderroundtables were posted following each event, <strong>and</strong> questions inspired by the dialogue at the roundtableswere posted so that others could join the conversation. A draft version <strong>of</strong> the <strong>Plan</strong> was posted in February 2013for public <strong>and</strong> stakeholder feedback. The blog is closed.¡ • Telephone surveyA telephone survey covering topics such as satisfaction with policing, perceptions <strong>of</strong> safety <strong>and</strong> personalexperience with crime was conducted in June <strong>and</strong> July 2012. The survey was based on existing st<strong>and</strong>ardizedsurvey instruments used in Canada <strong>and</strong> internationally. An external market research firm was contracted. Atotal <strong>of</strong> 2,400 surveys were completed, <strong>and</strong> weighted to represent population distributions for region, age <strong>and</strong>gender in British Columbia.APPENDIX A 49
