•¡Reform initiatives underway or recently completedThese include the renewed 2012 policing Agreements that provide enhanced accountability <strong>of</strong> the RCMP to theprovincial government; collaboration with the policing community to promote integration <strong>and</strong> consolidation<strong>of</strong> services; renewal <strong>and</strong> the expansion <strong>of</strong> the functionality <strong>of</strong> the shared police records management systemknown as PRIME-<strong>BC</strong>; the setting <strong>of</strong> binding provincial policing st<strong>and</strong>ards for all B.C. police agencies; significantenhancements to training related to dealing with domestic violence cases; <strong>and</strong> st<strong>and</strong>ardization <strong>and</strong> restructuring<strong>of</strong> police training to enhance efficiency, effectiveness <strong>and</strong> accountability.•¡Current drivers <strong>of</strong> reformThe <strong>Plan</strong> meets the Premier’s commitment to develop a long-term, strategic plan for policing, per the FamiliesFirst Agenda for Change. Other drivers <strong>of</strong> reform include the Province <strong>of</strong> British Columbia’s overall justice reforminitiative, the recommendations <strong>of</strong> the Missing Women Commission <strong>of</strong> Inquiry <strong>and</strong> concern at all levels <strong>of</strong>government about the rising cost <strong>and</strong> sustainability <strong>of</strong> policing.•¡Engagement activitiesA unique feature <strong>of</strong> the <strong>Plan</strong> is the community consultation <strong>and</strong> stakeholder engagement involved in itsdevelopment. The <strong>Plan</strong> details the five engagement activities undertaken.PART II – British Columbia <strong>Policing</strong> <strong>and</strong> <strong>Community</strong> <strong>Safety</strong> <strong>Plan</strong>The <strong>Plan</strong> will guide the evolution <strong>of</strong> a modern policing <strong>and</strong> law enforcement framework for B.C. over the nextdecade. The <strong>Plan</strong> includes a vision <strong>and</strong> values for policing, <strong>and</strong> is organized around five themes <strong>and</strong>, withinthem, 16 action items.•¡Vision<strong>Policing</strong> in British Columbia will be globally connected <strong>and</strong> community focused. Innovative, effectivelygoverned <strong>and</strong> efficiently managed, it will operate seamlessly <strong>and</strong> collaboratively across a spectrum <strong>of</strong> lawenforcement <strong>and</strong> security responses to public safety. <strong>Policing</strong> will be accountable, performance-based <strong>and</strong>evidence-led, <strong>and</strong> will work in an integrated manner with justice, social sector <strong>and</strong> community partners.¡ • ValuesThe provincial government is committed to integrity, fiscal responsibility, accountability, respect <strong>and</strong> choice.More specifically, eight values underlying the development <strong>of</strong> the <strong>Plan</strong> are included. They relate to theindependence <strong>and</strong> accountability <strong>of</strong> police, funding responsibilities, bias-free policing, relationships betweenpolice <strong>and</strong> First Nations, service delivery <strong>and</strong> governance, the importance <strong>of</strong> local input <strong>and</strong> support toany police reform initiatives, <strong>and</strong> the importance <strong>of</strong> ensuring reform initiatives are research- <strong>and</strong> performance-based<strong>and</strong> have measurable outcomes.4BRITISH COLUMBIA POLICING AND COMMUNITY SAFETY PLAN
