FOCUS ONINVOLVEMENTYOU SAIDWE DIDSCRUTINY PANEL UPDATEThe tenant members of theScrutiny Panel spent a daytogether working on their plansfor 2012/13, based on their newterms of reference. This is nowbeing progressed into an actionplan which looks at working withBoard, Senior Managers andSounding Board leaders.Areas covered are:The Scrutiny Panel monitorsFestival’s key performanceindicators regularly and anydownward trend of performancewill trigger the panel into furtherscrutiny of that area. Furthersubjects for scrutiny areanticipated during the year andthe aim is to involve existingtenant groups to help in theseactivities.The Scrutiny Panel project reporton voids (empty properties, thetime before re-letting and costimplications), has beenpresented to the Scrutiny Panelmembers, the Chief ExecutiveGuy Weston and Clare Huyton,Director of Housing andCommunities. As a result it wasdecided that Tony Thomson, theauthor of the report, wouldcontinue his input into theorganisation’s own ongoingLEAN review on voids and would■ establishing an effectiveworking relationshipbetween the Panel andthe Board■ monitoring thecomplaints process■ monitoring customersatisfaction levels withservices■ ensuring that resident’spriorities are being met.continue to monitor and reportback to the Panel on anymatters indicating where furtherscrutiny may be required. Tony‘sproject group also producedsome work on resident voidinspectors, with recommendations,and these will be presented tothe Board in July. The Report onresident satisfaction is currentlybeing written, whilst the projecton choice-based lettings has hadto be put on hold due tounforeseen circumstances.One area that needs furtherwork is that of direct feedbackfrom tenants to the ScrutinyPanel, possibly through theFestival website and using keyissues to get feedback usingsocial networking. The Tenants’Day is also a valuable feed-backsource.The Scrutiny Panel is currentlyundertaking a recruitment drivefor three new tenant members.There are also plans to recruittwo Councillors from MalvernDistrict Council and WychavonDistrict Council, in line with newgovernment policy of housingassociations developing closerlinks with local government.These Councillors will undergothe same selection process astenant applicants.So, another active year wherewe shall continueour programmeto developeffectivemonitoringandscrutiny ofFestivalHousing’sdelivery ofservices to itstenants andleaseholders.Beryl Quennell,Chair of Scrutiny Panel32 Festival Flyer Summer 2012
