The Board welcomed three new Vice Directors who were elected last Fall to termsbeginning in January 2000: (l-r) Pacific Division Vice Director Bob Vallio, W6RGG;Dakota Division Vice Director Twila Greenheck, N0JPH; and Great Lakes Vice DirectorGary Johnston, KI4LA.Enjoying a quiet moment are DeltaDivision Vice Director Henry Leggette,WD4Q (l) and Hugh Turnbull, W3ABC.Hugh was elected Honorary Vice Presidentat the meeting, in recognition of his manyyears of service to ARRL. The meetingwas held in Henry’s home town ofMemphis, and several area radio clubsgraciously hosted a reception for Boardmembers at the close of the meeting.Commander (including service in WWII).Hugh also worked for the FCC, Voice ofAmerica, and NASA. A man of great wisdomand fairness, Hugh is truly an icon ofthe Amateur Service and will no doubt activelyfollow the League’s activities as heenters his 68 th year of hamming.One of the traditions of ARRL Boardmeetings is the physical layout of the meetingroom—a “hollow square.” The seatingarrangement in the meetings has the Directorssitting in 15 chairs arranged aroundthree sides of the “inner square,” with theofficers seated along the fourth. Each ViceDirector sits directly behind his/her Directorin what is basically an “outer horseshoe.”After the Presidential and Vice Presidentialelections, the Vice Directors fromthe Divisions that “lost” their Directors getto move forward to the inner square! In2000, new Directors via this route are CoyDay, N5OK, who will replace PresidentHaynie at the table from the West Gulf Division;Dennis Bodson, W4PWF, who takesover for Vice President Kanode; and BernieFuller, N3EFN, who takes the Director’smike from Vice President Craigie. Threeother new Directors at the meeting, JimMaxwell, W6CF, from the Pacific Division,Jay Bellows, K0QB, from the Dakota Division,and George Race, WB8BGY, fromthe Great Lakes Division, are old hands atARRL Board meetings, each having justserved as Vice Directors (and George asPast Director) before being elected Directorin the Fall 1999 elections. A specialevent at the 2000 annual meeting was theelection of Tod Olson, K0TO, to the positionof Director Emeritus after serving theLeague for 20 years in many capacities—most recently as the Director of the DakotaDivision (see Minute 62).Attending the meeting for their firsttimes as a result of the Fall 1999 elections64 March 2000were Director Wade Walstrom, W0EJ fromthe Midwest Division; Vice Director TwilaGreenheck, N0JPH, from the Dakota Division;Vice Director Bob Vallio, W6RGG,from the Pacific Division; and GaryJohnston, KI4LA, from the Great LakesDivision.In all, seven of the 15 ARRL Directorsat the conclusion of the Memphis meetinghad not been Directors at the end of 1999.The ARRL Certification ProgramOne of the key initiatives envisioned inExecutive Vice President Sumner’s reportto the July 1999 meeting of the Board wasa voluntary certification program to encourageamateurs to develop their skills beyondthe minimum required to pass FCC examinations.After the FCC restructuring decisionhit the streets, the ARRL Board realizedthat there was an immediate need toput the program into place.At Minute 65 the Board voted unanimouslyto establish the ARRL CertificationProgram. Member participation in definingthe program will be emphasized; the standardsfor certification will be set by theamateur community. Startup funding willcome from the Exceptional Merit Stipendestablished by a generous bequest fromEthel M. Smith, K4LMB, and the programis dedicated to her memory. The Board authorizedthe hiring of a full-time managerto coordinate the program, which shouldbecome self-supporting over time.ARRL World Wide Web Site InitiativeDeparting First Vice President SteveMendelsohn, W2ML, stressed it often atthis meeting and at previous gatherings:“The League’s Web site is ARRL’s face tothe entire world. The possible audience isover 100 million people.” He also added,“Many others have reached the same conclusionand now realize that our site is apowerful tool. It’s time to bring that tool tobear on many of the League’s processes.”The Board heeded this advice and authorizedfunding to add staff to improve theLeague’s Web site with the goal of makingit the focal point for radio on the Web.New CommitteesThe 2000 Annual Meeting debuted theARRL Historical Committee. Chaired byTom Frenaye, K1KI, the committee willwork to develop a plan for storage of historicalartifacts and archival material relatedto Amateur Radio, and to explore means forfuture public access (see Minute 71).AwardsEd Petzolt, K1LNC, won the InternationalHumanitarian Award for 1999, forproviding communications throughout ahostage situation in Guatemala. Handlingphone patches and maintaining a link betweena missionary station in Guatemala,and U.S. authorities in the U.S. and Guatemala,Mr. Petzolt was deemed directly responsiblefor saving the lives of those fourhostages (see Minute 32).Jeff Holland, staff writer for the Monroe,NC, Enquirer Journal, received the1999 Bill Leonard, W2SKE, ProfessionalMedia Award for his story “Ham RadioEnthusiasts Believe Hobby Will Continueto Cast its Magic Spell” (see Minute 66).Don’t Stop Here…Many items are discussed, motioned,passed, resolved, and explained at theARRL Board meetings. He noted thatthe RAC’s upcoming Board meeting in Cornwall,ON, will include invitations to ARRL and IARUofficers.6. Mr. Metzger conveyed the greetings of theARRL Foundation, and reported that the Foundationenjoyed an excellent year while surpassingthe $2 million mark in assets, and noted the kickoffof new scholarship programs.7. At this point President Stafford introducedseveral new members of the Assembly, andnew Directors and Vice Directors from the justconcluded election including Mr. Bellows andMs. Greenheck from the Dakota Division, Mr.Race and Mr. Johnston from the Great Lakes Division,Mr. Walstrom from the Midwest Division,and Mr. Maxwell and Mr. Vallio from the PacificDivision.8. Following the introductions, the Chair appointedMr. Wilson, Ms. White, and Mr. Patton asTellers. The Chair opened nominations for theoffice of President. Mr. Heyn nominated Mr.Haynie. Mr. Race nominated Mr. Mendelsohn. Onmotion of Mr. Frenaye, seconded by Mr. Kanode,it was VOTED to close nominations. The Tellersfound 9 votes for Mr. Haynie and 6 votes for Mr.Mendelsohn, whereupon the Chair declared Mr.Haynie elected as President. (Applause).9. The Chair opened nominations for the officeof First Vice President. Mr. Haynie nominated Mr.Harrison. On motion of Mr. Fallon, seconded byMr. Kanode, it was VOTED to close nominations.The Chair declared Mr. Harrison elected as FirstVice President. (Applause).10. Thereupon, Mr. Haynie nominatedMr. Stafford. On motion of Mr. Race, secondedby Mr. Kanode, it was VOTED to closenominations. Mr. Stafford was declared elected asInternational Affairs Vice President. (Applause).Mr. Stafford returned to the Chair.13. The Chair opened nominations for theoffice of Treasurer. Mr. Metzger nominated Mr.McCobb. On motion of Mr. Haynie, seconded byMr. Butler, it was VOTED to close nominations,whereupon the Chair declared Mr. McCobb electedas Treasurer. (Applause).14. The Chair opened nominations for the officeof Secretary. Mrs. Craigie nominated Mr.Sumner. Turnbull, W3ABC, hasserved the American Radio Relay League, Inc., fortwenty years as Vice Director (1980-82), Director(1982-1996), and Vice President (1996-2000); andWHEREAS, he has served the League diligentlyin his home Division, as a member of manyBoard committees including the Executive Committee,and as a member of the ARRL delegation totwo IARU Region 2 conferences; andWHEREAS, his leadership and devotion toduty have earned both the respect of the Board andthe admiration of the membership; andWHEREAS, since becoming a Radio Amateurin 1932, he has endeavored always to live by theAmateur’s Code;NOW, THEREFORE, BE IT RESOLVED thatin recognition of his outstanding contributions tothe League and Amateur Radio, the Board of Directorsof the ARRL hereby elects Hugh A.Turnbull, W3ABC, to the position of HonoraryVice President, this 21 st day of January, 2000.Mr. Turnbull was given a standing ovation.The Board was in recess from 9:24 AM until9:50 AM.18.
