On motion of Mr. Haynie, seconded by Mr.Heyn, the Minutes of the 1999 Second Meetingwere ADOPTED.5. Mr. Oelke conveyed the greetings of theRadio Amateurs of Canada, Inc., and thanked theBoard for its continuing support. He noted thatthe RAC’s upcoming Board meeting in Cornwall,ON, will include invitations to ARRL and IARUofficers.6. Mr. Metzger conveyed the greetings of theARRL Foundation, and reported that the Foundationenjoyed an excellent year while surpassingthe $2 million mark in assets, and noted the kickoffof new scholarship programs.7. At this point President Stafford introducedseveral new members of the Assembly, andnew Directors and Vice Directors from the justconcluded election including Mr. Bellows andMs. Greenheck from the Dakota Division, Mr.Race and Mr. Johnston from the Great Lakes Division,Mr. Walstrom from the Midwest Division,and Mr. Maxwell and Mr. Vallio from the PacificDivision.8. Following the introductions, the Chair appointedMr. Wilson, Ms. White, and Mr. Patton asTellers. The Chair opened nominations for theoffice of President. Mr. Heyn nominated Mr.Haynie. Mr. Race nominated Mr. Mendelsohn. Onmotion of Mr. Frenaye, seconded by Mr. Kanode,it was VOTED to close nominations. The Tellersfound 9 votes for Mr. Haynie and 6 votes for Mr.Mendelsohn, whereupon the Chair declared Mr.Haynie elected as President. (Applause).9. The Chair opened nominations for the officeof First Vice President. Mr. Haynie nominated Mr.Harrison. On motion of Mr. Fallon, seconded byMr. Kanode, it was VOTED to close nominations.The Chair declared Mr. Harrison elected as FirstVice President. (Applause).10. The Chair opened nominations for the officeof an additional Vice President. Mr. Kanodenominated Mrs. Craigie. Mr. Frenaye nominatedMr. Fallon. Mr. Stinson nominated Mr. Quiat.Upon motion of Mr. Butler, seconded by Mr.Kanode, it was VOTED to close nominations. TheTellers found 8 votes for Mrs. Craigie, 4 votes forMr. Fallon, and 3 votes for Mr. Quiat, whereuponthe Chair declared Mrs. Craigie elected as an additionalVice President. (Applause).11. The Chair opened nominations for the officeof an additional Vice President. Mrs. Craigienominated Mr. Kanode. Mr. Stinson nominatedMr. Quiat. Mr. Frenaye nominated Mr. Fallon. Onmotion of Mr. Butler, seconded by Mr. Race, itwas VOTED to close nominations. The Tellersfound 9 votes for Mr. Kanode, 3 votes for Mr.Quiat, and 3 votes for Mr. Fallon, whereupon theChair declared Mr. Kanode elected as an additionalVice President. (Applause).12. Mr. Mendelsohn took the Chair and openednominations for the office of International AffairsVice President. Mr. Butler nominated Mr. Price.Mr. Price declined the nomination citing hispresent post as President of IARU and his voluntarycommitment to the IARU AdministrativeCouncil that he would not serve as an officer ofeither a Member Society or Regional organizationat the same time. Thereupon, Mr. Haynie nominatedMr. Stafford. On motion of Mr. Race, secondedby Mr. Kanode, it was VOTED to closenominations. Mr. Stafford was declared elected asInternational Affairs Vice President. (Applause).Mr. Stafford returned to the Chair.13. The Chair opened nominations for theoffice of Treasurer. Mr. Metzger nominated Mr.McCobb. On motion of Mr. Haynie, seconded byMr. Butler, it was VOTED to close nominations,whereupon the Chair declared Mr. McCobb electedas Treasurer. (Applause).14. The Chair opened nominations for the officeof Secretary. Mrs. Craigie nominated Mr.Sumner. On motion of Mr. Heyn, seconded by Mr.Race, it was VOTED to close nominations, whereuponthe Chair declared Mr. Sumner elected asSecretary. (Applause).15. The Chair opened nominations for the officeof Executive Vice President. Mr. Kanode nominatedMr. Sumner. On motion of Mr. Butler, seconded byMr. Walstrom, it was VOTED to close nominations,whereupon the Chair declared Mr. Sumner electedas Executive Vice President. (Applause).16. The Chair opened nominations for the officeof Chief Financial Officer. Mr. Haynie nominatedMr. Shelley. On motion of Mr. Metzger, secondedby Mr. Frenaye, it was VOTED to close nominations,whereupon the Chair declared Mr. Shelleyelected as Chief Financial Officer. (Applause).17. The Chair opened nominations for HonoraryVice President. On motion of Mrs. Craigie,seconded by Mr. Kanode, it was unanimouslyVOTED that the following resolution is adopted.WHEREAS, Hugh A. Turnbull, W3ABC, hasserved the American Radio Relay League, Inc., fortwenty years as Vice Director (1980-82), Director(1982-1996), and Vice President (1996-<strong>2000</strong>); andWHEREAS, he has served the League diligentlyin his home Division, as a member of manyBoard committees including the Executive Committee,and as a member of the ARRL delegation totwo IARU Region 2 conferences; andWHEREAS, his leadership and devotion toduty have earned both the respect of the Board andthe admiration of the membership; andWHEREAS, since becoming a Radio Amateurin 1932, he has endeavored always to live by theAmateur’s Code;NOW, THEREFORE, BE IT RESOLVED thatin recognition of his outstanding contributions tothe League and Amateur Radio, the Board of Directorsof the ARRL hereby elects Hugh A.Turnbull, W3ABC, to the position of HonoraryVice President, this 21 st day of January, <strong>2000</strong>.Mr. Turnbull was given a standing ovation.The Board was in recess from 9:24 AM until9:50 AM.18. The Chair opened nominations for Directormembers of the Executive Committee for one-yearterms. Mr. Roderick nominated Mr. Fallon. Mrs.<strong>March</strong> <strong>2000</strong> 65
