Thesecond step called for the 5th HORAD Division to ilephased out and the 25th NORAD Division to assume operationalcontrol of the ReAP air defense forces.The first step was taken on 2 March ISti9.the meantime, HORAD requested formal approYialof the over-all plan from the JCS and COSC. Includeuwas a requirement for joint mannin~. At this time andin amendments in May and July, the RCAF positions requiredon the staff of the 25th, which included tho, DeputyCommander position, were SUbmitted. The JCS withheldapproval pending consideration of the over-allregional plan. On 17 August 1959~ NORAD was advised bythe Executive Agent for the cose that the Canadian Cab, inet Defence Committee had approved in principle theCanadian participation in the Region and Sector headquarterslocated in the U. S. (see i>elow for additionaldetails). It was further stated that Canada was endeavoringto man the 2~th Division in accordance withHORAD submiss.lons in May and July.MANNING OF NORTHERN HORAD REGIONAND CANADIAN/U. S.
