g) When a corrective action plan to rectify the deficiencies or seriousdeficiencies has been accepted by the Inspector, Administration or authorizedRO, an additional Maritime Labour inspection may be required to verify theimplementation of the corrective action plan.h) Where an additional Maritime Labour inspection is not required, evidence ofimplementation of the corrective action shall be submitted within the agreedtime-frame and verification of the implementation of the corrective actionswill be carried out at the next scheduled inspection by the attending inspector,who will close and sign the inspection report.4.7 Additional Inspections and VerificationsAn additional maritime labour inspection may be carried out by theAdministration or the authorized RO:a) if the Administration receives a complaint which it does not considermanifestly unfounded or obtains evidence that a ship does not conform to therequirements of this Convention or that there are serious deficiencies in theimplementation of the measures set out in the declaration of maritime labourcompliance;b) if after a more detailed inspection by an authorized officer of a port state, theship is prohibited from proceeding to sea until any conditions on board thatare clearly hazardous to the safety, health or security of seafarers; or the nonconformitythat constitutes a serious or repeated breach of the requirements ofthis Convention have been rectified, or a plan of action to rectify such nonconformitieshas been accepted by the authorized officer, and is satisfied thatthe plan will be implemented in an expeditious manner;c) when changes have been made to the measures in DMLC Part II;d) when substantial alteration has been made to the seafarer accommodation; ore) other occasions as may be deemed appropriate by the Administration.4.8 Internal Maritime Labour InspectionsAn internal maritime labour inspection should be conducted by the shipowners atintervals not exceeding 12 months to ensure ongoing compliance and continuousimprovement. This may be done in concert with the Company’s internal ISMaudit.Personnel carrying out the inspections should be independent of the areas beinginspected unless this is impracticable due to the size and the nature of theshipowner.4.9 Designation of the Shipowners’ representative with MLC responsibilitiesThe shipowner (manager or operator) must provide the Administration with thename, address, fax, email, telex numbers and emergency contact information ofthe person(s) with MLC responsibilities, including seafarer complaint resolution.MLC-001 18 of 21 01/14The Republic of Liberia
