1.0 DEFINITIONS:Definitions have been taken from <strong>the</strong> MLC, 2006, SOLAS 74’ as amended <strong>and</strong> wherenecessary, Liberian National interpretations.1.1 Administration: The Office of Deputy Commissioner, Liberia MaritimeAuthority, <strong>the</strong> Republic of Liberia.1.2 Competent authority: The minister, government department or o<strong>the</strong>r authorityhaving power to issue <strong>and</strong> enforce regulations, orders or o<strong>the</strong>r instructions having<strong>the</strong> force of law in respect of <strong>the</strong> subject matter of <strong>the</strong> provision concerned. TheLiberian Administration is <strong>the</strong> competent authority with respect to Liberia flaggedvessels.1.3 Declaration of Maritime Labour Compliance (DMLC): Document whichstates <strong>the</strong> national laws, regulations <strong>and</strong> marine notices implementing <strong>the</strong>requirements of this Convention for <strong>the</strong> working <strong>and</strong> living conditions forseafarers (Part I) <strong>and</strong> <strong>the</strong> measures put in place by <strong>the</strong> ship owner to ensureongoing compliance with <strong>the</strong> requirements <strong>and</strong> <strong>the</strong> measures proposed to ensurethat <strong>the</strong>re is continuous improvement, on <strong>the</strong> ship concerned (Part II). Part I isdrawn up by <strong>the</strong> Administration <strong>and</strong> Part II is drawn up by <strong>the</strong> shipowner.1.4 International Voyage: A voyage from a country to a port outside such a country.1.5 Liberian Maritime Labour Inspector (LMLI): An auditor who has beentrained <strong>and</strong> appointed by <strong>the</strong> Administration to conduct maritime labourinspections <strong>and</strong> verifications onboard Liberian flag ships. The LMLI holds anidentification card stating <strong>the</strong> inspector is qualified to perform maritime labourinspections <strong>and</strong> issue Maritime Labour Certificates on behalf of <strong>the</strong>Administration. A list of LMLI’s can be found on Liberian Registry websitewww.liscr.com under <strong>the</strong> “Maritime” tab <strong>the</strong>n click on MLC, 2006 <strong>and</strong> “MaritimeLabour Inspector’s”.1.6 Maritime Labour Certificate: The certificate referred to in Regulation 5.1.3 of<strong>the</strong> Maritime Labour Convention,1.7 Recognized Organization (RO): An organization that meets MLC, 2006, A5.1.2<strong>and</strong> has been authorized by <strong>the</strong> Administration to carry out maritime labourinspections or to issue ML Certificates or to do both on Liberian ships.
