In <strong>the</strong> case of a) <strong>and</strong> b) above, <strong>the</strong> existing Maritime Labour Certificate may bereinstated following an inspection <strong>and</strong> verification to <strong>the</strong> extent <strong>and</strong> scope of aninspection for a Maritime Labour Certificate. A new Maritime Labour Certificatewill be issued with <strong>the</strong> same validity date as <strong>the</strong> original Maritime LabourCertificate.In <strong>the</strong> case referred to in c), d) <strong>and</strong> e) above, a new Maritime Labour Certificateshall only be issued when <strong>the</strong> Administration or <strong>the</strong> authorized RO issuing <strong>the</strong>new certificate is fully satisfied that <strong>the</strong> ship is in compliance with <strong>the</strong>Administrations laws <strong>and</strong> regulations <strong>and</strong> o<strong>the</strong>r requirements implementing <strong>the</strong>provisions of this Convention regarding working <strong>and</strong> living conditions ofseafarers on ships.5.2 Withdrawal of <strong>the</strong> Maritime Labour CertificateA Maritime Labour Certificate may be withdrawn at <strong>the</strong> determination of <strong>the</strong>Administration. Cause for certificate withdrawal may include, but is not limitedto:a) On recommendation of <strong>the</strong> Liberian Maritime Labour Inspector or <strong>the</strong>authorized RO, that <strong>the</strong> ship concerned does not comply with <strong>the</strong>Administrations requirements implementing <strong>the</strong> provisions of thisConvention;b) Any accepted corrective action plan to rectify serious deficiencies has notbeen implemented; <strong>and</strong>c) The measures in <strong>the</strong> declaration of maritime labour compliance Part II are notimplemented on board.When considering whe<strong>the</strong>r a Maritime Labour Certificate should be withdrawn,<strong>the</strong> Administration shall take into account <strong>the</strong> seriousness or <strong>the</strong> frequency of <strong>the</strong>deficiencies.5.3 Right to AppealIn <strong>the</strong> event a shipowner disagrees with a determination made by <strong>the</strong> LMLI or <strong>the</strong>authorized RO inspector, <strong>the</strong> shipowner may make a direct appeal to <strong>the</strong>Administration. The final determination will be based upon both <strong>the</strong> substance of<strong>the</strong> appeal <strong>and</strong> <strong>the</strong> recommendations of <strong>the</strong> LMLI or <strong>the</strong> authorized RO.
