EM 1110-3-17211 May 84(2) Inspection window . A clear glass, gas-tight window will beinstalled in an exterior door or interior wall of the chlorinator roomto permit the chlorinator to be viewed without entering the room .(3) Heat . Chlorine equipment rooms will be provided with ameans of heating so that a room temperature of at least 60 degrees F .can be maintained . This will help insure a continuous flow of gas fromthe chlorine cylinder and will help prevent the formation of chlorinehydrate in the chlorinator .(4) Ventilation . Forced, mechanical ventilation, which willprovide one complete air change every 3 minutes, will be installed .The entrance to the air exhaust duct from the room will be near thefloor, and the point of discharge will be so located as not tocontaminate the air inlet to any building or inhabited areas . Airinlets will be so located as to' provide cross-ventilation . To preventa fan from developing a vacuum in the room, thereby making it difficultto open the doors, louvers should be provided above the entrance doorand opposite the fan suction . Where duct work is required to carry airto the fan, it should be laid out so that the suction openings are atfloor level and spaced so as to exhaust air from all equipment areas .Exhaust openings should be designed so that covers are not required .(5) Electrical controls . A common control for the fans andlights keyed to an exterior lock on the entrance door will be installedso that they will automatically come on when the door is opening, willonly be deactivated by relocking the door externally, and can also bemanually operated from the outside without opening the door .(6) Cylinder storage . A storage area will be provided to allowfor a minimum 15-day inventory of reserve and empty containers .Cylinders may be stored outdoors on suitable platforms at or abovegrade and under cover of a well-ventilated fireproof structure .(7) Precautions in the use of chlorine . The presence ofchlorine gas in the atmosphere can pose immediate and serious hazardsto the health of any person breathing the air . Gas masks approved bythe National Institute for Occupational Safety and Health (NIOSH) willbe provided outside any area where an individual would be exposed inthe event of chlorine leaks, spills, etc . All rooms in which chlorineis to be stored or handled should be adequately ventilated to theoutside . A fan automatically turned on prior to entry into thechlorination or storage facility will be provided . Since chlorine gasis heavier than air, vent outlets will be placed at floor level .Chlorine detectors of the electronic, solid state type, sensitive toone part per million chlorine (by volume) in air, that continuouslymonitor the air for chlorine will be installed to provide avisual/audible alarm in the event of a chlorine leak . Alternatively,the enclosed space should be entered only if the worker is underobservation by a co-worker and if the worker has in his possession a13- 4
