SerajDevelopment <strong>of</strong> guiding documentA general guiding document should be developed for responsible <strong>shrimp</strong> farming thatincludes technical good practice guidelines as well as environmental and social welfaresafeguards. This could be according to the International principle for responsible <strong>shrimp</strong><strong>aquaculture</strong> and technical guidelines for <strong>aquaculture</strong> certification <strong>of</strong> the FAO and othersimilar documents.Promoting organic <strong>shrimp</strong><strong>The</strong> product <strong>of</strong> extensive culture can be considered natural. Thus, it can be converted toorganic product by small operational changes such as limiting or banning the use <strong>of</strong>chemicals. <strong>The</strong> interest in organic <strong>shrimp</strong> production should be assessed and a certificationsystem could be established as well.Governing <strong>of</strong> certification system<strong>The</strong> certification system should first take into consideration the status <strong>of</strong> the culture system.<strong>The</strong> independence and size <strong>of</strong> farms should be considered. As experienced in India, group orclusters <strong>of</strong> farmers can be formed. Because <strong>of</strong> instability in private organisations or mistrust<strong>of</strong> them, the government may initiate the certification system and after getting the systemworking it can be handed over to an independent body. <strong>The</strong> Department <strong>of</strong> Fisheries wouldoversee the development <strong>of</strong> codes <strong>of</strong> conduct in the <strong>aquaculture</strong> sector and run thecertification scheme.UNU-Fisheries Training Programme 47
