SerajSocial welfareThere is a need for policies and strategies to ensure contribution to rural development, povertyalleviation and food security and to deliver benefits to the local community and surroundingresource users.Women welfareThere should be no gender discrimination in wages or available positions in aquaculture. Torealise this, legal regulations need to be agreed upon. The owners of aquaculture facilities andassociations must ensure the rights of women in the industry. The government must monitorthe implementation of such regulation.Use of labourWorkers should be treated responsibly within the national labour rules and regulations andinternational labour conventions. They should be paid wages and provided other welfarefacilities according to national rules and regulations. Child labour should never be usedoutside of the existing ILO conventions and standards. The owners of the facilities andassociations must ensure the rights of children in the industry. The government must monitoradherence to these laws and conventions.Post harvest transport and handlingGood post harvest handling practices should be ensured to avoid spoilage and microbiologicalhazards after harvesting of shrimp. Adequate facilities during transport, in landing stations,and fish depots should be established and a supply of quality ice should be ensured to allaquaculture regions.Training and awarenessCurrently training programmes implemented by the government and NGOs are mainlyfocusing on technology transfer to shrimp farmers. Along with these, much training isrecommended for workers engaged in shrimp farms as well as those who collect, handle,preserve and transport shrimp in landing stations and markets. The training should addressgood health management and handling practices of shrimp, good hygiene managementpractices. The workers must understand that it is their role and responsibility to ensure goodhealth of shrimp and for protecting shrimp products from contamination and deterioration.Capacity building of small scale farmersThere should be a programme implemented for increased credit facility and access to differentgovernment and nongovernment resources for the small scale farmers.Monitoring and coordinationStrong monitoring is needed of the use of chemicals and veterinary drugs in hatcheries andshrimp farms and on the issues of ecological and social impacts. Better networking andcoordination need to be developed with government bodies like agriculture, livestock, forest,and land, private sectors entrepreneur, international agencies, researchers, fish exporters andconsumers to exchange views, identify problems and prospects, and make sound decisionsand prompt actions.UNU-Fisheries Training Programme 46
SerajDevelopment of guiding documentA general guiding document should be developed for responsible shrimp farming thatincludes technical good practice guidelines as well as environmental and social welfaresafeguards. This could be according to the International principle for responsible shrimpaquaculture and technical guidelines for aquaculture certification of the FAO and othersimilar documents.Promoting organic shrimpThe product of extensive culture can be considered natural. Thus, it can be converted toorganic product by small operational changes such as limiting or banning the use ofchemicals. The interest in organic shrimp production should be assessed and a certificationsystem could be established as well.Governing of certification systemThe certification system should first take into consideration the status of the culture system.The independence and size of farms should be considered. As experienced in India, group orclusters of farmers can be formed. Because of instability in private organisations or mistrustof them, the government may initiate the certification system and after getting the systemworking it can be handed over to an independent body. The Department of Fisheries wouldoversee the development of codes of conduct in the aquaculture sector and run thecertification scheme.UNU-Fisheries Training Programme 47
