areas as defined by governing bodies and to ensure <strong>the</strong>ir consistent reflection in actual <strong>TB</strong> <strong>CAP</strong>workplans.The PMU should be authorized to define and provide guidance on country project support, inconsultation with NTPs and Partners.OPERATIONAL MANAGEMENTThe PMU should clarify its role in <strong>the</strong> development <strong>of</strong> workplans and consistently adhere to <strong>the</strong>definition. If it is to be responsible for pre-planning workplans before a coordinating partner isselected, this should always be <strong>the</strong> case, and potential coordinating partners should not be involved. Ifit is to be responsible for ensuring <strong>the</strong> technical quality and strategic relevance <strong>of</strong> workplans, this tooshould be done consistently, and <strong>the</strong> criteria should be clearly communicated to partners in advance.If it is to delegate all responsibility for workplan preparation, it should not participate at all andinstead should consistently seek partners to conduct this work.The PMU should establish a system for registering potential new core and country projects in a Webbasedsystem accessible to all partners and set out a standardized process for workplan development,approval, and implementation. It should also take responsibility for updating this system with <strong>the</strong>dates when events occur, so that it will be possible to quickly and easily identify projects at differentstages <strong>of</strong> development and flag those that may need intervention. Such a process would also facilitategeneral reporting and, if financial details were included, make financial tracking more accurate andtimely. There are several Web-based procurement systems upon which to model such a system.FINANCIAL MANAGEMENT<strong>TB</strong> <strong>CAP</strong> should continue to have its finances independently audited each year and should encourage<strong>the</strong> auditors to identify recommendations and potential risks and monitor progress on previousrecommendations.All partners should be encouraged to have <strong>the</strong>ir cost shares audited.The PMU should establish a system for more quickly and accurately forecasting expenditures andfuture financial requirements.The PMU should more closely monitor project planning to ensure that results planned are realisticand achievable. It should clarify <strong>the</strong> date when a project should start reporting; currently, it is notclear in annual reports when a project began, and <strong>the</strong>refore it is not possible to evaluate whe<strong>the</strong>r it ison schedule.The PMU should institute policies to enforce quicker reporting <strong>of</strong> expenditures, such as by notreleasing new funds until outstanding expected expenditures have been reported.The PMU should adopt a definition <strong>of</strong> accrual that allows for expected expenditures to be reportedun<strong>of</strong>ficially to allow for better estimating <strong>of</strong> progress and future financial needs.MONITORING AND EVALUATIONThe PMU should develop, in collaboration with partners, a simple, clear standardized operatingprocedure for planning, approving, and implementing a <strong>TB</strong> <strong>CAP</strong> workplan (country or core) withindicative times for each action, and gain agreement from all partners to do <strong>the</strong>ir best to adhere to <strong>the</strong>procedure and agree to be monitored against <strong>the</strong> schedule.
