METHODOLOGYThe evaluation will ga<strong>the</strong>r information through reports and data review, <strong>TB</strong> <strong>CAP</strong> staff and local partnerinterviews, focus group discussions, and interviews with consumers, such as MOH personnel and localservice providers and recipients, interviews with USAID Mission and Washington staff, and country fieldvisits. The team should develop data collection and evaluation tools for ensuring consistency <strong>of</strong>information for different target groups and field visits. Sources <strong>of</strong> information and methods used shouldbe described in <strong>the</strong> final report.Desk ReviewA member <strong>of</strong> <strong>the</strong> evaluation team will carry out a desk review <strong>of</strong> materials generated by <strong>the</strong> project aspreparation for <strong>the</strong> full team background reading and prior to <strong>the</strong> Team Planning Meeting (TPM). Thistask will include review <strong>of</strong> various sources <strong>of</strong> information, such as quarterly reports, trip reports, annualreports and o<strong>the</strong>r relevant documents to be provided by <strong>the</strong> PMU.This desk review will help to organize <strong>the</strong> materials for external evaluation team analysis and review <strong>of</strong>progress to date. It will allow <strong>the</strong> team to quickly digest <strong>the</strong> wealth <strong>of</strong> information and maximize <strong>the</strong>irtime. The analyzed information and summaries as well as all <strong>the</strong> documents for conducting this deskreview will be provided to <strong>the</strong> team. The team will have full access to <strong>the</strong> <strong>TB</strong> <strong>CAP</strong> eRoom where all <strong>the</strong>pertinent documents are kept and some communication is held.In addition:USAID/Washington will provide <strong>the</strong> team with historical program documents before <strong>the</strong> TPM. Thesedocuments will include <strong>the</strong> technical proposal, cooperative agreement, yearly work plans, financialdocuments, progress reports and any o<strong>the</strong>r relevant materials.The <strong>TB</strong> <strong>CAP</strong> partners will be a good source <strong>of</strong> information for additional documents on projectactivities. These documents will be made available upon request in advance for <strong>the</strong> desk review taskand/or <strong>the</strong> team will have access to e-Room.GH Tech and <strong>the</strong> evaluation team will be responsible for collecting and reviewing any o<strong>the</strong>r relevantdocuments throughout <strong>the</strong> evaluation.EVALUATION OF THE TUBERCULOSIS CONTROL ASSISTANCE PROGRAM (<strong>TB</strong> <strong>CAP</strong>) 45
