Develop a work plan, which will include, as needed, revision <strong>of</strong> <strong>the</strong> implementation schedule andinitial development <strong>of</strong> <strong>the</strong> interview guides.– Review <strong>the</strong> background <strong>of</strong> <strong>the</strong> <strong>TB</strong> <strong>CAP</strong> Project and its current status.– Identify clients involved in <strong>the</strong> task, develop a common understanding <strong>of</strong> <strong>the</strong>ir relationships andinterests, and agree on an approach to working with clients.– Clarify team members’ roles and responsibilities.– Establish a team atmosphere, share individual working styles, and agree on procedures forresolving differences <strong>of</strong> opinion.– Review and develop final evaluation questions.– Review and finalize <strong>the</strong> assignment timeline and share with USAID.– Develop data collection methods, instruments, tools, and guidelines.– Review and clarify any logistical and administrative procedures for <strong>the</strong> assignment.– Develop a preliminary draft outline <strong>of</strong> <strong>the</strong> team’s report.c. Assign drafting responsibilities for <strong>the</strong> final report.2. Interviews and Site Visits: Team members will conduct interviews and site visits in accordance with<strong>the</strong> schedule developed prior to <strong>the</strong> TPM.3. Draft Executive Summary and Full Report and Briefing with USAID/W and <strong>the</strong> <strong>TB</strong> <strong>CAP</strong>members: A detailed evaluation report with a summary <strong>of</strong> findings, including results and indicatorsfor <strong>the</strong> project, feedback on performance and implementation, and recommendations for improvedimplementation and results.The evaluation team is required to provide <strong>the</strong> following report and briefing deliverables:a. A draft report will be provided to USAID/W and <strong>TB</strong> <strong>CAP</strong> no later than May 1, 2009. The reportshould not exceed 40 pages with an executive summary <strong>of</strong> no more than 5 pages.b. A debriefing with USAID and <strong>the</strong> partners to present <strong>the</strong> findings and received comments willoccur before submitting <strong>the</strong> draft report.4. Final Executive Summary and Full Report: After comments have been received from USAID and<strong>TB</strong> <strong>CAP</strong> on <strong>the</strong> first draft, <strong>the</strong> final Executive Summary and Full Report entitled ―<strong>Evaluation</strong> Report<strong>of</strong> <strong>the</strong> <strong>Tuberculosis</strong> <strong>Control</strong> <strong>Assistance</strong> <strong>Program</strong> (<strong>TB</strong> <strong>CAP</strong>)—Executive Summary (May 2009)‖ and―<strong>Evaluation</strong> Report <strong>of</strong> <strong>the</strong> <strong>Tuberculosis</strong> <strong>Control</strong> <strong>Assistance</strong> <strong>Program</strong> (<strong>TB</strong> <strong>CAP</strong>)—Full Report (May2009)‖ will incorporate <strong>the</strong> team responses to USAID and partner comments and suggestions. Thedraft final report should be completed within 5 days after USAID provides its feedback.After <strong>the</strong> final but unedited draft report has been reviewed by USAID, GH Tech will have <strong>the</strong> documentsedited and formatted, and will provide <strong>the</strong> final report to USAID/HIDN for distribution (5 hard copies anda CD ROM). It will take approximately 30 days for GH Tech to edit/format and print <strong>the</strong> final document.B. Assignment CloseoutAcceptance <strong>of</strong> <strong>the</strong> final products and completion <strong>of</strong> <strong>the</strong> GH Tech evaluation form: USAID/Washingtonwill give <strong>the</strong> GH Tech Project written acceptance <strong>of</strong> <strong>the</strong> final version <strong>of</strong> <strong>the</strong> Executive Summary and <strong>the</strong>Full Report, and it will complete <strong>the</strong> GH Tech evaluation form, which will be provided toUSAID/Washington by <strong>the</strong> GH Tech Project.50 EVALUATION OF THE TUBERCULOSIS CONTROL ASSISTANCE PROGRAM (<strong>TB</strong> <strong>CAP</strong>)
