Apologies for absenceNone.2. Declarations of interestNone.3. MinutesThe minutes of the meeting held on 27 September 2010 were submitted,approved as a correct record and signed by the chairman.4. Shepway Cycle PlanD Barton, Local Transport and Development Manager informed members thatthe completion date for the shepway cycle plan would be delayed because ofresources at KCC Highways. Officers met with the forum to explain the situationand it was agreed that the <strong>item</strong> be brought back to the next meeting of theboard in March.Members noted that it would be a draft document for approval by the board anda copy would be distributed one month in advance of the meeting.1

Policy Overview and Scrutiny Committee - JTB/10/20Mr D Button, Community Delivery Manager (KHS) presented the reports thathad been taken to the Environment Highways and Waste Policy Overview andScrutiny Committee meeting with the following being noted:Barrier and pedestrian guardrailing policy – edge deterioration and badgersets concerns were raised and members were informed that the main problemwith edge deterioration, if corrected, meant that roads had to be widened whichwas not possible to do. Issues surrounding badgers could mean road closuresbut this is all guided by natural England and how they deal with this issue.A briefing note will be circulated to members.Members noted the report.Delivering road safety service into the future – officers, police and kent fireand rescue should be congratulated on their work which has related in thereduction in numbers of fatal and serious accidents and this is shown in thereport.Members noted the report.Signs and Lines policy and technical directive – members noted the report.Inclusive design and placemaking guidance – members noted the report.Planned carriageway maintenance – members were informed that theinformation note that was attached to the report is available to view on the KCCwebsite.Potholes – members will receive a report on this at the next meeting but notedthat the budgets for pothole repairs may be reduced or phased out but untilofficers are informed the works will continue and crews are on standby foremergency works.Gullies – these are cleared and if specific areas are reported to officers thenfurther works can be carried out.6. Highways Works Programme - JTB/10/21Members noted the report paying particular attention to the following:Appendix D1 – Bridge strengthening – a request by members to be kept up todate with regards to bridge strengthening but I was also noted that memberswere happy with the work that had already taken place.2


Shepway Joint Transportation Board - 13 December 2010Appendix C1 – Folkestone West Station and Station Road – members noted theworks programmed to commence in February 2011 but expressed concernswith regards to station road and the number of potholes in this area andrequested officers speak to network rail, as they are the owners of the land.M20 sliproad to Folkestone – members requested that better signage be placedhere to enable both lanes to be directed to Folkestone. Officers agreed to takeup the issue with the highways agency.If members wished to liaise with the Highways Agency then they could do so bycontacting Mr John Burns, Route Performance Manager (Kent) on 01306878189 or email john.burns@highways.gsi.<strong>gov</strong>.uk.School Lane, Saltwood – members noted the breakdown of costs for the workscarried out in this area.Following the death of Councillor W L Richardson it was noted that works listedunder his budget would continue and any balance would be used for dropcurbs.Members noted the report.7. Winter Service - JTB/10/22Mr D Button, Community Delivery Manager (KHS) informed members that therewere 3 hill routes that would be used to keep the flow of traffic; Hawkinge,Shorncliffe Camp and the main route behind Hythe.Members wished to express their thanks to officers for the way the roads werekept clear during the recent snow falls and commended them on keeping thewebsite up to date on a day to day basis.Members were informed that the Direct.<strong>gov</strong> website publishes detailssurrounding the clearing of paths by residents and this is the wording that isused on the KCC website.The use of farmers to clear snow is dealt with through agreements by KCCHighways and a report on this will be brought to a future meeting.3
