Thereplacement circuit breakers as defined by this specification shall be new; factory designed andtested direct replacement vacuum circuit breakers. The breakers shall not utilize any used orre-manufactured parts in their construction.FURNISHED BY SELLERSeller shall provide the new replacement vacuum circuit breaker design, fabrication testing,documentation, and preparation <strong>for</strong> shipment in accordance with this specification.Seller shall be responsible <strong>for</strong> any field investigation of the existing switchgear assembly, asrequired, to design and fabricate the new circuit breaker assemblies in accordance with thisspecification.Seller is to provide the services of a field engineer <strong>for</strong> the initial installation and fieldverification of the new breakers.FURNISHED BY PURCHASERPurchaser will install the new vacuum circuit breakers into the existing medium voltageswitchgear.STANDARDSThe replacement circuit breakers being offered to meet the requirements of this specificationshall be designed, manufactured, and tested in accordance with the applicable standards of theAmerican National Standards Institute (ANSI), the Institute of Electrical and Electronic Engineers(IEEE), the National Electric Code (NEC), and the National Electrical Manufacturers Association(NEMA) as a minimum. The vacuum interrupters shall have a current chop rating of less than 5 amps.Vacuum interrupters utilizing the vacuum tube pinching sealing technique are notacceptable.The new circuit breakers rated maximum voltage, rated continuous current, and rated shortcircuitcurrent shall, as a minimum, meet the requirements of ANSI C37.04 and C37.06.New circuit breaker frames, circuit breaker disconnects, interlocks, and ancillary devicesshall be compatible with the existing switchgear. New circuit breakers shall be designed<strong>for</strong> operation in the medium voltage metal-clad switchgear from which the original circuitbreakers have been removed without alteration of the existing switchgear assembly. Theonly case where cell modification would be acceptable would be when existing solenoidoperated, <strong>GE</strong> type <strong>AM</strong> breakers were being replaced. If solenoid operated breakers arebeing replaced a spring discharge cam, as required by ANSI, must be mounted in teh existingswitchgear enclosure. The seller shall furnish this discharge cam with the replacementbreakers.New <strong>Circuit</strong> breakers shall be suitable <strong>for</strong> reliable service under the specified operatingconditions <strong>for</strong> a minimum design life of 25 years.©2004 Powell Apparatus Service • All rights reserved.

The openingand closing mechanisms of the new circuit breakers shall be in accordance with the ANSIpreferred ratings as specified in C37.06. The opening and closing mechanisms shall bespecifically designed to operate the vacuum interrupters provided while providing amplecapability to operate existing auxiliary mechanism operated contacts. The circuit breakermechanism shall be electrically and mechanically trip free under all conditions and at anypoint in the stroke, and the control circuit shall be capable of continuous energization. Thestored energy device shall be motor operated and shall be designed so that the springs maybe charged and the circuit breakers closed or tripped manually. A manual charge handleor lever shall be furnished. Trip and close devices <strong>for</strong> non-electric operation of the storedenergy mechanism shall be furnished on the front of the circuit breaker. The stored energyoperating mechanism shall be completely front accessible. The breaker shall be arrangedso that it will not close unless the springs are fully charged except that it shall be possibleto close the contacts slowly <strong>for</strong> inspection purposes after the breaker is withdrawn fromits compartment. The stored energy device shall be automatically and safely dischargedwhen the breaker is in the process of being withdrawn or inserted into the circuit breakercompartment.Interlocks shall be provided so that the breaker element contacts cannot be connected ordisconnected from the stationary compartment contact until the circuit breaker has beentripped and the main contacts are open.ALL circuit breakers of the same rating shall be interchangeable and it shall not be possibleto insert a circuit breaker of lower rating into a higher rated compartment.Primary and secondary disconnecting contacts shall be silver-plated and shall be designed toconsistently mate with their respective existing stationary contacts. The primary contacts,bus bar, and their supports shall be guaranteed not to distort or fail under the mechanicalstresses and heating resulting <strong>for</strong>m the current values specified <strong>for</strong> the circuit breakers.Positive grounding of the circuit breaker frame shall be maintained while in the operatingand test positions.©2004 Powell Apparatus Service • All rights reserved.

ALL connectionsshall be broken when the breaker is withdrawn. A breaker mounted semaphore deviceshall be furnished to indicate the “charge-discharged” state of the breaker closing springs.Another breaker mounted semaphore device shall be furnished to indicate the breakercontact “open-closed” position. A breaker mounted operations counter shall also befurnished.An easily accessible mechanical contact wear indicating device shall be supplied with allinterrupters. The device shall be factory set.<strong>Circuit</strong> breakers shall be equipped with mechanism operated auxiliary contacts <strong>for</strong>interlocking with control circuits, indicating lights auxiliary relays etc. Breaker mounted,normally open and normally closed mechanism operated auxiliary contacts shall be providedto match as a minimum, the arrangement and quantities found on the existing circuitbreakers. In addition new circuit breaker operating mechanisms shall have sufficientcapacity to actuate the existing stationary auxiliary and truck-operated cell contacts withoutdegrading the operating per<strong>for</strong>mance of the interrupter. Stationary auxiliary contacts shallbe operated by the breaker only in the operating position.The circuit breaker will be equipped with an actuating lever <strong>for</strong> the MOC operation. If thecubicle is equipped with an MOC assembly, the vendor shall supply a new roller bearingoperating lever <strong>for</strong> the cubicle linkage. The breaker should operate this assembly andexisting MOC switch with no additional modifications.All primary current conductors between circuit breaker components shall be constructed ofcopper bar. All connection surfaces shall be silver-plated.<strong>Circuit</strong> breakers shall operate without damage or frame distortion during testing whileresting on their rollers.The circuit breakers shall be of new construction; they shall not contain any parts which areused, re-manufactured, retrofitted or reconditioned.WiringTypical breaker control schematics will be provided by purchaser with the PurchaseOrder. Seller shall functionally replicate the control wiring, including auxiliary contactarrangement.Wiring shall be neatly arranged and clamped securely to panels to prevent movement andbreakage.©2004 Powell Apparatus Service • All rights reserved.

Grouping of wires inbundles is acceptable.Wiring shall be free of abrasions and tool marks. ALL wiring shall be adequately supportedto prevent sagging and breakage.Internal wiring shall be identified with Seller’s wire number at each end of each wire by aheat shrinkable plastic sleeve or similar indelible, durable, permanent marker approved byPurchaser.Wiring on all internal control circuits shall be single conductor, 600 volt, type SIS, No. 14AWGminimum, Class D stranded, copper conductors or Purchaser approved equal. All wiring shallmeet flame test requirements in accordance with UL-44, Section 56.NameplatesSeller shall furnish nameplates providing the new circuit breaker data in accordance withthe requirements of ANSI C37.59, Section 7. Nameplates shall be engraved or embossed withlettering a minimum of 3/16 inch in height.Prohibited MaterialsProducts which contain asbestos are prohibited. This prohibition includes items suchas packing and gaskets even though the item is encapsulated or the asbestos fibers areimpregnated with binder material.Shop Cleaning and PaintingALL welded assemblies after fabrication shall be thoroughly cleaned and treated to providecorrosion resistance and adhesion of paint finish. ALL steel surfaces shall be painted, orzinc-dichromate coated.Surface preparation and finish painting shall be in accordance with manufacturers is standard<strong>for</strong> the specified service conditions.After completion of factory assembly and testing all insulation and contacts on all relays andswitches shall be thoroughly cleaned and the finish paint shall be touched up as required.©2004 Powell Apparatus Service • All rights reserved.

Racking tests per ANSI C37.20.2,if required to verify mechanical interfaces with the existing switchgear assembly <strong>for</strong> testpurposes.Test data from previous similar designs may be used <strong>for</strong> current design verification whenprovided in accordance with ANSI C37.59, Section 5.Certified test results may be submitted <strong>for</strong> acceptance in lieu of per<strong>for</strong>mance tests if vendor haspreviously completed design test on a breaker submitted <strong>for</strong> evaluation in accordance with thisspecifications requirements.SHIPPINGThe interior of all equipment shall be free of all <strong>for</strong>eign materials such as welding rod waste,mill scale, oil, grease or other deleterious material.In general all equipment and material shall be suitably crated boxed, or otherwise prepared<strong>for</strong> shipment to prevent damage during handling, shipping, and storage. ALL openings shall beproperly protected to prevent the entrance of dirt or debris. It shall be the responsibility ofSeller to take any precautions required to reasonably ensure jobsite arrival of the equipment inan undamaged and satisfactory working condition.QUALITY ASSURANCESeller shall have a QA Program in effect at all times to verify that all items and services,including subcontracted items and services, comply with the requirements of the purchaseorder and its attachments.DEVIATIONS AND NON-CONFORMANCESAny departure from any requirement of this specification is considered a deviation ornoncon<strong>for</strong>mance. Examples include, physical defects in equipment, test failures, equipmentout-of-tolerance, or deviations from specification, inspection, or test procedures. Seller shall furnish a mylar reproducible or AutoCAD file on a floppy disk andtwo prints <strong>for</strong> each drawing. Drawings shall show the following:1) Physical outlines showing the overall size and weight of the new circuit breaker andthe interrelationship of the various breaker components2) Complete circuit breaker wiring diagrams3) Details of any modifications to the switchgear assembly to be make by Purchaser.Test ReportsTest reports shall be prepared <strong>for</strong> all tests required by this specification. Test reports shallbe certified by Seller’s representative to be accurate and complete. Test reports shall besubmitted to Purchaser upon completion of testing and prior to shipment of equipment.WARRANTYThe Replacement vacuum circuit breaker shall be warranted to be free of defects in materialsand workmanship <strong>for</strong> a period of 12 months from the date of equipment energization or18 months <strong>for</strong>m shipment, whichever occurs first.
