improved by comb<strong>in</strong><strong>in</strong>g with counsel<strong>in</strong>g, but the contribution of counsel<strong>in</strong>g to bus<strong>in</strong>ess or f<strong>in</strong>ancialtra<strong>in</strong><strong>in</strong>g is weak or negative.Duration of tra<strong>in</strong><strong>in</strong>g programs when considered with the quadratic form shows that therelationship between the likelihood of success and duration of programs is U-shaped. The optimallength of tra<strong>in</strong><strong>in</strong>g may vary by the outcomes of <strong>in</strong>terest and programs’ objectives. Given that theduration of the program may not capture the <strong>in</strong>tensity or quality of tra<strong>in</strong><strong>in</strong>g, caution is needed to<strong>in</strong>terpret the results. F<strong>in</strong>ally, the effects of tra<strong>in</strong><strong>in</strong>g generally tend to fade out as the period betweencompletion of <strong>in</strong>tervention and endl<strong>in</strong>e survey becomes longer.Table 8 presents results for f<strong>in</strong>anc<strong>in</strong>g programs with the same model except for the type of<strong>in</strong>terventions. We disaggregate estimates from f<strong>in</strong>anc<strong>in</strong>g programs <strong>in</strong>to microcredit and grants as“stand-alone” programs, grants comb<strong>in</strong>ed with tra<strong>in</strong><strong>in</strong>g, microcredit comb<strong>in</strong>ed with tra<strong>in</strong><strong>in</strong>g, andf<strong>in</strong>anc<strong>in</strong>g (either microcredit or grants) comb<strong>in</strong>ed with counsel<strong>in</strong>g. 33 The impacts of f<strong>in</strong>anc<strong>in</strong>gprograms seem less heterogeneous than those of tra<strong>in</strong><strong>in</strong>g <strong>in</strong>tervention. Microcredit either comb<strong>in</strong>edwith tra<strong>in</strong><strong>in</strong>g or stand-alone yields larger effects compared to other f<strong>in</strong>anc<strong>in</strong>g support. The time<strong>in</strong>terval between <strong>in</strong>tervention and end-l<strong>in</strong>e survey is much longer for f<strong>in</strong>anc<strong>in</strong>g than tra<strong>in</strong><strong>in</strong>g, andunlike tra<strong>in</strong><strong>in</strong>g, longer <strong>in</strong>terval is more associated with higher chances of success, suggest<strong>in</strong>g that ittakes time for the use of loan to emerge as changed outcomes.5.3. Regressions on Sub-Sample by Outcome GroupsPool<strong>in</strong>g all estimates doesn’t allow us to exam<strong>in</strong>e which are the determ<strong>in</strong>ants of program successfor each particular outcome of <strong>in</strong>terest, if the determ<strong>in</strong>ants of success differ by the outcomes. Aparticular <strong>in</strong>tervention may be more frequently used and relevant for one outcome than the other,and its effectiveness an also vary by the outcome measures. 34 Moreover, the effects of covariateson the effect size may be specific to the outcome of <strong>in</strong>terest. For <strong>in</strong>stance, youth may benefit morefrom <strong>in</strong>terventions <strong>in</strong> improv<strong>in</strong>g labor market outcomes than chang<strong>in</strong>g sav<strong>in</strong>g behavior. Separately33 Given that only four observations from one study comb<strong>in</strong>e microcredit with counsel<strong>in</strong>g (<strong>in</strong>formation session) withouttra<strong>in</strong><strong>in</strong>g (De Mel et al, 2011), we merge microcredit and grants when comb<strong>in</strong>ed with counsel<strong>in</strong>g.34 Recall the distribution of <strong>in</strong>tervention type by outcome classification (Table A3 <strong>in</strong> Appendix). Vocational tra<strong>in</strong><strong>in</strong>g iscommonly used to improve labor market activities and <strong>in</strong>come but rarely for bus<strong>in</strong>ess outcomes unless comb<strong>in</strong>ed withf<strong>in</strong>anc<strong>in</strong>g. Bus<strong>in</strong>ess and f<strong>in</strong>ancial tra<strong>in</strong><strong>in</strong>g tends to focus more on f<strong>in</strong>ancial behavior and bus<strong>in</strong>ess outcomes, but oftenare addressed to labor market activities comb<strong>in</strong>ed with counsel<strong>in</strong>g. While microf<strong>in</strong>ance is widely used to improve allthe outcomes considered here, it is more directed to labor market outcomes when comb<strong>in</strong>ed with counsel<strong>in</strong>g.18
