<strong>in</strong>creas<strong>in</strong>g labor market activities can be better achieved by provid<strong>in</strong>g access to credits rather thantra<strong>in</strong><strong>in</strong>g. To the contrary, for bus<strong>in</strong>ess owners, ga<strong>in</strong><strong>in</strong>g access to f<strong>in</strong>ance does less <strong>in</strong> <strong>in</strong>creas<strong>in</strong>gtheir activities than receiv<strong>in</strong>g bus<strong>in</strong>ess tra<strong>in</strong><strong>in</strong>g. The difference <strong>in</strong> effectiveness across programs isquite substantial among urban beneficiaries, with vocational tra<strong>in</strong><strong>in</strong>g be<strong>in</strong>g most effective butbus<strong>in</strong>ess tra<strong>in</strong><strong>in</strong>g least useful <strong>in</strong> improv<strong>in</strong>g labor market activities. This suggests that lack oftechnical skills is a more b<strong>in</strong>d<strong>in</strong>g constra<strong>in</strong>t than limited knowledge on bus<strong>in</strong>ess <strong>in</strong> start<strong>in</strong>g abus<strong>in</strong>ess <strong>in</strong> urban areas.Country types characteriz<strong>in</strong>g important features <strong>in</strong> labor markets add to understand<strong>in</strong>g of thecontext of the implemented programs (not shown here). In youth bulge countries where absorb<strong>in</strong>g alarge stock of young workers <strong>in</strong> labor markets is a policy objective, vocational tra<strong>in</strong><strong>in</strong>g seems morepromis<strong>in</strong>g than other <strong>in</strong>tervention although program success is generally challeng<strong>in</strong>g <strong>in</strong> thesecountries. In formaliz<strong>in</strong>g countries where labor market is transition<strong>in</strong>g toward more formal andorganized sectors, bus<strong>in</strong>ess tra<strong>in</strong><strong>in</strong>g can be more associated with <strong>in</strong>creas<strong>in</strong>g activities and bus<strong>in</strong>esssetup and expansion than other <strong>in</strong>tervention.Panel B presents results of heterogeneity analysis on labor market <strong>in</strong>come. Unlike labormarket activities, there are no significant differences across <strong>in</strong>tervention types <strong>in</strong> terms ofimprov<strong>in</strong>g labor earn<strong>in</strong>g and profits. <strong>Programs</strong> that were found least effective <strong>in</strong> promot<strong>in</strong>gactivities often turn out to have larger impacts on earn<strong>in</strong>gs. For <strong>in</strong>stance, bus<strong>in</strong>ess tra<strong>in</strong><strong>in</strong>g seems tohave greater impacts especially for youth and high education group <strong>in</strong> <strong>in</strong>creas<strong>in</strong>g their <strong>in</strong>come,although it was not the case for labor market activities. Likewise, access to f<strong>in</strong>ance significantly<strong>in</strong>creases labor <strong>in</strong>come of social assistance beneficiaries. Overall, effect size <strong>in</strong> labor <strong>in</strong>come islarger for high education and urban <strong>in</strong>dividuals.5.2.2. Bus<strong>in</strong>ess and Behavioral OutcomesWe now move onto bus<strong>in</strong>ess outcomes such as bus<strong>in</strong>ess knowledge and practice, and bus<strong>in</strong>essperformance which are important <strong>in</strong>termediate outcomes that may lead to successful bus<strong>in</strong>ess and<strong>in</strong>creased <strong>in</strong>come (Table 10). 37 Consider<strong>in</strong>g the distribution of <strong>in</strong>tervention, we disaggregateprograms as follows: a comb<strong>in</strong>ation of tra<strong>in</strong><strong>in</strong>g and f<strong>in</strong>anc<strong>in</strong>g, tra<strong>in</strong><strong>in</strong>g only, a comb<strong>in</strong>ation oftra<strong>in</strong><strong>in</strong>g and counsel<strong>in</strong>g, and f<strong>in</strong>anc<strong>in</strong>g only. Panel A suggests that bus<strong>in</strong>ess and f<strong>in</strong>ancial tra<strong>in</strong><strong>in</strong>galone can be quite effective <strong>in</strong> improv<strong>in</strong>g bus<strong>in</strong>ess knowledge and practice.
