River. The westernmost third of the site slopes steeply down toward the Potomac rail line alongthe northern property boundary. Site elevations range from 100 to 140-feet above mean sea level(amsl).FloodplainsInformation from Flood Insurance Rate Maps published by the National Flood InsuranceProgram, which is administered by the Federal Emergency Management Agency (FEMA), wasreviewed for the Subject Site. The western portion of the Subject Site is located adjacent to a100-year flood zone; however, the site is not located within the 100-year flood zone (seeAppendix E).STANDARD ENVIRONMENTAL RECORD SOURCESFederal Regulatory Record SourcesCurrent U.S. EPA and tribal regulatory records were reviewed to assist in identifying potentialrecognized environmental conditions in connection with the Subject Site or nearby properties.Records were obtained through Environmental Data Resources, Incorporated (EDR). Thedatabase search was performed in accordance with ASTM for the following federal databases:• National Priorities List (NPL) and Proposed NPL sites;• Comprehensive Environmental Response, Compensation, and Liability InformationSystem Report (CERCLIS);• CERCLIS No Further Remedial Action Planned Report (CERCLIS-NFRAP);• Resource Conservation and Recovery information System (RCRIS) Treatment,Storage, and Disposal (TSD) Facilities Report, Large Quantity Generators (LQG)Report, and Small Quantity Generators (SQG) Report;• RCRIS TSDs subject to Corrective Action Report (CORRACTS);• Emergency Response Notification System (ERNS); and• Supplemental federal databases reported by EDR.The federal and tribal regulatory records search was performed in accordance with the ASTM E1527-05 standard (with respect to the databases searched and the search radii). A copy of theEDR report is included as Appendix D. The report provides additional detail on the searcheddatabases, database release dates, and the database listings. National Priorities ListThe National Priorities List (NPL) is a database of uncontrolled or abandoned hazardous wastesites that have been identified for priority remedial actions under the Superfund program. Thesites are listed based on a ranking determined by the EPA hazardous ranking system, a modelwhich assesses the relative risk to public health and the environment from hazardous substancesin the groundwater, surface water, air, and soil.The Subject Site was not listed on the NPL database. According to the EDR report, no NPL orProposed NPL sites are located within the search radius.Comprehensive Environmental Response, Compensation, andLiability Information SystemThe Comprehensive Environmental Response, Compensation, and Liability Information System(CERCLIS) serves to track the status of sites that have come to EPA’s attention as havingpotential for releasing hazardous substances into the environment.The Subject Site was not listed on the CERCLIS database. According to the EDR report, noCERCLIS sites are located within the search radius.No Further Remedial Action Planned SitesThe No Further Remedial Action Planned Report (NFRAP), also known as the CERCLISArchive, contains information pertaining to sites that have been removed from the CERCLISDatabase. NFRAP sites may be sites where, following an initial investigation, either nocontamination was found, contamination was removed quickly without the need for the site to beplaced on the NPL, or the contamination was not serious enough to require Federal Superfundaction or NPL.The Subject Site was not listed on the CERCLIS NFRAP database. According to the EDRreport, no NFRAP sites are located within the search radius.Resource Conservation and Recovery Information SystemThe Resource Conservation and Recovery Information System (RCRIS) is used to track thestatus of registrations, permits, reports, inspections, enforcement activities, and financial data ofthe facilities regulated under the Resource Conservation and Recovery Act (RCRA). RCRA wasenacted to regulate certain facilities that generate, treat, store, transport, and dispose ofhazardous substances. Note that EPA eliminated waste codes and waste stream data from theRCRIS database in 1997. Therefore, RCRIS no longer contains information about the types andquantities of regulated hazardous substances at RCRA facilities.The Subject Site was not listed on the RCRIS Treatment, Storage, and Disposal (TSD) database,Small Quantity Generator (SQG), or Large Quantity Generator (LQG) database.According to the EDR report, no TSD, SQG or LQG facilities are located within the searchradius.Site 10 9 Phase I ESA Report
