1 INTRODUCTIONThis report presents the findings of the Phase I Environmental Site Assessment (ESA) of the sitelocated at the southwest corner of Croom Station Road and Croom Road, Upper Marlboro,Maryland, hereafter referred to as the Subject Site (“Site 10”). SCS understands that the SubjectSite has been identified by M-NCPPC as one of four possible sites for the construction of a newsolid waste transfer station in Prince George’s County. This Phase I ESA has been conducted toassist Prince George’s County Planning Department in the site selection process.The site location is illustrated on Figure 1 in Appendix A.PURPOSEThe purpose of this investigation was to identify evidence of recognized environmentalconditions (RECs) at the Subject Site or in the immediate adjoining area, to evaluate potentialenvironmental impacts on the Project. The American Society for Testing and Materials (ASTM)Standard E 1527-05 defines an REC as:“The presence or likely presence of any hazardous substances or petroleum products ona property under conditions that indicate an existing release, a past release, or materialthreat of a release of any hazardous substances or petroleum products into structures onthe property or into ground water, or surface water of the property. The term includeshazardous substances or petroleum products even under conditions in compliance withthe law. The term is not intended to include de minimis conditions that generally do notpresent a material risk of harm to public health or the environment and that generallywould not be the subject of an enforcement action if brought to the attention ofappropriate governmental agencies. Conditions determined to be de minimis are notrecognized environmental conditions.”DETAILED SCOPE OF SERVICESThis ESA was performed in general accordance with the considerations set forth in the ASTMstandard guidance E 1527-05 for Phase I Environmental Site Assessments, and is based on thefollowing:• Field observations made during a site and area reconnaissance performed on May 19,2008.• Review of readily available historical documents, including aerial photographs,topographic maps, and tax assessment records.• Review of title records and search for environmental cleanup liens.• Review of federal, state, and local environmental regulatory databases.
