Restricted – CommercialAEA/ ED02414/Issue 1Developing A Strategic Approach to Construction Wasteyour company i.e. haveyou had to employ anenvironmentalmanager; does itrequire more man days;paperwork; increasecosts; landfill gatecharges?industry lead players feel there is to muchEU forced legislation which does not helpthose most in need of help i.e. smallerconstruction companies because they arenot able to employ environmental managersand are not generally of the skills base tounderstand exactly what is expected ofthem in the legislation, and hence oftenwork illegally, not filling in all relevant wasteforms or disposing of waste correctly.There are several overlaps/overkills in theindustry, with the ""Duty of Care"" settingdown a whole list of basiclegislations/guidance, and other legislationsgoing into more detail on each issue i.e.listing pages of waste codes expected to beused in legislative disposal forms.It is felt that there is no clarity as to what theconstruction industry and companies shoulddo. As discussed above, the Govt. keepintroducing legislations (majority within thelast 10 years) but they do not understandthe average builder has not got thetechnical knowledge or time to adhere to allof the legislations e.g. Barry works all dayon these legislations, so how can smallbuilding firms be expected to do the samewhen they struggle with the time it takes tocomplete SWMPs. The EA has made thingsso complicated, average building sitemanagers do not understand them or theyare too complicated to fill in, so don'tcomplete them and illegal workingsincrease. There needs to be standardtraining, a syllabus and qualifications for allmembers of the industry e.g. Hazardouswaste needs to be sent to someone whoknows exactly how to deal with it.policy/strategy for recycling and segregationthat is adopted on all sitesTWConstr - have an environmental team foradvise and support. Unlike TWD we do nothave a set strategy and construction sites canset up their own contracts dependant on typeof project. Developing A Strategic Approach to Construction WasteRestricted – CommercialAEA/ED02414/Issue 1Companies wouldn't mind paying for thewaste to be removed in 90L or 1100L andthen sorted by skilled specialists thatunderstand the waste.2 Please indicate whatsources of informationyou use to find outabout new wastelegislations/ charges tocurrent wastelegislations?2a - Is this info lacking inany way?- Is there any other infoyou need/would like tosee more available?- Are you aware of anylegislations coming intoforce over the next 5-10years?Would like to say NATREGs and EAwebsite but in reality all legislations arediscussed at the CBI meetings every 3months, ENDs report, and GreenpeaceBusiness to see what other countries maybe doing.Larger Industry companies get togetherevery three months (and invite the EA) anddiscusss all legislations and design specificways to deal with the legislations, gettingagreement that this wil allow them tocomply,EA website isn't used because only 1/5th oftheir 50,000 pages are up to date and thier2 year plan to improve this will mean theindustries have missed 2 years ofstrategies, so they make their own.Industry wants to see more ""Easy guides""for people. Minimal guides as these arecurrently wrtten by at the CBI meetings byIndustry leaders Env managers.Construction Federation Publications arm ofthe ITB (Industry Training Board) isdesigning Env. manuals for environmentalcourses to go alongsode Health & Safetyguides/manuals.ENDS, IEMA magazine, Nat Regs, HouseBuilders Federation. CIRIA, CIWM, brownfieldbriefingCameron McKenna, EnvironmentAgency, Net RegsIt gives very little explanation of how toapply the legislation3 Do any wastelegislations have anadvantage for therunning of yourLandfill tax-as it has put a value on wasteand made it a commodity, promotingrecycling by providing an infrastructure.But, it has also made life harder becauseAll have to be adhered to and have allowed insome cases an improvement in sitepractices/strategy .Yes they do help control the wastemovements and help us choose wastemanagement companies.AEA Energy & Environment 3
