All controls on constructionsites could be through local planningconsent. They do see that a possiblebarrier could be the capability of localauthorities <strong>to</strong> implement.The advantage would be that one bodyis overseeing the process as a wholeand that cross control impacts aretaken in<strong>to</strong> account at a single stage.5 Do you have any othercomments regardingwaste legislations i.e.do current legislationsencourage you <strong>to</strong> buysupplies any differentlyor encourage/force yoursuppliers <strong>to</strong> sell"sustainable"/recyclable products?Cost as a deterrent isn't the right method, egmaking landfill expensive not the answer. Iftighten up on moni<strong>to</strong>ring and make it lessexpensive <strong>to</strong> comply then would have moresuccess.They would like <strong>to</strong> see a more forwardlookingapproach. UK needs <strong>to</strong> showinitiative with creating legislation ratherthan just implementing legislation thatis dictated by the EU. They believethat we tend <strong>to</strong> allow the EU <strong>to</strong> leadthe agenda.Other countries that are proactive tend<strong>to</strong> get their legislation implemented atan EU level which then filters down <strong>to</strong>other member states.They said that if we were <strong>to</strong> take alead it could give us a competitiveedge as we could have the legislationand mechanisms in place before othermember states started implementing.An example of which is Denmark as18 AEA Energy & Environment
