This would cost around two million dollars.<strong>NORAD</strong>, deciding the anticipated gains in <strong>NORAD</strong>operational effectiveness were outweighed by thecost, temporary nature, and attendant operationaldisadvantages of mo~ing the 1st and 5th ARADqQMRegion Headquarters, agreed to the ARA~M proposal.<strong>NORAD</strong> ALTERNATE COMMAND POST MANNINGOn 30 <strong>Jan</strong>uary <strong>1962</strong>, the 29th Region sent '<strong>NORAD</strong> its proposed plan for manning the <strong>NORAD</strong>Alternate Command Post at Richards-Gebaur AFB,Missouri. The plan called for eight officers, 60airmen, and one civilian, all to be provided by<strong>US</strong>AF ADC. <strong>NORAD</strong> approved the plan on 5 March <strong>1962</strong>-.-­ADC;'came' up with four officers and 60 airmen,then asked <strong>NORAD</strong> for help in providing the remainingfour officers and one civilian. Pointing out --­that the alternate command post was a <strong>NORAD</strong> operation,ADC said it did not see why it should provideall the manpower. ADC asked <strong>NORAD</strong> to requireother component forces to share the burden.<strong>NORAD</strong> thereupon discussed the request withARADCOM and NAVFOR<strong>CONAD</strong> • NAVFOR<strong>CONAD</strong> Q.tfeN!d- ~o ... -:-~...::.-:-;:assistance, but ARADCOM agreed to man the fourremaining officer spaces. <strong>NORAD</strong> then discussedthis with 29th Region, and learned that it stillfelt that ADC should provide all the manning.29th Region also conveyed this feeling to ADC,whereupon ADC relented and agreed to man the remainingfive spaces.
