Originally, the boundary change was to~~keplace on 5 May, but it was held up by ~~clay ingetting the Cincinnati BIRDIE system operat±o~al.Goose Sector Headquarters Location. ~ORAD/CONAD general orders issued on 30 March 1960 hadplaced the Goose NORAD/CONAD Sector Headquartersat Melville Air Station, Labrador. On 13 June 1962, NORAD/CONAD issued general orders placingthe Goose Sector Headquarters instead at nearbyGoose Air Base, Labrador. The Goose Sector Headquartershad actually been collocated at Goosewit~ the Goose Air Defense Sector Headquartersall the time, an arrangement that had facilitate.J!..the use o~the dual staff principle.Sector Designations. To avoid divulging or ~implying the capability of sectors in sectortitles, NORAD issued a general order in June 1962deleting the parenthetical designation (manual)from the Goose NORAD Sector title. By this timethe parenthetical designations of all other non-SAGE sectors programmed for continuation had alreadybeen dropped. This left Ottawa S~s _ ~ -~the only non-SAGE sector still carrying its (manual)designation, a disparity that would be correctedwhen the Ottawa Sector converted to SAGEin 1963.~ ? . ~: ' .~::~-i. MANPOWER CHANGESNORAD submitted its manpower requirementsfor Fiscal Year 1963 to the Joint Chiefs ofStaff on 29 January 1962, requesting in the processan additional 37 people for NORAD/CONAD Headquarters. At the t ,ime of submission, NORAD wasstill evaluating a possible requirement for - a CommunicationsStatus Center in the NORAD COCo Decidingthe function was needed, NORAD supplementedits 29 January submission on 5 March with a requestfor five senior master se~eants to man the .new center. This brought the NORAD Headquarters request total to 42 additional spaces. ~~~In an effort to keep sporadic requests foradditional manpower to a minimum, NORAD also includedthe NORAD-approved adjustments requestedby the -region commanders in the annual manpowersubmission to the JCS. These included 15 peoplefor region/sector headquarters and 6 for the GooseSector Headquarters (4 Canadian, 2 U.S.).NORAD's final manpower requests had beenscaled down considerably from those of the NORADHeadquarters staff 's~ctions and region/sectorheadquarters. NORAD - ~eadquarters staff sectionshad asked for 56 spaces, as opposed to the 37requested in the official submission to the JCS.NORAD region/sector headquarters requests werereduced by NORAD from 29 to 15, and the proposedmanning for the Goose Sector Headquarters wasdropped from 10 to 6 (RCAF Headquarters hadoriginally suggested 4 Canadian and 6 U.S. spaces).--,..---....-In spite of this, the JCS further reduced the--- ----additional requirements. Their reply of 23 April1962 granted only 22 of the 42 spaces NORAD hadasked for for its headquarters. The regions andsectors did better.
