RC-121's were usedto support Projects Discoverer and Samosr -Threeaircraft were taken for Proj ect B-lue Straw fromFebruary through <strong>Jun</strong>e <strong>1962</strong>. Seven planes went forten days to Operation Stairstep, a TAC movement ofaircraft to Europe. For air defense of the southernFlorida area, a full~ime AEW&C station _had to~~esupported. And the ALRI (airborne long r~~ge ~nputs)retrofit and test programs resulted in~rther reductionof available aircraft. ~----In February, the JCS were advised by messageof CINC<strong>NORAD</strong>'s concern over what was termed "theincreasing degradation of the early warning andsurveillance radar coverage caused by the continuingreduction of available resources." Becauseof the many projects, the message said, the stationmanning capability was cut to less than six of the--:--required eleven AEW&c stations (one off southernFlorida, five off each coast). CINC<strong>NORAD</strong> urgedthat specxal projects be supported from other thanair defense resources and that there be an ea~lytransfer and retrofit of Navy WV-2 aircraft forair defense (see below) .Along with this, <strong>NORAD</strong> called a conferencewith ADC and region representatives in Februaryto find the best employment of AEW&C aircraft. Astaff study prepared by <strong>NORAD</strong> on this problem inconnection with the conference made a m~~;(conclusions; among which were the follow~ng:(1) The AEW&c aircraft do not contribute to the active air defense capability against a ballistic missile attack.
