FUNDAMENTALS OF STUDENT FAMILY HOUSINGWho is eligible for <strong>Student</strong> <strong>Family</strong> <strong>Housing</strong>?<strong>Pacific</strong> <strong>Union</strong> <strong>College</strong> SFH prioritizes married students and single studentsliving with dependents. Eligible students must successfully complete (withpassing grades as defined in the PUC General Catalog) a minimum of 12 creditseach quarter on the Angwin campus to maintain residence. Credit requirementexceptions are made for the summer quarter. Tenants dropping below 12 creditsmust make special arrangements with the Office of <strong>Student</strong> <strong>Housing</strong> or changeresidences within 30 days.How do I get my mail?Your mailing address appears:[your unit #] [Brookside Park or Court Place]Angwin, CA 94508Your unit # is the apartment number assigned to you. Do NOT have mailaddressed in the care of <strong>Pacific</strong> <strong>Union</strong> <strong>College</strong>. When leaving SFH, you mustgive a forwarding address to the Angwin U.S. Post Office. Management willnot be responsible for any mail if you do not leave a forwarding address.What do I need to know about keys?Application for keys should be made with the <strong>Housing</strong> Coordinator. A keydeposit is not required, but the tenants are expected to abide by the college’skey policy. A $10 fee will be charged for each key lost. Any person who duplicates a key willbe fined $50. If it becomes necessary to change a lock due to tenant’s negligence,the cost of this change will be charged to the tenant.What are the rules for SFH visitors?Tenants may have guests of the opposite sex from 12:00 noon to 11:00 pm andonly in common living spaces.What should I do if repairs to my unit are needed?Report any damage, malfunctioning equipment, or needed routine repairs to the<strong>Housing</strong> Coordinator.What if <strong>Student</strong> <strong>Family</strong> <strong>Housing</strong> is full?In the event that all SFH facilities are occupied, a student may apply forplacement on the waiting list. To do this, students should visit the Office of<strong>Student</strong> Services and make the non-refundable $10 deposit.A FEW POLICIES YOU SHOULD KNOWHow do I maintain the standards for family safety in SFH?Alcohol, tobacco, drugs, and arms and ammunition are not permitted on thepremises at any time. Tenants are responsible for ensuring that visitors andguests comply with these requirements. Disciplinary consequences for violationof this policy may include suspension, mandatory withdrawal, or dismissal.What is the “Term of Occupancy” policy?Under normal circumstances, SFH license agreements operate on a monthto-monthbasis. They end when either the tenant or management chooses toterminate the tenancy by providing the other with a written notice at least 30days in advance. Occupancy in Brookside Court and Court Place is contingentupon the resident’s complying with residence life regulations and meeting alleligibility requirements. Failure to meet any of the eligibility requirements canresult in a 3-day eviction notice.Tenants accept housing units as being in satisfactory condition upon moving in.If any irregularities are found with the unit, they need to be identified within thefirst ten days of residency.What is the pet policy?SFH residents, guests, visitors, and family members are not allowed to keep,feed, harbor, or otherwise bring any kind of pet on the premises withoutapproval of the <strong>Housing</strong> Coordinator. What if I want to house a non-relative or sublease?A tenant wishing to accommodate someone outside of his or her immediatefamily must make prior arrangements with the Office of <strong>Student</strong> Services andpay an additional monthly charge of $25 per person. Single tenants will not beallowed to house members of the opposite sex.Suppose I want to leave my stuff in my house while I’m gone for the summer?<strong>Student</strong>s who leave for the summer with plans to return in the fall may retaintheir housing units if they continue paying monthly rent. Court Place residentsmust also arrange for yard care. During this temporary absence, apartmentsmay be sublet when appropriate arrangements are made with the Office of<strong>Student</strong> Services. If the proper arrangements are not made, subleasees maybe evicted.Is soliciting allowed?Soliciting, canvassing, and all forms of door-to-door selling are allowed inSFH only with a permit issued by the Office of <strong>Student</strong> Services. Unauthorizedpersons should be reported to either the <strong>Housing</strong> Coordinator or Office of<strong>Student</strong> Services.Does management retain the right of entry?Management reserves the right to enter units whenever deemed necessary.Such entry, as far as possible, will occur during regular business hours andwill be arranged in advance with the tenant. Emergency situations requireno advance notice.MATTERS OF MONEYDo I need to pay any deposits?Before moving in, residents must pay a cleaning/security deposit equal to onemonth’s rent. This deposit will be refunded when the unit is vacated, deemed leftin a normal wear-and-tear condition, and cleaned according to the moving outcleaning procedure.How do I pay my rent?Rent is billed either by applying the rental fee to the student’s accountwith <strong>Student</strong> Finance or through a Payroll deduction, in the case of collegeemployees. PUC reserves the right to terminate the license agreement whenresidents neglect to pay their rental fees. Tenants who become ineligible tocontinue living in SFH, have 3 days to leave.Tenants are responsible for covering the full apartment rent during the summermonths of July, August, and September. Do I have housing insurance?PUC provides insurance for the building only. Tenants may obtain renter’sinsurance through a local insurance agent to cover possible damage or lossof personal property.Are there any fines I should watch out for?The regulations described in this book are intended to ensure a safe and positiveliving experience for PUC students and their families. Management reserves theright to fine for actions compromising the well-maintained and family-friendlySFH environment.Fines can range from $5 to $50 (except in cases of pet agreement infractions,which can reach $200), and may repeat until the problem is corrected. Fines canbe appealed by filing a written notice with the Office of <strong>Student</strong> Services withinseven days of the incident.OUR FAMILY LIVING ENVIRONMENTWhat are the guidelines for motorcycles and bicycles around SFH?To provide a safe environment for children-at play, fast and reckless bicycleriding is not permitted. Motorcycle riding within the apartment area is notpermitted. Bicycles, tricycles, and similar toys should not be left on walkways.What are the standards for noise levels in SFH?We ask tenants to be considerate of their neighbors in maintaining a quiet andpeaceful atmosphere. Stereos, televisions, and loud conduct must not disturbother residents at any time. Loud noises between the hours of 10 p.m. and 7 a.m.are prohibited.What are the rules for children living in SFH?Parents are responsible for their children at all times and are required to ensuremature supervision for them whenever on the premises. Failure to provideadequate supervision is sufficient cause for cancellation of tenancy.Children are not allowed to dig in the ground or flowerbeds. Please direct yourchildren to the sandbox and play area at Brookside Park!What activities are there for my children in the area?A play area has been provided for the children of Brookside Park residentsand their guests. Parents are responsible for their own children in the safe useof these facilities. Children’s toys and play equipment are not to be left in theplayground unattended. You and your family may also enjoy recreation at the PUC swimmingpool, tennis courts, baseball and soccer fields, paved track, and on miles ofadventurous hiking and biking trails behind the PUC airport.INSIDE YOUR LIVING SPACEWhat furnishings and appliances come with the apartment?Light fixtures, draperies, curtain rods, electric range and oven, refrigerator,and wall-to-wall carpeting are provided with the unit. Because of the <strong>College</strong>’slimited disposal capacity, garbage disposals are not and cannot be installed.What appliances are allowed in SFH?Full-size washers and dryers are not permitted in SFH units.Portable dishwashers and dryers may be used, but tenants assume liability forany damages resulting from their use. The <strong>Housing</strong> Coordinator must approvethe venting arrangement for portable dryers.When prior arrangements have been made with the <strong>Housing</strong> Coordinator, airconditioners may be kept inside units.Electric ranges and refrigerators are to be kept clean. If additional cleaning isrequired at move-out time, an extra fee will be charged. Please do not use chemicalcleaners on ovens with self-cleaning features, as they destroy the feature.May I use a waterbed?Waterbeds will be permitted only if the following conditions are met:1. Tenant agrees to assume all liability for any potential damage to the unit,including major structural damage. Tenant must sign a special contract toguarantee this.2. A deposit equal to 50% of one month’s housing fee must be paid to protect the<strong>College</strong> against such possible damage. Any damage in excess of this depositwill be billed to the tenant.Do I have to keep my unit clean?Units are to be kept tidy. Tenants must maintain carpet and linoleum flooring asappropriate during residency. Can I paint walls, hang pictures, or hang my own drapes?Painting any portion of the apartment is strictly prohibited and will result in a fine.Hanging pictures and other items on walls is allowed within reason. Upon moveout, <strong>Housing</strong> will patch and paint small holes without charge. Permission fromthe <strong>Housing</strong> Coordinator is required in advance should you wish to hang anyshelving or large items that might leave larger than normal holes upon removal.If in doubt, ask please.Hanging your own draperies is allowed under the condition that the existingdrapes are carefully removed and stored and then rehung by the tenant beforethe move out inspection is requested. The tenant would be responsible for anycosts incurred should the draperies or rods then require any special treatment inorder to restore them to original condition.UTILITIESI believe I can improve the efficiency of my apartment; what are the rulesabout altering units?Alteration, installation, or conversion of any plumbing, heat-producing, orelectrical equipment is not allowed in any SFH apartment.How do I take care of garbage and sewage?PUC manages the recycling and garbage program for Brookside Park andCourt Place. Garbage costs are included in the monthly fee. Recycling andgarbage bins are provided for tenant use; all material must be put in these binsfor disposal.Discarded cardboard boxes should be collapsed and left near recycling bins.Junk and unusually large amounts of garbage should be taken to the college’strash management center. A nominal charge is made for the use of this facility.Please help PUC maintain its beautiful campus and preserve the environmentby actively participating in our recycling program!…and telephone service?SFH telephone service is provided by SBC. Tenants are responsible for makingarrangements. An installation charge and deposit may be required. Tenantsare also responsible for arranging service termination. How do I arrange for gas, electricity and water?Brookside ParkGas and electricity services for SFH are provided by the <strong>Pacific</strong> Gas andElectric Company. Tenants are responsible for making their own arrangementswith PG&E. A deposit may be required. Tenants should also arrange fortermination of service upon leaving to avoid additional charges. Call PG&E at1.800.743.5000.Water charges are included in your monthly rental fee.Court PlacePUC provides water and electricity services. Meters are read around the 20thof each month and charges will be applied to the same account as the rent fee.The <strong>Pacific</strong> Gas and Electric Company supplies gas. Tenants may call PG&E at1.800.743.5000 to make arrangements.OUTSIDE YOUR LIVING SPACEWhat if I want a satellite dish or antenna installed?Tenants are prohibited from installing exterior radio and television antennasto their unit. Satellite dishes may not be installed by a tenant or contractor untilthe <strong>Housing</strong> Coordinaor grants approval, a “Satelite Dish Agreement” has beensigned, and a $100 satellite dish deposit has been paid.Am I allowed or required to do landscaping and yard maintenance?Brookside ParkAll landscaping and yard maintenance is done by the the <strong>College</strong>’s LandscapingDepartment.Court PlaceTenants may choose to improve their yards by planting shrubs and flowerswith the approval of the <strong>Housing</strong> Coordinator. Such landscaping is done at thetenant’s expense and becomes property of the <strong>College</strong>. Plants are to be left inplace when the tenant moves.Front and side yards should be maintained neatly. All garbage and junk shouldbe disposed of properly. Lawns are to be mowed and raked. Flowerbeds alsorequire weeding. We ask that you arrange for yard care during vacations.Lawn seed and fertilizer may be supplied by the <strong>Housing</strong> Department, free ofcharge, to residents. Am I responsible for walkways and entrances?Tenants are responsible for keeping walkways and patios outside theirapartments neat and clean. Children’s toys, bicycles, wagons, skates, etc. maynot be stored on walkways or in entrances.Can I remove my window screen?Screens are not to be removed except as necessary to wash the windows.ABOUT YOUR VEHICLEWhat are the guidelines for vehicles?Only two vehicles, owned and registered by the tenant, per unit will bepermitted unless written permission is given by the Office of <strong>Student</strong> Servicesor <strong>Housing</strong> Department.All vehicles must be registered with Public Safety. Unregistered vehicles willbe cited. Tenants and household members are expected to abide by campusregulations.Tenants are not to keep “junk” or inoperative vehicles on the premises. No majortechnical or extended repairs are to be made at any time; violations will result ina fine. Vehicles are not to be driven or parked on lawns; vehicles on lawns mayincur a fine.What should I know about my carport?Carports are to be maintained in a clean and orderly condition. An oil drip panwill help keep the cement free from grease The carport itself is not intended as astorage area and should be free of any such material.Each carport features a storage cabinet at the rear of the car shelter. Shelves maybe installed at the tenant’s expense. In some cases, Brookside Park residentsmay be permitted to store freezers in the carport area; state law requires thatsuch freezers be locked for safety reasons.MOVING OUTThe tenant must notify the Office of <strong>Student</strong> Services in timely fashion beforeplanning to leave.A checkout inspection will only be given under the following conditions:1. A time mutually agreed upon by the <strong>Housing</strong> Coordinator and the tenant isto be arranged at least 24 hours before departure (more if possible).The Official <strong>Guide</strong> to PUC <strong>Student</strong> <strong>Family</strong> <strong>Housing</strong>11


2. All premises, including the unit, patio areas, storage shed, and carport are tobe completely vacated and cleaned before inspection will begin.3. Checkouts will be given during normal business hours.Should the tenant leave without an inspection, the tenant agrees that any and alldamage to the premises is the responsibility of the tenant and that the cost of allrepairs shall be deducted from the tenant’s security deposit. <strong>College</strong> will makewritten notice to the former tenant within ten days following his/her departureof any such damage by depositing same in the United Sates mail addressed tothe tenant at the current address on file. Failure of the tenant to provide the PostOffice or the Office of <strong>Student</strong> Services with a proper forwarding address shallwaiver the obligation of the <strong>College</strong> to notify promptly of such damage.Please be sure the premises are vacated and cleaned thoroughly prior to theactual walk-through inspection.NOTE: If you do not follow this guide line-by-line, it is likely you will not passyour inspection. Read carefully!Cleaning <strong>Guide</strong>Areas that can be cleaned a few days before move-out:1. Wash the windows and sills, cleaning the dirt from the grooves on the sill.2. Wash the walls and woodwork as needed with a liquid cleaner. Please do notuse an abrasive cleaner such as Ajax unless you find a spot that will not comeoff any other way.3. Remove heat lamp cover and wash.4. Remove the aluminum pan from the bottom front of the refrigerator andwash all surfaces behind; also wash the inside of the pan. Pull the refrigeratorout, scrub the sides, the ends of the cabinets, and the wall behind it. Scrub thefloor then push the refrigerator back in place.5. Clean the electric range thoroughly. The burned-on food will come off. Do notuse oven cleaner. Try soaking areas with burned-on food for the best results.Use a liquid cleanser and a scrubbing pad (not steel wool).a. Remove the chrome rings that surround the burners, soak, and scrub. Ifthe reflectors, after cleaning, still show a stain, cover them with aluminumfoil, but make sure they are clean in preparation for inspection.12 The Official <strong>Guide</strong> to PUC <strong>Student</strong> <strong>Family</strong> <strong>Housing</strong>


. Scrub the area under the burners – the entire top lifts up from the frontfor easier access.c. Clean the oven using a liquid cleanser. Do not use oven cleaner on ourself-cleaning ovens! For a heavily soiled oven, operate the empty oven at450 degrees for 1 to 2 hours on the bake setting. When cool, clean it withliquid cleanser and a scrubbing pad.d. Pull the stove out and scrub around it and under it. Remove food stainsfrom the walls, stove sides, and adjoining cupboards. The floor should becleaned before replacing the stove.e. Clean the control panel. Remove all knobs by pulling them straight off.Soak them and the area behind the knobs. DO NOT use a scrubbing pad.6. Remove the vent fan grill and thoroughly clean it, removing all accumulationby scraping if necessary.7. Clean water heater exterior.8. Clean wall heater grills thoroughly. The fastest way is to completely removethe grill, take it outside, and hose it off while using a large brush to clean eachindividual grill cell.9. Gently clean window blinds using a liquid cleaner as needed.10. Degrease carport. A good rubbing of cat litter will clean any oil or grease.Place something under car to catch any remaining grease.11. Please make a list of malfunctioning equipment and leave it with the<strong>Housing</strong> Coordinator so that repairs can be made immediately afteryou leave.The following tasks should be completed after personal belongings havebeen removed from the housing unit:1. Remove all belongings from shelves, drawers, and closets.a. Pull drawers out and scrub with liquid cleaner.b. Closet shelves can be scrubbed as well.c. Dust top of curtain rods and door jambs.2. Bathroom:a. Shower door: scrub, removing all lime deposits. A stronger liquid cleanersolution may be necessary.b. Shower door track: use a brush, a rag and a spoon handle, or a similarinstrument for removing hair and accumulated deposits.c. necessary. Also, scrub the water controls and wipe dry. If there are mineraldeposits or corrosion on the controls, scrub with ZUD or apumice stone and water.d. Sink: scrub all porcelain with a liquid cleaner and a pumice stone.Also clean faucet system as above.e. Toilet: use a commercial-type bowl cleaner. Scrub all surfaces with adisinfectant such as Pine-Sol. Remove any mineral deposits using apumice stone and water.f. Medicine cabinet: remove all shelves and wash.g. Floor: scrub with a liquid cleaner-disinfectant solution and a brush;rinse and dry.3. Kitchen: Check areas done in advance and remove any recent accumulation.a. Defrost the refrigerator and wash it inside and out. Use an SOS pad on thewire shelves; DO NOT use steel wool. Scrub the rubber seal, removing allcrumbs, especially on the top section. Do not use a sharp instrument tochip ice from the freezer compartment. When finished, set the refrigeratorcontrol at number two and leave running.b. Remove all belongings from the upper and lower kitchen cupboards.Wash all surfaces with a liquid cleaner.c. Remove all drawers for easier cleaning. Scrub all areas.d. Scrub counter top with non-abrasive liquid degreaser.e. Scrub the sinks and the control knobs using pumice stone for stains andmineral deposits.4. Floors: This should be the last area cleaned. Use a strong solution of liquidcleaner and hot water. Scrub with a scrubbing pad. Rinse it thoroughly.5. Carpets: The carpets should be vacuumed thoroughly. The <strong>College</strong> willshampoo carpets but tenant may need to spot clean any stains prior to moveout.6. Check to make sure all belongings have been removed from the unit andstorage area.7. Check to make sure all light bulbs are working and all smoke/carbonmonoxide detectors have working batteries.8. Replace heater filters on forced-air units (Court Place 3 BR only)9. Areas that are frequently overlooked:a. Drawers, doors and edges of the same.b.
