13.Services are to be designed and implemented as part of local coordinatedservice systems and integrated with services generallyavailable to members of the community, wherever possible. Unitsof the public sector are to develop, plan and deliver disabilityprogrammes and services in a co-ordinated way.14.Programmes and services are to be designed and administered soas to respect the rights of people with disabilities to privacy andconfidentiality.15.Programmes and services are to have regard for the benefits ofactivities which prevent the occurrence or worsening of disabilitiesand are to plan for the needs of such activities.16.Programmes and services are to be designed and administeredto:a. Consider the implications for families, carers and advocatesfor people with disabilities;b. Recognize the demands on the families of people withdisabilities, and;c. Take into account the implications for, and demands on,the families of people with disabilities.17.Services are to be designed and administered so as to:a. Provide people with disabilities with, and encourage themto make use of, way to participate continually in theplanning and operation of services they receive; andb.
