The temporary access roads would be removed at the completion ofthe project so that the existing water main will be accessible.4.3 Engineering and Other Related CostsThe cost estimate includes “soft” costs for the required studies, permitting, design and otherrelated efforts in addition to capital costs for the procurement and installation of the turbine;construction of foundation, electrical interconnection, and erection of the turbine,commissioning, and testing costs. Legal costs, public relations, and a budge for contingencyitems were not included the cost estimate, but should be considered as with any capitalimprovement project. The total cost for developing a single 600 kW wind turbine is estimated tobe on the order of $2,300,000. Table 4-1 summarizes the estimated cost of development of asingle 600 kW wind turbine.20
