(GOLD) Programs, Brigade Career Counselors and<br />
the Recruit Sustainment Program (RSP) with eight<br />
training sites.<br />
The RRC Sergeant Major, charged with enlisted<br />
recruiting, supervises six Area Recruiting and<br />
Retention Non-Commissioned Officers in Charge<br />
(RRNCOIC). These Area RRNCOICs each lead 9-12<br />
personnel forming their respective teams for a total<br />
of 51 recruiters and 28 administrative personnel and<br />
Recruiter Aids.<br />
RECRUIT SUSTAINMENT PRoGRAM (RSP)<br />
Eight RSP sites are an integral part of each<br />
Recruiting and Retention Team, charged<br />
with the training and administration<br />
of all initial entry Soldiers until they<br />
become qualified in their Military<br />
Occupation Specialty.<br />
The RSP’s population averages<br />
about 850 trainees. Each of the eight<br />
separate company level subordinate<br />
units are supervised by one of the six<br />
Area RRNCOICs and are manned by two full time<br />
personnel, which are augmented by RRNCOs as<br />
required.<br />
oFFICER STRENGTH MANAGEMENT (oSM)<br />
The Officer Strength Management (OSM) Office,<br />
led by a Captain, consists of one Officer Strength<br />
Manager specializing in recruiting Basic Branch<br />
Officers and Warrant Officers, and an <strong>Army</strong> Medical<br />
Department Strength Manager. Within this section<br />
the Officer Candidate School Preparation Course<br />
Team lead by a Lieutenant prepares prospective<br />
officer candidates for Officer Candidate School.<br />
The OSM is also the liaison with the Reserve<br />
Officer Training Corps programs throughout the<br />
State of <strong>Oklahoma</strong> and oversees the three <strong>Guard</strong><br />
Officer Leadership Development (GOLD) Programs<br />
located at East Central University, Southwestern<br />
<strong>Oklahoma</strong> State University, and Northwestern<br />
<strong>Oklahoma</strong> State University.<br />

The RRC is operated with federal funds and with<br />
state and federal support for field office space<br />
located primarily within local OKARNG armories.<br />
Additional space is provided in storefront recruiting<br />
offices located in areas that do not have armory<br />
space available. A total of approximately $7.1 million<br />
of appropriation was provided for and expended<br />
toward successful strength maintenance of the<br />
OKARNG in FY <strong>2010</strong>.<br />
These expenditures include the costs<br />
associated with the operation of a General<br />
Service Administration (GSA) vehicle fleet of<br />
108 vehicles, mobile and land line telephone<br />
expenses, automation requirements, advertising<br />
and marketing expenses, and other operating cost<br />
associated with recruiting, retention and attrition<br />
management activities.
