ealigning, an exercise is being developed to train,<br />

execute, and assess the ability of a Joint Task Force. This<br />

exercise will include all divisions of the Joint Force to<br />

include some subordinate commands.<br />

JoINT PLANNING<br />

The Directorate also facilitates the development<br />

of Joint and Functional plans for the Joint Force<br />

Headquarters. These plans include the Joint Force<br />

Headquarters Strategic Plan and other functional<br />

contingency plans such as Pandemic Influenza,<br />

Homeland Defense or Weapons of Mass Destruction.<br />

All these plans are intended to facilitate operational<br />

improvements, preparedness, and overall readiness<br />

of the Joint Force.<br />

Additionally, the planning team has developed a<br />

Joint Planning Center (JPC). This center is designed<br />

to support a common operating environment,<br />

collaboration, and common operational tools to<br />

facilitate planning and situational awareness. This<br />

center will be complete within the near future<br />

with the addition of manpower and other software<br />

technology.<br />

<strong>Oklahoma</strong> <strong>National</strong> <strong>Guard</strong>’s ability to team with<br />

our interagency partners to prevent, prepare, and<br />

respond to acts of terrorism or other homeland<br />

defense threats within our state, region, and nation<br />

remains paramount, the J5/7 continues to support<br />

our key strategic goals of joint readiness. We have<br />

met with outside agencies to continue to develop<br />

our unified functional contingency plans in order to<br />

support the overall preparedness of the <strong>Oklahoma</strong><br />

<strong>National</strong> <strong>Guard</strong> and as an agency of response to a<br />

possible threat.<br />

This joint effort ensures the continuity of<br />

operations not only throughout the <strong>Guard</strong> it also<br />

prepares an action plan for the <strong>Guard</strong> to support<br />

outside agencies such as the <strong>Oklahoma</strong> State<br />

Department of Health, <strong>Oklahoma</strong> Emergency<br />

Management and the Department of Public Safety.<br />

The J5/7 collaborated in the exercise Joint Eagle<br />

with multi-state <strong>National</strong> <strong>Guard</strong> domestic operations<br />

forces, three military service components, federal,<br />

state, and civilian agencies at <strong>Oklahoma</strong> <strong>National</strong><br />

<strong>Guard</strong> prominent domestic operations training<br />

In a joint effort with the other states the J5/7<br />

actively is working on national level to facilitate<br />

coordination, collaboration, and information sharing<br />

with states effected by natural disasters, such as<br />

hurricanes and earthquakes, to ensure our mitigation<br />

strategies and capabilities are most current in<br />

support of the citizens of <strong>Oklahoma</strong>.<br />

The J3 and the J5/7 are actively developing the<br />

capability and mission requirements in which to<br />

employ a Joint Task Force that will serve in domestic<br />

operations response.<br />

The Joint Task Force is a command and control<br />

unit designated to support the needs of the incident<br />

commander. This entity facilitates the flow of<br />

information between Joint Force Headquarters –<br />

<strong>Oklahoma</strong>, the deployed units, and the requesting<br />

civil agencies. The organization of the Joint<br />

Task Force is mission-dependent based on troop<br />

activation and incident commander needs.<br />

JoINT PRoFESSIoNAL DEVELoPMENT EDUCATIoN<br />

The Directorate monitors, develops, distributes<br />

and publishes Joint Professional Development<br />

Education requirements and opportunities for Joint<br />

Force Headquarters members. These opportunities<br />

support professional growth and development<br />

of non-commissioned officers and officers. All of<br />

these opportunities educate individuals in a joint<br />

environment setting and contribute to individual<br />

readiness of the force.<br />

Building on last year’s Joint Force Staff Course,<br />

the participants are implementing those<br />

lessons learned in their respective directorates.<br />

Another leader has attended the Joint Task<br />

Force Commander’s Course, preparing to lead an<br />

upcoming training exercise in establishing a Joint<br />

Task Force for <strong>Oklahoma</strong>.<br />

The next class of the Advance Joint Professional<br />

Military Education-Reserve Component is being<br />

planned as the leadership identifies individuals<br />

to attend and lead the way to the future of the<br />

<strong>Oklahoma</strong> <strong>National</strong> <strong>Guard</strong>.
