<strong>Archaeology</strong> <strong>South</strong>-<strong>East</strong><strong>Dover</strong> <strong>Castle</strong> New Admissions BuildingPolicy QL9 of the Kent & Medway Structure Plan states thatdevelopment will not be permitted which would have an adverse impactupon the historic and archaeological importance, landscape characterand physical appearance of historic landscapes, parks and gardens.Historic landscape features and the settings and views into, and out of,historic landscapes, parks and gardens will be protected and wherepossible enhanced.2.3 <strong>Dover</strong> Local Plan2.4 As part of the transitional arrangements from the old Local Plan to thenew Local Development Framework (LDF), the Local Plan expired onthe 27th September 2007 and only those policies that have been savedby the Secretary of State’s direction will continue to be part of theDevelopment Plan. The following policies will remain saved until theyare replaced by specific LDF policies:2.5 Chapter 9 of the <strong>Dover</strong> local plan is concerned with the Historicenvironment. It states that the quality of the District's historicenvironment is extremely high. The Council is fully committed to usingits planning powers as a means of conserving and enhancing thisheritage (paragraph 9.01).The Plan's historic environment strategy will seek to:-a. preserve the District's built and archaeological heritage so that itmay be enjoyed by future generations;b. preserve and enhance the special historic and architecturalcharacter and setting of the historic towns of <strong>Dover</strong>, Deal andSandwich;c. encourage development which would preserve or enhance thecharacter or appearance of historic areas; andd. provide assistance through professional conservation advice,design guidance and, wherever practicable, grant aid.2.6 Policies intended to protect the historic landscape, such as the formerpolicy HE4 (listed Buildings), HE5 (Scheduled Monuments andArchaeological Remains of National Importance), HE6 (ArchaeologicalRemains of less than national importance) and HE7 (Excavation andRecording), have been removed from the forthcoming LocalDevelopment Framework. The Local Plan states that these policies areno longer needed as the issue is <strong>cover</strong>ed in listed building andconservation area legislation and national policy and guidance set outin PPG 115 and 16. They are also <strong>cover</strong>ed in the county-wide StructurePlan QL policies._____________________________________________________________________4
