6.23 The rationale for including individuals with prior paid teaching experiencewould be based on <strong>the</strong> premise that those considering moving into FE fromhigher paid employment outside <strong>the</strong> sector <strong>of</strong>ten want to ‘test <strong>the</strong> water’before taking <strong>the</strong> decision to change <strong>the</strong>ir career.6.24 There is <strong>the</strong>refore scope to review <strong>the</strong> objectives <strong>of</strong> <strong>the</strong> initiative in orderto ensure that <strong>the</strong> eligibility criteria do not exclude those that it may beintended to attract and benefit.Range <strong>of</strong> Eligible Institutions and Staff6.25 To be eligible applicants must be employed as a teacher in designated FEinstitutions. Institutions such as adult and community learning providers(ACL) and work-based learning providers (WBL) do not fall within <strong>the</strong> scope<strong>of</strong> <strong>the</strong> <strong>Golden</strong> <strong>Hello</strong> initiative. Two issues emerged and are considered below.Ineligible Institutions6.26 Feedback received from some non-FE institutions (e.g. Adult and CommunityLearning, Work-based Learning providers) and <strong>the</strong> LSC is that non-eligibleinstitutions are disappointed that <strong>the</strong> initiative does not cover <strong>the</strong>ir staffgiven that:• staff (e.g. from a work-based training provider) may teach a shortagesubject area within a college although <strong>the</strong>y are paid by a non-eligibleinstitution;• staff (e.g. Basic Skills Tutors) are required to undertake a relevantteaching qualification in line with <strong>the</strong> government agenda for raisingstandards;• some <strong>of</strong> <strong>the</strong>se institutions are experiencing difficulties in recruiting staffespecially Basic Skills tutors.Support Staff6.27 Some eligible institutions highlighted recruitment and retention needs inrelation to support staff, particularly instructors, and felt that <strong>Golden</strong> <strong>Hello</strong>sshould be extended to cover <strong>the</strong>se staff. This is an important issue given thatresearch evidence shows that in <strong>the</strong> average college, support staff turnoveris 14% - some 3% higher than <strong>the</strong> turnover for teaching staff. 3333 AoC Survey <strong>of</strong> Staff Recruitment Shortages 2002.
