• the initiative can be seen as divisive where differing interpretations ofthe eligibility criteria are leading to inconsistency in who is approved.This has implications for the extent of impact overall;• the Golden Hello payment is not considered to be sufficient toinfluence teachers’ long-term commitment to the profession andthere are other factors that are considered to exert greaterinfluence on retention;• although an element of deadweight is to be expected, the evidencesuggests that there is a significant degree of deadweight within theinitiative.7.5 Therefore, the Golden Hello initiative appears to be having an effect in someways although the extent of impact is somewhat limited.7.6 The findings suggest that there are a range of recruitment and retentionissues that are not being addressed through the initiative because of the wayin which it has been framed and is being delivered, including the following:• the initiative is currently too broad and there is a lack of specificity inthe policy;• the criteria set restrict eligibility to designated shortage subjectareas:−−that can differ by contextual and location factors and are subject tochange over time;for which there is little data from which to evidence scale of need;• the eligibility criteria are open to differences in definition andinterpretation;• there is no scope for flexibility for colleges to target the initiative tomeet their own needs as the focus is on the individual;• there is no clause for continued retention and therefore norequirement to stay for more than a term post payment;• the initiative was not designed to address what is considered to be thefundamental issue - low pay in the sector. The evidence suggests thatas long as pay is prevalent in the minds of stakeholders, it will have abearing on the extent of the impact and success of the initiative;• the visibility of the Golden Hello initiative is likely to be low outsidethe FE sector and therefore the effect on recruitment is likely to belimited;
The Evaluation of the Golden Hello Initiative• the payment is taxable and it can be questioned as to whether theamount after tax is sufficient to make a difference;• the initiative can act as a disincentive to attract staff into the sectorfrom industry where they are made ineligible by virtue of attempting togain some experience before taking the decision to change career.Recommendations7.7 Our recommendations are assembled under the following headings:• Policy;• Process and Delivery;• Alternative Options to Consider.Policy7.8 Recommendations pertaining to policy considerations are outlined below.7.9 It is recommended that the parameters of the terms ‘recruitment’ and‘retention’ within the Golden Hello initiative are more clearly definedand disseminated. In tackling recruitment and retention the terms could bevariously defined to relate for example, to:• the recruitment and retention of new teachers with no prior experienceof FE teaching;• recruitment and retention within the FE sector a whole;• recruitment and retention of new FE teachers on Initial Teacher Trainingcourses;• recruitment only – for example of new teachers;• retention only - for example of new teachers or those that have been inthe sector for some time;• a strategy to be employed by colleges;• a strategy to be used generically that is focused on the individual.7.10 A clearer definition will help to define the scope of the initiative and therebyprovide greater transparency for stakeholders.62 York Consulting Limited
