• providing knowledge <strong>and</strong> security;• establishing a reliable <strong>and</strong> familiar framework that is well known <strong>and</strong> integrated [<strong>and</strong>that] can encourage innovation <strong>and</strong> flexibility;• providing initial impetus, confidence, <strong>and</strong> direction <strong>for</strong> new supervisors;• averting the danger of r<strong>and</strong>om eclecticism;• building confidence, especially in the face of difficult challenges;• managing doubts <strong>and</strong> insecurity; <strong>and</strong>• providing techniques <strong>and</strong> intervention strategies. (pp. 16-18)In addition, supervision models provide a “common language” <strong>for</strong> supervisors <strong>and</strong> supervisees <strong>and</strong>help supervisors conceptualize the process of supervision in a holistic manner (Tsui 2005:17). Tsuinotes that there are many interpretations of the term “model of supervision,” <strong>and</strong> identifies 11 socialwork supervision models based on the structure of practice theory (pp. 19 -32). However, currentlyavailable research <strong>and</strong> theory do not provide firm conclusions favoring one supervisory model overanother (Tsui 2005: 18).While there are several models of supervision available, one specific to supervision in child welfarehas not yet been developed. Such a model would incorporate the supervisory function <strong>and</strong>responsibilities distinctive to child welfare as well as address the unique, fluid context of childwelfare practice <strong>and</strong> policy. A model of supervision specific to child welfare should be alignedwith, support <strong>and</strong> advance the agency’s articulated model of practice <strong>and</strong> be consistent with thevalues of the agency. It must be emphasized that only through deliberate <strong>and</strong> conscious activity onthe part of multiple departments within the agency can a model of supervision be developed <strong>and</strong>implemented.Based upon our review of the literature, consultation with working group members <strong>and</strong> otherexperts in the field, <strong>and</strong> interviews with key in<strong>for</strong>mants, we have found emerging consensus that amodel <strong>for</strong> child welfare supervision should:1. clearly articulate in writing the organization’s practice philosophy <strong>and</strong> approach <strong>and</strong>acknowledge the statutory <strong>and</strong> policy requirements that shape agency practice;2. identify the functions <strong>and</strong> specific job responsibilities of child welfare supervisors;• administrative supervision• educational supervision• supportive supervision3. recognize the centrality of supervisors’ building <strong>and</strong> maintaining relationships with theirsupervisees <strong>and</strong> others to carrying out their supervisory responsibilities effectively;4. m<strong>and</strong>ate explicit <strong>and</strong> manageable st<strong>and</strong>ards <strong>for</strong> caseload size <strong>and</strong> supervisor-superviseeratios;5. define expectations with regard to the frequency <strong>and</strong> <strong>for</strong>mat <strong>for</strong> supervision of frontlinepractitioners;6. clarify the organization’s expectations <strong>for</strong> ongoing evaluation of frontline practitioners;7. support supervisors in their roles as unit leaders <strong>and</strong> change agents by:7
