The project also deliberately undertook related external capacity building measurers for partners.These included city-to-city exchanges through exposures at international events such as theWorld Urban Forum held in Nairobi in April 2002 and organized by <strong>UN</strong>-HABITAT, and the PlanningAfrica Conference held in Cape Town in September 2002.3.3.4 CAPACITY BUILDING OF THE LOCAL AUTHORITIESCapacity building is needed to strengthen the application of participatory planning andmanagement. More efforts are needed to strengthen the ability of local governments around theLake <strong>Victoria</strong> region and their partners to improve priority urban environmental services and tohelp reduce poverty, targeting especially marginalized groups. The need to promote exchangesbetween the three local authorities will greatly contribute to building the capacity. Links to theLake <strong>Victoria</strong> Regional Local Authorities Association (LVRLAC) will be crucial, if lessons learnedfrom this initiative are to be integrated and institutionalized in national policy and legislativeframeworks.
