30. септембар 2011.30 September 2011Попис становништва, домаћинстава и станова 2011. у Републици Србији2011 Census of Population, Households and Dwellings in the Republic of SerbiaЛица која су у критичном моменту пописа привремено(краткотрајно) била одсутна из места уобичајеногстановања, због годишњег одмора, службеног пута, лечењаи слично, укључена су у укупно становништво тог места.Поједине категорије становништва имају специфичантретман, који донекле одступа од овог правила, и то: Лица која раде у другом месту у земљи или уиностранству укључују се у укупно становништвоместа уобичајеног становања свог домаћинствауколико се у то место враћају најмање једномнедељно. Ученици основне и средње школе који се школују удругом месту у Републици Србији или уиностранству, као и лица која студирају у другомместу у Републици Србији, убрајају се у укупностановништво места у којем живи њиховодомаћинство, независно од дужине одсуства, однамере и од учесталости враћања. Грађани Републике Србије који студирају уиностранству укључени су, независно од дужинеодсуства, у укупно становништво места становањасвог домаћинства уколико се најмање једномнедељно враћају у то место. Страни студенти који се школују у нашој земљиубрајају се у укупно становништво места у којем супописани уколико се у своју домовину не враћајунедељно. Деца која после развода родитеља живенаизменично у два домаћинства укључују се уукупно становништво места у којем проводе вишевремена. У случају да подједнако времена проводеу оба домаћинства, укључују се у становништвоместа у којем су се затекла у критичном моментупописа. Бескућници и друга лица без сталне илипривремене адресе укључени су у укупностановништво места у којем су пописани.Лица избегла са простора бивших република СФРЈ иинтерно расељена лица са простора AП Косовo и Метохијаукључују се у укупно становништво, у складу са истимправилима.Укупно становништво у ранијим пописимаДесетогодишња периодика спровођења пописа, уследчињенице да се с протоком времена јављају новеоколности, појаве и потребе у друштву, намеће измене уметодолошким решењима за одређивање места становањаизвесних категорија становништва, што донекле отежавапоређење резултата.The persons who were at the critical census momenttemporarily (for a short period of time) absent from the place ofusual residence, on account of vacation, business trip, medicaltreatment, etc., were included in the total population of thatplace.Some categories of population have a specific treatment,which to an extent deviates from this rule, as follows: Persons who work in another place in the country orabroad are included in the total population of the placeof the usual residence of their households if they returnto that place at least once a week. Primary school pupils and secondary school studentswho do their schooling in another place in the Republicof Serbia or abroad, as well as the third level studentswho study in another place in the Republic of Serbia,are included in the total population of the place inwhich their household resides, irrespective of thelength of their absence, intention or frequency ofreturning. The citizens of the Republic of Serbia who studyabroad are included, irrespective of the length ofabsence, in the total population of the place ofresidence of their households if they return to thatplace at least once a week. Foreign third level students who study in our countryare included in the total population of the place inwhich they are enumerated if they do not return to theirhomeland every week. The children who, after the divorce of their parents, livealternately in two households are included in the totalpopulation of the place in which they spend more time.In case when they spend equal amounts of time in bothhouseholds, they are included in the population of theplace in which they found themselves at the criticalcensus moment. Homeless and other persons without a permanent ortemporary address are included in the total populationof the place in which they were enumerated.The refugees from the former Republics of the SFRY andthe internally displaced persons from the AP Kosovo andMetohija are included in the total population, in compliance withthe same rules.Total population in the previous censusesTaking into account the fact that with the passage of timethere are new circumstances, phenomena and needs in asociety, the ten-year periodicity of the census implementationimplies changes in the methodological solutions for determiningthe place of residence of some categories of the populationwhich up to a point makes the comparison of the data moredifficult.8Републички завод за статистику / Statistical Office of the Republic of Serbia
