Environment Act <strong>and</strong> is adm<strong>in</strong>istered by the National Work<strong>in</strong>g Environment<br />
Authority (Arbejdstilsynet).<br />
The DEA, likewise, prepares the resource <strong>and</strong> f<strong>in</strong>ancial forecasts for oil <strong>and</strong> gas<br />
production <strong>and</strong> is responsible for prepar<strong>in</strong>g <strong>and</strong> implement<strong>in</strong>g licens<strong>in</strong>g rounds <strong>and</strong><br />
issu<strong>in</strong>g licences. The DEA also approves development plans <strong>and</strong> production<br />
profiles for the oil <strong>and</strong> gas fields.<br />
The DEA cooperates with correspond<strong>in</strong>g authorities <strong>in</strong> the other North Sea<br />
countries <strong>and</strong> participates <strong>in</strong> regula<strong>to</strong>ry work with<strong>in</strong> the EU concern<strong>in</strong>g oil <strong>and</strong> gas<br />
activities.<br />
Adm<strong>in</strong>istration <strong>and</strong> supervision of oil <strong>and</strong> gas related matters are taken care of by<br />
the Energy Resources Division of the DEA. Responsibilities for exploitation of<br />
resources <strong>and</strong> HSE (health, safety <strong>and</strong> environment) are divided between two<br />
separate units.<br />
Thus, the DEA approves pre-<strong>in</strong>vestigations (seismic surveys etc.) <strong>and</strong> drill<strong>in</strong>g<br />
operations <strong>and</strong> may approve deviations from work programmes. In addition the<br />
DEA approves the design of production <strong>in</strong>stallations <strong>and</strong> pipel<strong>in</strong>es <strong>and</strong> grants<br />
permits for operation of these <strong>in</strong>stallations as well as mobile offshore <strong>in</strong>stallations<br />
(drill<strong>in</strong>g rigs, lay barges, etc.) <strong>in</strong> co-operation with the Danish Maritime Authority.<br />
Moreover, the DEA supervises compliance with statu<strong>to</strong>ry orders etc. regard<strong>in</strong>g<br />
safety <strong>and</strong> health aspects of operation <strong>and</strong> design of offshore <strong>in</strong>stallations. The<br />
DEA also supervises that regulations <strong>and</strong> licence conditions are fulfilled (Subsoil<br />
Act sections 25-26). In this connection the DEA participates <strong>in</strong> operat<strong>in</strong>g <strong>and</strong><br />
technical committee meet<strong>in</strong>gs as an observer, cf. sections 18-19 of the Model<br />
Licence.<br />
F<strong>in</strong>ally, the DEA issues publications concern<strong>in</strong>g oil <strong>and</strong> gas activities <strong>in</strong> <strong>Denmark</strong><br />
i.e. reserve estimates, production forecasts <strong>and</strong> monthly production surveys.<br />
