<strong>Neighbor</strong>-<strong>to</strong>-<strong>Neighbor</strong> Executive Summary<br />
Mayor Dwight C. Jones’ vision is <strong>to</strong> “Build a Better Richmond” by creating a Tier One City that offers<br />
a safe, supportive and culturally diverse environment – with world-class education, high-performance<br />
government operating with fiscal responsibility, access <strong>to</strong> health care, thriving economic development, and<br />
inclusive and unique neighborhoods.<br />
Key <strong>to</strong> fulfilling the City of Richmond’s mission has been the creation of <strong>Neighbor</strong>-To-<strong>Neighbor</strong> (N2N), the<br />
service department of the City of Richmond focused on increasing collaborative-based civic engagement and<br />
volunteerism throughout the City of Richmond - built around Mayor Jones’ anti-poverty initiative and driven<br />
by the seven components of the City’s Balanced Scorecard:<br />
• Unique and Inclusive <strong>Neighbor</strong>hoods<br />
• Community Safety and Well-Being<br />
• Education and Workforce Development<br />
• Economic Growth<br />
• Transportation Infrastructure<br />
• Well-Managed Government<br />
• Sustainability & The Natural Environment<br />
Through the Office of the Deputy Chief Administrative Officer for Human Services and spearheaded by<br />
Richmond’s Chief Service Officer, Paul Manning, N2N creates partnerships with citizens, government<br />
employees, businesses, clubs, civic organizations, faith communities, schools, colleges and universities <strong>to</strong><br />
help the City of Richmond deliver on its promise <strong>to</strong> become a city where we will not send our neighbor in<br />
need away when we have it in our power <strong>to</strong> give. We will help neighbors from one end of Richmond <strong>to</strong> the<br />
other – <strong>Neighbor</strong>-To-<strong>Neighbor</strong>.<br />
N2N Mission: To bring out the best in all citizens as we support our neighbors with a commitment <strong>to</strong><br />
service.<br />
N2N Vision: Through meaningful integration of volunteers, the <strong>Neighbor</strong>-<strong>to</strong>-<strong>Neighbor</strong> (N2N) Program<br />
will provide extraordinary civic engagement, whereby the City of Richmond will be strengthened through<br />
cultivated relationships in each neighborhood.<br />
N2N Values: <strong>Neighbor</strong>-<strong>to</strong>-<strong>Neighbor</strong> (N2N) causes citizens <strong>to</strong> aspire <strong>to</strong> be in closer relationship with their<br />
neighbors with an express need <strong>to</strong> help the children, youth, elderly and persons with disabilities who reside<br />
within the City of Richmond.<br />
