<strong>Neighbor</strong>-<strong>to</strong>-<strong>Neighbor</strong> Executive Summary<br />

Mayor Dwight C. Jones’ vision is <strong>to</strong> “Build a Better Richmond” by creating a Tier One City that offers<br />

a safe, supportive and culturally diverse environment – with world-class education, high-performance<br />

government operating with fiscal responsibility, access <strong>to</strong> health care, thriving economic development, and<br />

inclusive and unique neighborhoods.<br />

Key <strong>to</strong> fulfilling the City of Richmond’s mission has been the creation of <strong>Neighbor</strong>-To-<strong>Neighbor</strong> (N2N), the<br />

service department of the City of Richmond focused on increasing collaborative-based civic engagement and<br />

volunteerism throughout the City of Richmond - built around Mayor Jones’ anti-poverty initiative and driven<br />

by the seven components of the City’s Balanced Scorecard:<br />

Through the Office of the Deputy Chief Administrative Officer for Human Services and spearheaded by<br />

Richmond’s Chief Service Officer, Paul Manning, N2N creates partnerships with citizens, government<br />

employees, businesses, clubs, civic organizations, faith communities, schools, colleges and universities <strong>to</strong><br />

help the City of Richmond deliver on its promise <strong>to</strong> become a city where we will not send our neighbor in<br />

need away when we have it in our power <strong>to</strong> give. We will help neighbors from one end of Richmond <strong>to</strong> the<br />

other – <strong>Neighbor</strong>-To-<strong>Neighbor</strong>.<br />

N2N Mission: To bring out the best in all citizens as we support our neighbors with a commitment <strong>to</strong><br />

service.<br />

N2N Vision: Through meaningful integration of volunteers, the <strong>Neighbor</strong>-<strong>to</strong>-<strong>Neighbor</strong> (N2N) Program<br />

will provide extraordinary civic engagement, whereby the City of Richmond will be strengthened through<br />

cultivated relationships in each neighborhood.<br />

N2N’s Three Strategies<br />

After three months of conducting various landscape analyses and forums pertaining <strong>to</strong> the city’s critical needs<br />

<strong>to</strong> discover the potential of volunteerism as a solution, the City of Richmond’s N2N initiative has developed a<br />

comprehensive service plan focusing on three specific areas of volunteerism:<br />

1. EXTERNAL Community Service Opportunities<br />

N2N promotes volunteer opportunities offered by hundreds of non-profit and faith-based<br />

organizations located within the City of Richmond through collaborative partnerships with various<br />

service organizations such as Hands On Greater Richmond, AARP and others <strong>to</strong> ensure that the City of<br />

Richmond is promoting “service as solutions” opportunities <strong>to</strong> all who desire <strong>to</strong> give back.<br />

2. INTERNAL Service Opportunities<br />

N2N promotes volunteer opportunities offered by various City of Richmond governmental<br />

departments.<br />

3. HIGH IMPACT Service Opportunities<br />

N2N promotes volunteer opportunities offered by both City of Richmond governmental departments and<br />

collaborative outside non-profit and faith-based organizations that align with the City’s Balanced Scorecard<br />

and Anti-Poverty Initiative. High Impact Service Opportunities address, by way of volunteerism as a<br />

solution, critical issues affecting the high-risk populations of youth, elderly, and persons with disabilities<br />

who reside in Richmond. With regard <strong>to</strong> these three demographics, N2N’s High Impact Service Opportunities<br />

address the critical issues, as well as providing key volunteer objectives listed below:<br />

Youth<br />

• Critical Issue #1 - Ensuring better academic<br />

preparedness of elementary school students.<br />

• Volunteer Objective - Increasing the number of<br />

children 0-5 who enter school ready <strong>to</strong> learn.<br />

• Critical Issue #2 - Raising the number of eighth<br />

graders who successfully transition <strong>to</strong> high school<br />

on time.<br />

• Volunteer Objective - Increasing the number of<br />

middle school students who receive men<strong>to</strong>ring and<br />

tu<strong>to</strong>ring.<br />

• Critical Issue #3 - Improving the graduation rate of<br />

high school students and better preparing them <strong>to</strong> be<br />

Richmond’s future workforce.<br />

• Volunteer Objective - Increasing the number of<br />

high school students - truant, at danger of dropping<br />

out, or who have dropped out - having face-<strong>to</strong>-face<br />

contact with men<strong>to</strong>rs.<br />

Elderly<br />

• Critical Issue #1 - Expanding services <strong>to</strong><br />

vulnerable seniors, including educational, financial,<br />

social and physical development.<br />

• Volunteer Objective - Increasing the number of<br />

vulnerable seniors involved in weekly/monthly<br />

learning programs.<br />

• Critical Issue #2 - Reducing safety and security<br />

risks of vulnerable seniors.<br />

• Volunteer Objective - Increasing the number of<br />

house/property revitalization projects.<br />

Persons with disabilities<br />

• Critical Issue - Assisting with household services<br />

and socialization.<br />

• Volunteer Objective - Increasing the number of<br />

Note: With the launch of the N2N service plan, the initial focus will be on the three critical issues facing youth,<br />

Service in Our City<br />

A comprehensive landscape analysis <strong>to</strong> obtain a<br />

full assessment of community assets, volunteer opportunities<br />

and service was the first step in the<br />

Mayor’s <strong>Neighbor</strong>-<strong>to</strong>-<strong>Neighbor</strong> (N2N) implementation<br />

plan. This assessment was crucial for the development<br />

of an N2N service plan that meets the<br />

city’s greatest needs and taps in<strong>to</strong> all of the community’s<br />

many strengths.<br />

The initial phase of the N2N assessment focused on assessing the strengths and interests<br />

of the city’s workforce <strong>to</strong> engage in community service. To identify employees’ areas of<br />

interest, a survey was conducted <strong>to</strong> create appropriate volunteer job opportunities. Volunteer<br />

job descriptions for city agencies were created outlining project requirements, such<br />

as location, beginning and end dates of project, skills, certifications if necessary, frequency<br />

and contact person. The second stage of the lanscape analysis was a community-wide assessment<br />

of service. The N2N initiative formed strong partnerships with primary volunteer<br />

organizations, such as AmeriCorps, United Way of Greater Richmond & Petersburg, Hands<br />

on Greater Richmond and Greater Richmond Volunteer Association. In addition, the city<br />

surveyed faith-based organizations of all denominations, corporations, other non-profit organizations<br />

and colleges and universities <strong>to</strong> engage them in the assessment process of the<br />

city’s volunteerism initiative.<br />

Following this process, data compiled from the surveys was used <strong>to</strong> develop a comprehensive<br />

landscape analysis <strong>to</strong> inform the N2N citywide service plan and act as a benchmark measurement<br />

<strong>to</strong> build upon. Furthermore, the Chief Service Officer continues <strong>to</strong> recruit and encourage<br />

cohesiveness among all key players in the increased service initiative, including the<br />

volunteer organizations, non-profit groups, and the valuable resources of area universities.<br />

Description:<br />

Through a dedicated volunteer network, Junior Achievement (JA) of Central Virginia<br />

provides in-school and after-school programs for K-12 students which focus on three<br />

key areas: work readiness, entrepreneurship, and financial literacy. JA’s mission is <strong>to</strong><br />

participate in the education of students in Central Virginia so that each child understands<br />

and believes in their potential <strong>to</strong> succeed in our free enterprise society and in<br />

life. The purpose for JA’s programs is <strong>to</strong> bring role models from the business community<br />

in<strong>to</strong> classrooms and deliver educational programs about free enterprise, economics,<br />

and personal finance - enhanced by their own real world experiences.<br />

For the 2009-2010 school year, JA worked with over 1,200 volunteers and brought JA<br />

programs <strong>to</strong> more than 20,000 students in the Greater Richmond area. JA provides<br />

curriculum and training for volunteers from the community who then get matched<br />

with a local classroom. JA’s programs span grades k-12 with age-appropriate curricula<br />

designed <strong>to</strong> teach elementary students about their roles as individuals, workers, and<br />

consumers and <strong>to</strong> prepare middle grade and high school students for key economic<br />

and workforce issues they will face. In addition <strong>to</strong> bringing the free enterprise system<br />

<strong>to</strong> life in the classroom, JA’s programs teach youngsters the importance of staying in<br />

school. JA also offers programs for young people who may have difficulty graduating<br />

from high school.<br />

In 2010, JACV had a class fill rate of 82%, filling 230 classes out of 280 requests.<br />

As of January 2010, approximately 300 teachers with an average class size of 20<br />

children expressed an interest in this curriculum. However, with a lack of volunteers,<br />

this request, which would impact 6,000 students, has gone unfulfilled. In partnership<br />

with N2N, JACV will increase its programs in Richmond City Public Schools through<br />

increased traditional programming, creative partnerships, and exciting new programs. By<br />

increasing class requests by 25 per year and increasing class fill rates by 5% per year<br />

(peaking at 97% <strong>to</strong> allow for drops by teacher or matched volunteer due <strong>to</strong> external<br />

fac<strong>to</strong>rs), the projected classes/volunteers is expected <strong>to</strong> increase <strong>to</strong> 355 volunteers/<br />

7100 students served (366 class requests) in the year 2014. This growth is fueled by<br />

the support N2N will provide - and will ultimately lead <strong>to</strong> improved academic performance<br />

and financial literacy.<br />

Dr. Yvonne Brandon, Superintendent of Richmond Public Schools, invited Higher<br />

Achievement <strong>to</strong> help Richmond’s middle school students in greatest economic need<br />

navigate a path <strong>to</strong> academic success. In June 2011, in partnership with N2N, Higher<br />

Achievement Richmond will open two Achievement Centers and begin delivering its<br />

year-round rigorous academic programming <strong>to</strong> 120 5th and 6th graders from Northside<br />

and Southside neighborhoods. Centers will be based at Henderson and Boushall<br />

Middle Schools which are both Title I schools with 90% of students eligible for free<br />

and reduced meals, 92% of students of color, and 36% of families living below the<br />

poverty line.<br />

Higher Achievement Richmond scholars will participate in 650 hours of Higher<br />

Achievement programming annually. Each year we will add a new class of 5th graders,<br />

scaling <strong>to</strong> serve 500 5th - 8th graders by 2014. The program model consists of<br />

teamed with three men<strong>to</strong>rs, one for each core subject. These men<strong>to</strong>rs provide ongoing<br />

academic guidance and personal support.<br />

Higher Achievement will begin recruiting 120 volunteer men<strong>to</strong>rs in early spring 2011<br />

<strong>to</strong> begin their service in Oc<strong>to</strong>ber 2011. Volunteers will commit <strong>to</strong> men<strong>to</strong>ring three<br />

scholars, one evening per week for two hours, for 25 weeks from Oc<strong>to</strong>ber – May.<br />

Prior <strong>to</strong> the start of the After-School Academy, Higher Achievement will provide in<br />

depth training in men<strong>to</strong>ring best practices (in partnership with Virginia Men<strong>to</strong>ring<br />

Partnership), teaching Higher Achievement’s curriculum, employing Advancing Youth<br />

Development behavior management principals, and embodying Higher Achievement’s<br />

culture of spirit, respect, excellence and collaboration. Men<strong>to</strong>rs will be provided<br />

N2N is partnering with Communities in Schools <strong>to</strong> provide men<strong>to</strong>rs for approximately<br />

100 new students at each middle school in Richmond, <strong>to</strong> grow the program and<br />

help bring it <strong>to</strong> scale. In part nership with RPS and regional businesses, Communities<br />

In Schools of Richmond (CIS) will engage employees in various men<strong>to</strong>ring capacities<br />

with students, serving each middle school beginning SY 2011-12. CIS of Richmond is<br />

devoted <strong>to</strong> serving the stu dents in 24 Richmond Public Schools by connecting community<br />

resources with schools <strong>to</strong> help every child gain access <strong>to</strong> the “Five Basics”:<br />

(1) A personal one-on-one rela tionship with a caring adult; (2) A safe place <strong>to</strong> learn<br />

and grow; (3) A healthy start and a healthy future; (4) A marketable skill <strong>to</strong> use upon<br />

graduation; and (5) A chance <strong>to</strong> give back <strong>to</strong> peers and community.<br />

To realize the goal of providing 100 students at each middle school with a one-<strong>to</strong>one<br />

men<strong>to</strong>r, businesses will be adopt a school and encourage their employees <strong>to</strong><br />

volunteer in the middles schools in various ways. Opportunities include, but are not<br />

limited <strong>to</strong> serving on a speaker’s bureau <strong>to</strong> inspire students through the sharing of<br />

their career experiences, group men<strong>to</strong>ring in a classroom <strong>to</strong> work on special projects,<br />

activities or development opportunities, and one-<strong>to</strong>-one men<strong>to</strong>ring relationships.<br />

Opportunities for volunteer engagement will be made available throughout the school<br />

day and after school hours. This initiative focuses on academic support, enrichment<br />

opportunities and positive relationships, while supporting students during key transitional<br />

periods in their educational careers.<br />

Approximately 1,000 volunteers will be needed in school year 2011. We hope <strong>to</strong> provide<br />

a variety of weekly, monthly and yearlong men<strong>to</strong>ring opportunities for men<strong>to</strong>rs<br />

and mentees. From a qualitative standpoint, we hope <strong>to</strong> see measurable improvements<br />

in behaviors, grades, attendance and inevitably promotion rates. We also hope<br />

<strong>to</strong> see evidence and application of skills learned as a result the men<strong>to</strong>ring relationships.<br />

The long term goal (five years) would be <strong>to</strong> provide each middle school student<br />

with a men<strong>to</strong>r, at which time we would require approximately 5000 volunteers.<br />

Mayor Jones recognizes the necessity of supporting the elderly population of Richmond in ensuring<br />

seniors have adequate access <strong>to</strong> care, adequate living environments and reduced safety and security<br />

risks. The elderly population is increasingly important in contributing valuable time and energy <strong>to</strong> civic<br />

engagement projects around the Greater Richmond area.<br />

Several important initiatives have been implemented <strong>to</strong> improve and support living environments for the<br />

elderly, as well as <strong>to</strong> engage senior citizens in civic engagement activities and volunteer work.<br />

• The Office of Aging and Disabilities is working with the elderly population of Richmond<br />

through “friendly visits” that focus on socialization, health and well-being of this population.<br />

• In addition, the Office of Aging, Disabilities and Volunteerism uses volunteers <strong>to</strong> identify and<br />

assist in necessary home repairs for the elderly.<br />

• The Office of the Deputy Chief Administrative Officer for Human Services facilitates a senior<br />

help line (804.646.1082) <strong>to</strong> enhance the delivery of services <strong>to</strong> older citizens.<br />

Building upon these existing efforts, the new N2N service initiatives will provide Richmond residents with<br />

expanded opportunities <strong>to</strong> get involved in supporting the needs of the elderly population. Specifically,<br />

Mayor Jones and city leaders have identified the following as specific challenges with the city’s elderly<br />

population:<br />

This initiative will expand opportunities for vulnerable seniors residing in Richmond <strong>to</strong><br />

broaden their learning skills through one-on-one guidance from volunteers within the City<br />

of Richmond government (employees), partnering financial agencies, as well as the general<br />

public.<br />

Senior Connections, The Capital Area Agency on Aging, is a private nonprofit, 501(c)<br />

(3) organization. The mission of the Agency is <strong>to</strong> help older adults maintain their independence<br />

in their homes and communities with support <strong>to</strong> prevent or delay more costly<br />

services such as assisted living, nursing home care, and repeat hospital visits. The Agency<br />

has served the City of Richmond and other localities in Virginia Planning District 15 since<br />

1973. There are 25 Area Agencies on Aging in Virginia and almost 700 throughout the<br />

United States.<br />

As a regional organization, Senior Connections serves as the umbrella for home and community<br />

based programs that meet a range of needs. The Agency also serves as a community<br />

resource for seniors, persons with disabilities and caregivers. Senior Connections<br />

has many volunteer opportunities <strong>to</strong> engage older adults as well as multi-generations.<br />

Volunteers provide support services <strong>to</strong> seniors in need, address issues that adversely impact<br />

the community, give of their time <strong>to</strong> advocate on public policy concerns and donate<br />

hours <strong>to</strong> help government and nonprofit groups deliver products and activities. While<br />

Senior Connections promotes volunteer opportunities for all ages, it especially encourages<br />

individuals age 55 and older <strong>to</strong> become involved with civic engagement that matches their<br />

time availability, interest, expertise and experience. The contributions of volunteers significantly<br />

impact the Community’s overall economy, wellbeing and vitality.<br />

The Money Management Bill Payers initiative matches volunteers with seniors who need<br />

help managing their personal finances. This includes assisting with writing checks <strong>to</strong> pay<br />

bills, balancing checking accounts and planning budgets. Many of the seniors assisted have<br />

health, cognitive or financial problems that prevent them from managing their business<br />

affairs. They may either forget <strong>to</strong> pay monthly bills or do not have the resources <strong>to</strong> do<br />

so. Some have gotten in<strong>to</strong> trouble with credit card debt. The Program’s volunteers visit the<br />

homes of the seniors they assist at least once a month <strong>to</strong> write out checks for bills, help<br />

balance their checkbooks, and assist with budget ing. Volunteers also help identify other<br />

resources that may be available <strong>to</strong> the seniors. These volunteers are on the front line<br />

for helping vulnerable seniors age in place suc cessfully and remain in their homes and<br />

communities. This is also a preventive program that can help reduce fraud and financial<br />

exploitation of vulnerable elderly citizens who must rely on others <strong>to</strong> manage their financial<br />

affairs.<br />

The Money Management Program currently has 50 volunteers, and this N2N initiative will<br />

expand it <strong>to</strong> provide more volunteers who assist more seniors. Current goals are <strong>to</strong> expand<br />

the program by 200% <strong>to</strong> serve more than 150 seniors - with more than 150 volunteers<br />

- thereby significantly helping Richmond’s senior population better manage their<br />

personal finances.<br />

There are many cross-cutting challenges that must be overcome in order for Mayor Jones’<br />

vision for Richmond - becoming a Tier 1 city - <strong>to</strong> be realized. Cross-cutting challenges include<br />

overarching barriers and methodological challenges that have been his<strong>to</strong>rically present in most<br />

sec<strong>to</strong>rs of life of Richmond’s crisis communities, preventing deep transformation and systemic<br />

The N2N Service Plan includes the creation of two infrastructure initiatives that will help <strong>to</strong><br />

address the need for greater organizational collaboration, program synthesis and lasting results<br />

by helping <strong>to</strong> bring attention <strong>to</strong> critical organization interaction effects and linkages among<br />

different initiatives, across various sec<strong>to</strong>rs. Its two components are:<br />

1. The N2N Brigade - a coalition of collaborative agencies providing volunteer resources and<br />

training for individuals and groups from the non-profit, faith, educational, governmental,<br />

corporate and philanthropic sec<strong>to</strong>rs - as well as volunteer program management/consulting.<br />

2. The N2N Web site and collaborative partners’ various media <strong>to</strong>ols. These synchronized web<br />

portals will provide valuable information <strong>to</strong> both existing and potential volunteers on opportunities<br />

<strong>to</strong> serve, get trained, and make a difference.<br />
