4.3.2 Sixth Street & Tenth Line<br />

The intersection of Sixth Street with Tenth Line operates acceptably as a two-way stop through 2020<br />

but will experience poor conditions (LOS F with long delays) by 2030, given the background volumes.<br />

As previously noted the intersection is recommended for signalization. The intersection operations<br />

have been further investigated under a roundabout scenario and an all-way stop scenario for the 2030<br />

horizon. The results are provided in Table 19.<br />

The all-way stop scenario, although offering good levels of service, is the least efficient option. The<br />

main drawback of an all-way stop is that it interrupts the flow of traffic in all directions. Although this<br />

improves conditions for the minor street, it creates delay for traffic travelling on the major street as the<br />

traffic is required to stop regardless if there is no traffic present on the minor street. In comparison, a<br />

semi-actuated signal only calls the green phase for the minor street when traffic is present, thus only<br />

stopping traffic on the major street when necessary. A roundabout, by employing a yield to the left<br />

operation, allows traffic to continue flowing in all directions. The all-way stop is also limited by way of<br />

further improvement as the approaches are constrained to one lane while roundabouts and signalized<br />

intersections are able to accommodate multi-lane approaches, should such be required. Despite the<br />
