falls slightly outside of the fifty year mark at<br />
present and research would need to be done to<br />
confirm the exact development pattern and<br />
contextual circumstances for this<br />
neighborhood, but it has high potential<br />
significance for association with events of the<br />
Civil Rights movement.<br />
2. Commercial districts<br />

Areas that were primarily commercial <strong>in</strong> nature are another type of potential district. As<br />
discussed <strong>in</strong> the commercial properties section, Rampart Street <strong>in</strong> New Orleans was once a<br />
thriv<strong>in</strong>g commercial hub for the <strong>African</strong> <strong>American</strong> community. However, today, all that rema<strong>in</strong>s<br />
of that district are a few build<strong>in</strong>gs <strong>in</strong>terspersed with vacant lots. While the rema<strong>in</strong><strong>in</strong>g build<strong>in</strong>gs<br />
are <strong>in</strong>dividually eligible for the National Register, enough of the collective group<strong>in</strong>g of<br />
properties is not reta<strong>in</strong>ed to be eligible as a district. An example of a commercial hub which<br />
does have enough build<strong>in</strong>g stock to reta<strong>in</strong> a feel<strong>in</strong>g of the lively commercial center it once was is<br />
Oretha Castle Haley Boulevard (formerly Dryades Street) <strong>in</strong> New Orleans (Figures 125 and 126).<br />
Anchored at its term<strong>in</strong>ation with Phillip Street by the Dryades Branch Street Library (now the<br />
YMCA and described <strong>in</strong> the Education section) the street was the home of Kaufman’s and<br />
Handelman’s department stores (noted <strong>in</strong> the Commercial section). It was one of the most<br />
important retail areas <strong>in</strong> the city<br />
and was the site of many Civil<br />
Rights demonstrations. As part<br />
of the larger Central City<br />
Historic District, Oretha Castle<br />
Haley Boulevard is not<br />
<strong>in</strong>dividually recognized for its<br />
significance, but should be<br />
acknowledged as an example of<br />
this property type with<strong>in</strong> the<br />
state.<br />
