BLACK WOMEN ORGANIZING THE SOUTH<br />

In 1974, the Household Technicians of America fought for the Fair Labor<br />

Standards Act to include domestic workers in minimum wage policy—and<br />

won. The win spoke to the role of cross-class alliances among women as<br />

well as the potential of organizing outside the workplace as a way to<br />

build collective power.<br />

In 1977, the N<strong>at</strong>ional Council on Household Employment held its fifth<br />

n<strong>at</strong>ional conference, a “Practical <strong>Work</strong>ers’ Congress,” in Charlotte, North<br />

Carolina. The group invited domestic workers, hotel and restaurant<br />

workers, porters, school aides, health aides, migrant workers, and janitors<br />

—“precarious” and “contingent” workers of a prior gener<strong>at</strong>ion.<br />
