A commercial invoice dated and signed by the sender, must be enclosed in<br />

every parcel other than those sent to private individuals and the parcel<br />

should be marked on the address side "Invoice enclosed". Exceptionally,<br />

where a number of parcels are posted on any one day by the same sender<br />

to the same addressee, the sender should number the parcels 1, 2, 3 and so<br />

on and the invoice should be enclosed in parcel No. 1; the remaining parcels<br />

should be endorsed "Invoice enclosed in parcel No. 1".<br />

Parcels should be very strongly packed, preferably in waterproof material.<br />

Those containing films must bear a white label clearly marked FILMS in<br />

black letters.<br />

Parcels should include a P.O. Box or Private Bag number in the address;<br />

such parcels are not delivered but addressees are notified of their arrival<br />

and are required to arrange for their collection.<br />

Despatch Note in addition to upper part of Green Label.<br />

CN22 customs declarations should be properly completed.<br />

To expedite the customs clearance of items containing goods, the postal<br />

administration of Ukraine would remind the postal administrations of UPU<br />

member countries that CN 22 and CN 23 customs declarations should<br />

contain a full, detailed description of the item’s contents, and be completed<br />

in English, French or Russian.<br />

Medicines or medical products; printed and electronic, material and films<br />

prejudicial to Ukraine; pornographic, obscene and erotic material, currency,<br />

bonds and paper securities of Ukraine, undeveloped cinema and<br />

photographic films, photographic paper, coins, bank notes, currency notes<br />

or travellers' cheques, securities of any kind payable to bearer, platinum,<br />

gold or silver, manufactured or not, precious stone, jewels and other<br />

valuable articles; Ukrainian lottery tickets, documents such as passports or<br />

identity cards. Articles of cultural value (works of art, collectors' pieces and<br />

antiques.<br />

Cancelled or non-cancelled stamps are admitted only as part of an<br />

organised philatelic exchange; medicines for personal use in quantities<br />

required for a course of treatment, where the addressee has obtained<br />

authorization from the Ministry of Health of Ukraine; medicines and vitamins<br />

are only admitted on authorisation of the Records Offices for Medicines and<br />

Pharmaceutical Products; Seeds and plants require authorisation of the<br />

State Inspectorate for Quarantine of the Agricultural and Industrial<br />

Commission of Ukraine. Printed papers are admitted provided they do not<br />

contain printed material prejudicial to Ukraine, pornographic, obscene or<br />

erotic material.<br />

Postings for tobacco must not exceed 200 gm or 200 sticks of cigarettes and<br />

posting for alcoholic products must not exceed 2 litres for wine and 1 litre for<br />

distilled spirit products. Ordinary and registered letters must only contain<br />

private written messages, documents, receipts, invoices, accounts and<br />

private photographs. Food products (packed by the manufactured of up to a<br />

maximum weight limit of 10 kg may be sent to the address of a natural<br />

person in Ukraine by international post, including EMS; radio or mobile<br />

telephone can be admitted if they are addressed to natural persons and if<br />

permission has been granted by the Ukrainian State Centre of Radio<br />

Frequencies and Telecommunications Supervision.<br />

Importation into Ukraine of postal items containing funeral urns is upon<br />

presentation of the following documents to Ukraine’s Customs authorities:
