Keith A. Patridge<br />

President | CEO<br />

For the last 28 years, Keith has worked with global<br />

companies to research, evaluate and implement<br />

strategic relocation or expansion projects in the<br />

international metro area of McAllen, Texas and<br />

Reynosa, Mexico. He and his team of highly qualified<br />

relocation specialists have assisted over 600<br />

companies resulting in the creation of over 150,000 jobs.<br />

Mr. Patridge’ experience in business development, sales, operations and<br />

manufacturing management with a number of national and international<br />

companies have provided him with a unique insight into the elements required<br />

to successfully start up and operate new operations in a border location. He<br />

is actively involved in several new initiatives focused on workforce and skill<br />

development for the next generation advanced manufacturing jobs and what it<br />

takes to build a community to support them. Keith holds two Bachelor degrees<br />

from Missouri Western State University and a J.D. degree from the University of<br />

Missouri- Kansas City.<br />

Janie Cavazos<br />

Vice-President<br />

US Business Recruitment and Retention and<br />

Expansion<br />

Janie has been an employee of M<strong>EDC</strong> for 25 years. Mrs.<br />

Cavazos has been instrumental in the recruitment<br />

of companies which has resulted in the creation of<br />

numerous jobs in the McAllen metro area. Cavazos<br />

also works with existing companies to ensure they are kept informed on issues<br />

pertaining to their businesses and on the availability of resources to enhance<br />

their company’s growth.<br />

Mrs. Cavazos has served on several boards of directors, such as South<br />

Texas Manufacturers Association, Lower Rio Grande Valley Texas Workforce<br />

Commission, Workforce Development Committee, Texas Border Coalition, and<br />

Society for Human Resource Management.<br />

Olivia Tamez<br />

Marketing Director<br />

Miss Tamez is a UTPA graduate with a Bachelor’s<br />

degree in Mass Communication with a concentration<br />

in Broadcast Journalism. She is currently enrolled in<br />

the Masters of Public Administration Program at The<br />

University of Texas Rio Grande Valley and expects to<br />

graduate July 2016.<br />

Her cross-border and international marketing efforts are instrumental in<br />

attracting and recruiting companies from all around the world to choose the<br />

McAllen/Reynosa area as the best location to meet all their manufacturing<br />

needs.<br />

Miss Tamez is an active member of the Rio South Texas Economic Council<br />

(RSTEC) and the McAllen Rotary Club. She also serves as a committee member<br />

for the American Cancer Society’s “Cattle Baron’s Ball” Fundraiser<br />

On her spare time, Miss Tamez enjoys traveling, reading and volunteering in her<br />

community.<br />

Paula Deyanira Mascorro<br />

Receptionist<br />

Joined the M<strong>EDC</strong> team in 2014. Graduated from<br />

Rivercrest High School in 2000 from Wilson, AR. Her<br />

work experience has been mainly in the Customer<br />

Service field. Mascorro takes delight to interact with<br />

the office staff and visitors. Some of her interests<br />

include family time, movies, and music.<br />

Joyce Dean<br />

Executive Vice-President<br />

Joyce has been an employee of the McAllen Foreign<br />

Trade Zone and later McAllen Economic Development<br />

Corporation for 38 years. During Dean's tenure<br />

with M<strong>EDC</strong>, she has served in all aspects of the<br />

organization, but primarily overseeing finances and<br />

human resources.<br />

Dean also serves as M<strong>EDC</strong>’s representative on the leadership team of Academic<br />

Leadership Alliance (ALA). Since the summer of 2003, ALA has worked to<br />

strengthen the employer/educator connection to achieve the ultimate goal<br />

of providing more productive and functional employees for businesses. Mrs.<br />

Dean currently serves as Assistant Secretary-Treasurer on the McAllen Industrial<br />

Foundation Board. From 1983 to 1985, Dean served as a member of the Board<br />

of Directors for the National Association of Foreign Trade Zones. After serving<br />

as a Director she continued to serve on numerous sub committees of the<br />

Association.<br />

Ralph Garcia<br />

Vice President<br />

Business Recruitment - Mexico<br />

Mr. Garcia has been in the organization for the past<br />

14 years assisting investment requirements for many<br />

multinational companies wanting to locate their<br />

manufacturing facilities along the United States/<br />

Mexico border.<br />

Through his role, Mr. Garcia maintains a strong international relationship with<br />

key government officials to attract new investment wanting to develop or<br />

expand their manufacturing base in North America. Mr. Garcia is also actively<br />

involved in bi-national retention and expansion of existing businesses, through<br />

the development and improvement of infrastructure, education, suppliers, and<br />

workforce development.<br />

Adrienne Downey<br />

Business Development Specialist<br />

Adrienne joined M<strong>EDC</strong> in December of 2012. As a<br />

Business Development Specialist, she engages in<br />

industrial business retention and recruitment by<br />

initiating and building relationships with business<br />

leaders who are interested in expanding or locating<br />

their company to the McAllen community. She<br />

assists them throughout their entire due diligence<br />

process including, but not limited to; analyzing their specific needs, making<br />

recommendations, identifying real estate options, coordinating and completing<br />

incentive applications on the city, county and state level and also supporting<br />

the company once it has decided to call McAllen “home.”<br />

Adrienne is originally a Texan but grew up in Massachusetts. She is currently<br />

studying Organizational Leadership at South Texas College and expects to<br />

graduate with her Bachelor of Applied Science in Organizational Leadership in<br />

December of <strong>2015</strong>. In addition to her baccalaureate degree, Adrienne has taken<br />

several courses through the International Economic Development Council and<br />

is working towards becoming a Certified Economic Developer.<br />

Susie Flores<br />

Coordinator of Research<br />

Susie has been with M<strong>EDC</strong> for 14 years. Mrs.<br />

Flores conducts research, compiles statistical and<br />

demographic reports, and coordinates relocation<br />

services for prospective companies moving to McAllen.<br />

Delivering the best customer service and always going<br />

the extra mile, to assist companies relocating to the<br />

McAllen/Reynosa area, is her top priority.<br />

Mrs. Flores graduated from Hanna High School in Brownsville and plans on<br />

returning to UT-RGV to obtain her bachelors in Business Administration in<br />

the near future. She is an active member of the Parent Teacher Organization<br />

(PTO) with the McAllen Independent School District and is a past President and<br />

Secretary for the PTO. She has also served as a McAllen ISD Superintendent<br />

Advisory Board member.
